Educational Interpreter Registry

If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry.  All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs. 


SNEAK PEEK to see EDPlan’s New Look

PCG is excited to share the new enhanced version of EDPlan.  The new EDPlan has a modern look while incorporating suggestions made by district users.

Changes include a more user-friendly 504 Process that feels more like the IEP Process. 

The IEP Process has an updated Goals and Objectives page that helps the user write and monitor measurable goals and objectives as well as an updated Current Assessments page that reduces scrolling. The Accommodations page includes the ability to apply accommodations to multiple activities and subjects.

The Evaluation Process also has an updated Evaluations page to reduce scrolling and provide an easier process to enter evaluation information.

We look forward to sharing a peek of what the new EDPlan will look like. See the attached schedule to register for a session.


New: Compensatory Services Due to COVID-10 Pandemic

Compensatory Services due to COVID-19 can be thought of as "recovery services". These are services that are determined necessary due to how the pandemic has impacted the student's services and skill progression due to school closures, quarantine, virtual learning, and distance learning.  To view the guidance, here

Evaluation and Eligibility Handbook

The OSDE recognizes there are areas in the new Evaluation and Eligibility Handbook that differ from the information in the Oklahoma Special Education Handbook. The Evaluation and Eligibility Handbook was developed by a committee of school-based professionals to assist multidisciplinary teams of educators and parents to address student needs related to the referral, evaluation, identification, and provision of special education and related services to students with disabilities. It provides information on the regulatory requirements under the Individuals with Disabilities Education Act (IDEA) and best practices. The information provided in this handbook should be used in conjunction with existing state policies and federal laws and is not intended to replace any existing regulation or policy. At this time, multidisciplinary teams of educators and parents can utilize the guidance in the Evaluation and Eligibility Handbook or the guidance in the Oklahoma Special Education Handbook as long as the initial evaluation and reevaluation procedures utilized meet the requirements under the IDEA and Oklahoma policies. 


2020-2021 Testing Window Information

The 2021 OAAP Spring Window opened on March 8, 2021, and will remain open until May 7, 2021.

In light of the safety concerns caused by the COVID-19 pandemic, the Oklahoma State Department of Assessments has provided flexibility in when districts may administer state assessments.  For the spring 2021 assessment window, districts may administer assessments during the evening and on Saturdays. The Office of Assessments will provide support to districts Monday-Thursday 8 am-8 pm and Friday-Saturday 8 am-4 pm throughout the testing window.

The chart below provides a visual for the assessments that are required at each grade level.

Reminder:  As a result of the coronavirus (COVID-19) pandemic, the U.S. Department of Education granted a waiver to Oklahoma to forego federally required state tests in grades 3-8 and high school for the 2019-2020 school year. The approval of this waiver provides an exemption to the assessment graduation requirements put forth in 70 O.S. § 1210.508 for students graduating in the 2020-2021 school year who did not have the opportunity to take required assessments in spring 2020 due to the COVID-19 state of emergency.


Contacting the DLM Service Desk

Do not send any Personally Identifiable Information (PII) for a student via email or chat. This is a federal violation for the family Education Rights and Privacy ACT (FERPA). PII includes a combination of information that could be used to identify a student, such as a student’s name or Student State Identifier. Oklahoma will only use the STN of a student.

Do send:

  • Your contact information (email address and name)
  • The state and District in which your school is located.
  • Error Messages including the testlet number if applicable to the problem
  • The Service Desk ticket number when following up on a previously submitted issue.

Live Chat Support for Kite Educator Portal is Now Available

Live Chat support with the Dynamic Learning Maps® (DLM®) Service Desk is now available in Kite® Educator Portal. The Live Chat method of asking questions is supported by the same skilled Service Desk staff who answer phone calls and emails.

Complete the following steps to live chat with a DLM Service Desk agent.

1.     Select the Live Chat link in the lower left corner of the homepage in Educator Portal.

2.     Enter contact information including name, email address, and state as well as a summary of assistance needed.

3.     Select the Start Chat button at the bottom of the form to open the chat window.

The next available agent will review the information provided and respond. Please do not send any Personally Identifying Information (PII) in the chat.

