November 9-29, 2020 / National Seat Belt Enforcement Mobilization
Seat belts have been proven to be one of the best ways to save your life in a crash. Yet, many still don't buckle up. Worse still, not wearing a seat belt is a habit that will pass on to impressionable youth who, in turn, will think it is safe to not buckle up. The Click It or Ticketcampaign focuses on safety education, strong laws, and law enforcement support to save lives.
Over the last three years (2017-2019) in Ohio, 1,368 of 2,407 motorists killed in traffic crashes were not wearing an available seat belt. This represents 57% of such crash fatalities. Further, there were an additional 5,952 unbelted individuals that suffered “serious injuries” in traffic crashes during this time frame. The use of seat belts and child safety seats is one of the most important steps that can be taken to prevent injury and loss of life in a motor vehicle crash. Additional information on unbelted traffic crashes can be found on the Ohio Statistics and Analytics for Traffic Safety (OSTATS) dashboard at: https://www.statepatrol.ohio.gov/ostats.aspx
NHTSA estimates that in 2017, 456 lives of motor vehicle occupants aged 5 and older were saved by using seat belts in Ohio. In addition, if everyone involved in a fatal crash in Ohio had used a seat belt, 138 additional lives could have been saved. Nationwide, NHTSA projects that 14,955 lives were saved by people wearing their seat belts in 2017. Source: NHTSA
Your agency's participation in enforcing Ohio's restraint usage laws are imperative is saving lives and reducing injuries on Ohio's roadways.
Thank you - OTSO
OHIO STATE JUDICIAL OUTREACH LIAISON PAID POSITION OPENING
Announcing the Ohio State JOL Position Opening
The State Judicial Outreach Liaison (SJOL) program was established to educate judges on traffic safety through peer-to-peer interactions. SJOLs are active and retired judges who bring years of experience to the JOL program and are all subject matter experts in traffic matters in general, and impaired driving issues in particular. SJOLs function as educators, writers, consultants and liaisons, to share the latest research on traffic safety with the judges of their state. In addition to informing sentencing and interventions in this manner, SJOLs can also provide important insight to policy makers and traffic safety professionals attempting to improve traffic safety. While remaining independent and impartial, Judicial Outreach Liaisons serve as resources for the judiciary and other members of the highway safety community dealing with highway safety related court cases, particularly those involving impaired driving. In particular, JOLs provide and promote peer-to-peer judicial education related to sentencing and supervision of DWI offenders, evidentiary issues, legal updates, and alcohol/drug testing and monitoring technology. Please click here for more information about this opening at the American Bar Association.
Note: Reports submitted after 11/1/2020 may be assessed a 10% penalty. Expenditure reports cannot be submitted after 11/15/2020.

Annual I-8000 Proficiency Test
To: I-8000 Breath Alcohol Test Operators
From: Jeanna Walock, Program Administrator - Alcohol and Drug Testing Program
Date: September 28, 2000
Re: Annual I-8000 Proficiency Test
There are currently over 2000 I-8000 operators who have not completed a successful proficiency or subject test in 2020. In order to maintain proficiency, each operator must successfully complete and upload a subject test (BrAC result reported) or proficiency test (Test, Test, 0.00 g/210 L) each calendar year. Operators who do not complete a proficiency before the end of 2020 will have their cards deactivated and must take a written renewal test and demonstrate proficiency with an ADT inspector before the cards will be reactivated.

November 25-29, 2020
On Thanksgiving weekend, millions will hit our nation's roads, eager to spend time with family and friends. It’s one of the busiest travel times of the year. Unfortunately, more people on the roadways means the potential for more vehicle crashes.
During the Thanksgiving holiday weekend in 2017, there were 365 passenger vehicle occupants killed in vehicle crashes across the nation.
Nighttime is deadlier than daytime in terms of seat belt use. Over the 2017 Thanksgiving weekend, 57% of passenger vehicle occupants killed in crashes at night were unbuckled, compared to 40% during the day.

Advanced Roadside Impaired Driving Enforcement (ARIDE) provides officers with general knowledge related to drug impaired driving and to promote the use of Drug Recognition Experts (DRE). Law enforcement officers will learn to observe, identify and articulate the signs of impairment related to drugs, alcohol, or a combination of both, in order to reduce the number of impaired driving crashes.
The ARIDE program stresses the importance of the signs and symptoms of the seven drug categories. Officers attending this course will receive an update/refresher of Standardized Field Sobriety Testing (SFSTs) and must successfully pass an SFST proficiency evaluation. This training also promotes interaction with representatives from the state's prosecution community who are encouraged to attend. The instructors for this course are all Ohio DRE certified instructors. Prerequisite: Law enforcement officers must have had training in SFST (previously ADAP). This course is funded through an OTSO/NHTSA grant and is free for sworn Ohio law enforcement officers and prosecutors only. Tuition for out-of-state officers is $250.
London instructor(s): Dwight Underwood
Richfield instructor(s): Mike Golec
