The 2024 Transportation Grant process has concluded. The next cycle will take place next fall; OCS will publicize as we do each year in our weekly newsletters beginning fall 2025. The total eligible expenses submitted exceeded 8M dollars and the available amount per legislation, is 2.5M. Max awards are 100k and all eligible amounts were reduced to approximately 35% to stay within the 2.5M annual amount. All eligible schools, which submitted complete and accurate applications, will receive awards sometime within the next two weeks. The Transportation Grant will be allotted in PRC 036. OCS February Office Hour: Partnering with Your Board
The purpose of the OCS Office Hours is to allow Charter School Leaders to connect with NCDPI departments to share information and resources.
Our February meeting will be held with Serena Fuller, 2024 Charter Principal of the Year, and John Eldridge, Vice Chair of the CSRB, to discuss partnering for excellence. The importance of cultivating a relationship between the school leader and board. School leaders and members of the school board are welcome to attend.

2025 NC Charter Applications
The 2025 NC Charter School Application opened on Friday, January 31st, at 5 PM (EST) and will close on April 25, 2025, at 5 PM (EDT). Applicants interested in opening a charter school in 2026 under the accelerated timeline or in 2027 under the standard timeline must submit their charter application and payment by the April 25, 2025, deadline.
The online application and $1,000 application fee must be submitted by April 25, 2025, at 5 PM (EDT).
Additionally, applicant boards must attend in-person interviews at the Department of Public Instruction in Raleigh, NC, during the monthly Charter Schools Review Board meetings starting in September 2025.
The 2025 NC Charter School application link will be posted on the NCDPI Charter Schools Application page.

FY2024-25 Allotment Update - All PSUs
The following items of interest are scheduled for allotment by the end of the week:
- State PRC 0039 – School Resource Officers – Allotments per the Center for Safer Schools (wave 3).
- State PRC 0066 – Teacher Assistant Tuition Reimbursement Grants – TA Tuition Allotments per the Office of Licensure and Educator Preparation.
- State PRC 0087 – Stop Arm Enhancement Funds – Stop Arm Camera Allotments per the Office of District Operations.
- All Federal PRC Approvals received as of January 24, 2025
The following items are scheduled for allotment by the middle of next week if not processed this Friday:
- Initial Allotments at 100% for Approvals received as of January 21, 2025:
- Federal PRC 0049 – IDEA: Section 619 Preschool Grants
- Federal PRC 0060 – IDEA: Section 611 Grants to States
- Federal PRC 0070 – IDEA: Coordinated Early Intervening Services (CEIS)

Charter School Average Daily Membership (CSADM) - IPSs Only
Thank you to everyone who attended this week's CSADM webinar. If you were unable to attend, a recording and the presentation has been made available on our website.
All Charter, Regional, and UNC Lab Schools with current year enrollment and new charter schools approved to open July 1, 2025 are required to report their projected ADM for the upcoming 2025-26 fiscal year in the CSADM system by no later than Wednesday, February 5, 2025. As a reminder, this information must be entered either by the school's Director, Board Chair, or Board Vice Chair in EDDIE.
Please prepare your data to be submitted quickly. Your data is used for several reports, requirements and other items as we enter the early spring. If you have any questions, contact SchoolFinancialReporting@dpi.nc.gov.

PRC 0111 Significant Increase Application is Open - All PSUs
Using the fall headcount, PRC 0111 – Significant Increase calculations have been completed to generate planning allotments. PSUs who receive a PRC 0111 planning allotment will need to submit the stand-alone application and budget in CCIP. The application will need to be moved to Chief Administrator Approved once the application and budget components are completed.
If a PSU receives a planning allotment, but intends to waive the funds, the PSU will simply check the waive box on the Budget Page and still move the application to Chief Administrator Approved.
The PRC 0111 – Significant Increase initial application and budget submission of PRC 0111 funds are due on or before Friday February 14, 2025.
New for this year, the only Required Related Document for PRC 0111 that needs to be uploaded is the Statement of Assurances.
If funds are being used to fund a position utilizing PRC 0111, then a job description for each position must be uploaded in the Optional Documents Section.

Update: Federal IDEA Remaining Allocations (PRC 049, PRC 060, PRC 070) - All PSUs
FY25 (Grant Year 25) Planning Allotments were calculated using the December 2023 federal EC child count data with the intent to calculate the Initial Allotment using the December 2024 federal EC child count.
However, due to the unexpected impact of Hurricane Helene at the 60-day child transfer count and validating EC child count data in ECATS from data incoming from two student information systems, NCDPI has just recently been able to affirm that current data points for EC child count have stabilized within a reasonable margin.
While this year's Initial Allotment may not have occurred in the timeline typically expected, this delay has mitigated the need for New and Growing Adjustments that have historically occurred later in the year and at times negatively impacted some PSUs.
Efforts are underway to allocate the remaining funds as soon as possible. This may occur as early as the end of this week. OEC is also working with School Business Services within federal guidelines to explore options to mitigate the cash flow and funding delays for FY 25-26. We appreciate your understanding as the NCDPI has worked to mitigate risks and future adjustments in allocations to the greatest extent possible.

The annual report includes discipline, alternative learning program and dropout data. More details on the type of data included in the report can be found here.

AP teacher performance bonus information
Important information regarding the AP Teacher Performance bonuses: District/Charter schools have the funds to distribute these bonuses by the end of January 2025. Please review the FAQ from NCDPI School Business Services regarding teacher eligibility – you will find it posted on the Advanced Coursework webpage.
NCDPI does not receive teacher names with the qualifying scores each year, yet with access to the online score reports, school AP Coordinators have the information needed to complete this task. Navigate to AP Score Reports for Educators from a College Board account, and follow these steps:
- Select ‘Subject Score Report -by school’
- Select school
- Select any subject
- Select ‘All Sections’
- (You must complete all steps for this to work)
- Then you can click ‘Run report’ – and this will give you the choice to Download Report, and choosing csv as the type of file will give you the spreadsheet you can manipulate to meet your needs – it contains teacher names!
- Please contact Beth Cross if you have any questions. I do not have access to these reports, but I can help you find yours!
North Carolina Homeless Education Program
Charter School Compliance Forums
NCHEP will be hosting virtual Compliance Forums for charter and lab school homeless liaisons to expand their knowledge on the McKinney-Vento Act as well as develop practices to best support the needs of their students who are experiencing homelessness. All homeless liaisons are required to attend the annual Compliance Forums. Homeless liaisons are to attend at least three out of the four meetings listed below and are welcome to participate in all four sessions. Registration is required.