Transcripts of Live Chat sessions are not provided.

NOTE: Currently, when Live Chat is accessed outside of operating hours, the Live Chat window is empty. However, later this year, hours of operation will be displayed when users access the Live Chat outside of operating hours.

Allocation Adjustment Release Memo

The purpose of this memorandum is to inform you that your IDEA Part B Allocation Adjustment has now been uploaded in the Grant Management System (GMS). Districts must complete a budget amendment in order to view and budget those funds. To view the memorandum, please click here. 


LEA Agreement Amendment

Districts must review their MOE tab in their LEA Agreement to verify their submitted data matches their OCAS data for FY19 and FY20. If assistance is needed, please contact your finance specialist.


FY2022 Assurances

The FY2022 Assurances are now available! 

Follow these steps: 

  1. You can access the Assurances through your Single Sign On.
  2. Click on the Grants Management/Expenditure Reporting.  
  3. Once on the GMS Access Select page, you will need to change the Select Fiscal Year to 2022
  4. Lastly, proceed to create your Assurances.

Project 613 UPDATE

OSDE sponsored events, professional development, and conferences are beneficial to special education teachers and staff. Additionally, Project 613 does not have a deadline to submit an application. Districts can submit an application at any time. Please Note: All upcoming activities and events are subject to being rescheduled, canceled, or move to an online format. Information about any changes will be posted to the listserv.

End of Year Data Collection Training

Please plan to attend this meeting on April 12, 2021. The times and registration links are available in this attachment.

*Note that end of year data will be collected on July 1 for all districts. Districts are expected to have all data prepared or submitted by this date to be considered timely. Certification will occur the two weeks that follow.

Annually, the Oklahoma State Department of Education Special Education Services surveys students a year after they exit high school. Students’ responses help us understand the post-secondary education and employment experiences of youth with disabilities.

Please join us for a webinar on April 12, 2021 to learn more about an opportunity to improve the data collection: we are looking for districts interested in partnering with us to collect information from their own former students. There are many benefits to conducting your own surveys, and for most districts, the time commitment is minimal.

New LEA Directors Webinar Series

This webinar series provides opportunities throughout the school year for new special education directors and other district program staff to receive information on important topics to help new directors understand the federal and state context of various requirements under the IDEA. The Center for Technical Assistance for Excellence in Special Education (TAESE) will provide a federal perspective and discusses the connection between the Office of Special Education Programs (OSEP) and the state, while the OSDE will provide a state perspective and discuss the connection between the state and school districts.

SIS-Wave-EDPlan Data Integration Guidance

OSDE-SES continues to work with its partners to fully integrate local student information into EDPlan. Contractors now anticipate it will be fully implemented around May 1st, though this is subject to change. In the meantime, we have created a guidance document to help districts prepare for the changes.

Dr. Kaylin Coody in partnership with the Oklahoma State Department of Education - Special Education Services Division will be hosting a SPED Services and Management Training in Muskogee on Wednesday, May 5. Topics of discussion include learning strategies, legal overview of Special Education, review of Special Education procedures, accommodations and classroom behavior management. The training is appropriate for novice teachers and paraprofessionals.

Due to COVID-19, enrollment is limited as we will be implementing and following CDC and State guidelines. All participants are required to wear a mask.

Professional Development

Special Education Paraprofessionals and the Educator Credentialing System

Paraprofessional credentials have been added to OECS. District Superintendent and District Human Resources roles in OECS will now be able to recommend paraprofessional candidates for Tier 1 and Tier 2 Paraprofessional credentials. Districts can start the recommendation process by clicking on the "Manage Your Paraprofessional Recommendations". Once the educator is recommended the educator will be able to apply online using their recommendation tile.

This Signature Series addressed trauma, problematic behaviors, student motivation, and problem-solving. Through case studies, humorous stories, and examples of everyday challenging situations, we discovered nationally recognized educational leaders' strategies and interventions to help all students, especially students with disabilities.  Please pay it forward!
