Required: If your district is anticipating more than 1.0 percent of your testing population will participate in the OAAP/DLM testing in the 2021 spring operational window, the survey: “2021 Justification for Exceeding 1.0 Percent OAAP Participation” must be completed online by February 5, 2021. If your district is not expecting to exceed the cap, no action is required.
The survey is designed to be completed by someone at the administrative level with special education and state testing knowledge. It may be completed by either the District Testing Coordinator, Special Education Director, or someone in a similar position. A link to the survey, a pdf template version of the survey, and resources for completing the online survey are posted to https://sde.ok.gov/assessment under the heading “Justification for Exceeding 1.0 Percent OAAP Participation”.
OSDE is requesting from the Secretary for the United States Department of Education an extension of the waiver of the 1.0 percent cap in ESEA section 1111(b)(2)(D)(i)(I) on the number of students who participate in alternate assessments aligned with alternate academic achievement standards (AA-AAAS) for the 2020-2021 school year for subject areas mathematics, ELA, and science. OSDE is currently seeking public comments on this waiver extension request. Any individual or organization may submit written comments on the proposed waiver. Public comments must be submitted no later than 5:00pm Friday, December 4, 2020. The waiver is posted on the OSDE Special Education Services homepage https://sde.ok.gov/special-education.
Students participating in the Oklahoma Alternate Assessment Program (OAAP) may be entered into Kite Educator Portal by the District Testing Coordinator at any point prior to the end of the OAAP assessment window.
OSDE will upload all students participating in the OAAP, based on current IEPs, to Kite Educator Portal following Precode certification. Ensure all student assessment data is current in EDPlan by January 8, 2021.
If your district currently has students in Kite, check their enrollment status. Exit all students who are no longer enrolled in your district. Students currently enrolled in your district should remain in Kite; no action is necessary.
Thank you for taking the time to complete this short survey. Oklahoma is embarking on a new State Systemic Improvement Plan (SSIP) and we are seeking stakeholder input to help the initial planning process. The SSIP is a comprehensive, multi-year plan that states are required to develop and report on annually to improve results of children with disabilities. In developing the SSIP, states look at data to determine gaps and analyze the state system.
Please take a few minutes to complete this survey to help the development of the new SSIP. Please share this with administrators and educators from your staff, as well. Virtual meetings will be held after the data is collected from this survey to support further discussions.

The EDPlan Translation tool will be released in early December. This tool will allow users to translate certain documents into the 6 most commonly used languages in Oklahoma (Spanish, Vietnamese, Korean, Chinese, German, and Arabic).

Reviews are open in Grants Management System (GMS) located in Single Sign-on. As a result of this year’s determination, districts with non-compliance and/or DMR support level of 2 or 3 must complete activities and requirements in GMS.
DMR and Compliance webinars were recorded to assist with completing requirements and activities in GMS and can be located on our website at https://sde.ok.gov/compliance.
As a reminder, the first due date is December 31, 2020. Due at this time in GMS are the assessment, improvement plan, and professional development declaration. Also, any compliance or disproportionate indicators must also be addressed in GMS by the 31st of December.

Districts electing to use Project 615 funding must submit an on-line application by December 1st. Districts not submitting an online application by December 1st will forfeit their allocation and funds will be returned back to Special Education Services. Districts can access the online application through their Single Sign-On, Grants Management Expenditure Report.
This webinar series provides opportunities throughout the school year for new special education directors and other district program staff to receive information on important topics to help new directors understand the federal and state context of various requirements under the IDEA. The Center for Technical Assistance for Excellence in Special Education (TAESE) will provide a federal perspective and discusses the connection between the Office of Special Education Programs (OSEP) and the state, while the OSDE will provide a state perspective and discuss the connection between the state and school districts.

Maslow Before Bloom means that basic human needs must be addressed before learning can occur. If a student is hungry, tired, or scared—give them food, a nap, or a personal connection. This does not require board approval or a bond issue. It seems so simple. It is simple. It is also very effective. This presentation addresses the human side of things that lead to higher levels of learning.
Dr. Bryan Pearlman will present real-life stories, current research, hands-on strategies, and a problem-solving approach that is easy to implement and effective. Together, he believes, we can change a student's life trajectory!

Dr. Bryan Pearlman, author of Maslow Before Bloom: Basic Human Need Before Academics, is a veteran teacher and administrator, a licensed mental health therapist, a keynote speaker, and an adjunct professor. His expertise is trauma, challenging behaviors, self-care, and achievement for all students. Dr. Pearlman has presented to tens of thousands of people across the country and professional development training for state, regional, and national organizations. He is also the co-founder and board member of the mental health non-profit Distinguished School of Mental Health and Wellness (DSMHW.org).

Reducing Challenging Behavior for Students with Autism Spectrum Disorder
This workshop is designed for general and special educators serving students with ASD who demonstrate challenging behavior in the school setting.
