Join the Office of Charter Schools and the NC DPI Exceptional Children's Division for the November Virtual Office Hours, November 14th at 10:00 am. Exceptional Children's Educational Consultants will present on a multi-topic general overview of EC Programming, including high-quality services, and answer questions schools may have at the start of a new school year, and beyond.
RTO Planning Session III will be held virtually for new charter schools on November 19th, 2025 from 8:30-4:00 pm. RTO Schools will be sent a digital invitation via Webex. Reach out to Dr. Natasha Norins, natasha.norins@dpi.nc.gov for questions.

Focus Groups for NC ML/Title III Framework
The NCDPI Multilingual Learner/Title III Team is pleased to invite your Public School Unit (PSU) to take part in the upcoming ML/Title III Focus Groups. As part of our effort to design a comprehensive statewide framework that strengthens ML/Title III program quality and compliance, these focus groups will gather valuable insight into the current landscape of multilingual learner education in North Carolina.
We are asking PSU administrators and school leaders to select 1 representative for each applicable focus group. Representatives will receive up to eight guiding questions in advance to help them prepare responses that reflect their PSU’s unique needs and resources.

Invitations are being sent to Chief Academic Officers in each PSU. Please follow up with them to build your Focus Group teams; Representatives must be selected by November 10, 2025! Your participation will ensure that this framework reflects the voices, expertise, and experiences of educators, leaders, and families across North Carolina!
Survey for NC ML/Title III Framework
In addition to the discussion in Focus Groups, the ML/Title III Team is also looking for broader data collection in the ML/Title III Field Survey. This survey will be open until December 1, and we encourage PSUs to share the link with schools, parents, and community members.
This statewide survey will gather input from educators, administrators, and partners across all regions to better understand current practices, challenges, and priorities in supporting multilingual learners. The insights collected will directly inform the design of a comprehensive framework that strengthens program quality, compliance, and equitable access for MLs across North Carolina.

21st Century Community Learning Center Grant Year 24 Funds - Non-LEAs/ERaCA Users
If you use ERaCA to access funds for the 21st Century Community Learning Center Program, please note that all GY 23 and GY 24 funds must have been expended on or before September 30, 2025. ERaCA will be open through October 31, 2025 for you to request reimbursement for these expenditures, but all expenditures must have been dated on or before September 30, 2025.
GY 2024 Grant Encumbrances - All PSUs
Cash will be provided on a reimbursement basis for GY24 or prior funds that ended September 30th through the monthly zero-out process. If you encumbered funds, please ensure that encumbrances are converted to expenditures as you liquidate those funds. Cash will be provided for valid expenditures within the encumbered amount in each month's zero out.

Seed Grant Opportunity: CSGF Seed
- Who: Charter School Growth Fund (CSGF)
- What: The CSGF Seed Grant is designated to strengthen the foundations of early-stage charter organizations and to provide them with resources for growth as they expand their impact in the communities they serve. The Seed Grant is for founding leaders who want to launch a new school or leaders seeking to expand or replicate high-performing public charter schools. It provides funding, resources, and support as they open more schools.

New ACCESS Comparison Report Now Available in Infinite Campus
The NCDPI Multilingual Learner/Title III Team is pleased to announce the release of an ACCESS Comparison Report in Infinite Campus! It can be found with the student goal reports in the (NC)EL - ACCESS Tests
This report provides a side-by-side view of student performance on WIDA ACCESS for the two years of scores in the student record, allowing educators and administrators to easily track growth, identify trends, and strengthen instructional planning for multilingual learners.
With this view, schools can see:
- Where students have made significant language growth
- Which domains may need additional instructional support
- How overall ML performance is trending across grade levels and programs

Reminder: EL Headcount Due November 10th
The EL Headcount must be submitted by November 10. While the official count is pulled directly from the Infinite Campus, PSUs must verify their numbers by completing the English Learner Headcount Validation Form.
Verifying headcounts includes:
- Reviewing all student records included in the headcount
- Confirming the accuracy of the classification for each student
- Identifying and correcting any discrepancies prior to November 1st.

ML/Title III 2025–26 Professional Development Series: Effective Content Instruction for ML Students in Writing
Participants will explore research-based strategies for planning and scaffolding writing tasks across content areas. Participants will analyze mentor texts to identify key language features and explicitly teach language functions that support academic writing. The session will provide tools for offering meaningful feedback that advances expressive language skills. Educators will leave with actionable resources and approaches to make writing instruction accessible, engaging, and effective for all ML students.

In addition to opportunities included in the bulletin linked above, NC Healthy Schools hosts monthly opportunities for a School Health Advisory Council (SHAC) Learning Collaborative.
These monthly meetings are the last Monday of each month at 3:00pm (unless scheduled otherwise, due to holidays, etc.) and are open to all SHAC representatives (or those considering joining a SHAC) to come learn more about what other PSUs are doing, hear about various resources, and share about your activities.
These meetings will primarily focus on SHACs and the Whole School, Whole Community, Whole Child model. There will be opportunities to discuss general questions, e.g., building the team, partnerships, use of data, action planning, and questions relevant to your WSCC efforts.
If interested in attending these meetings, please let Susanne.Schmal@dpi.nc.gov know and you’ll be added to the monthly calendar invitations to join as able.
