From the Office of Early Learning - Three Cueing Legislation
HB 259, Section 7.64, of the 2023 North Carolina Legislative Session prohibits the use of visual memory and three cueing, or the MSV instructional approach, during any instruction or intervention and within curriculum materials.
The guidance document linked below explains what the three-cueing system is and what it can look like during instruction. It clarifies the legislation's effective date, gives the legislative definition of three-cueing, and explains the impact of this legislation on Early Childhood programs, Residential Schools, Local Education Agencies (LEA), Charters, and Educator Prep Programs.
*Additional guidance and support resources for districts to use when sharing this legislation will be shared at the upcoming OEL Regional Meetings held on October 24/25th across the state.

Applicants for this year’s round of grants indicated a primary goal of establishing strategies to implement and integrate the new NC K-12 Computer Science Standards by prioritizing professional development for teachers and introducing students to computer science in novel ways.
Partnerships include a variety of business and industry connections across the state, including such companies and organizations as BirdBrain Technologies, Carolina Codes, TechSmart, STEM West, The Dot Consulting, Code First, Code Next, NASACAR and Cyber Intelligence Transforming Youth.
“The technology sector is one of the fastest growing industries in North Carolina, and exposing students to careers and laying an early foundation for the skills needed to succeed in these jobs is imperative,” said State Superintendent of Public Instruction Catherine Truitt. “Initiatives like the Coding and Mobile App Development grants help ensure that North Carolina’s students are provided the opportunities and experiences necessary to thrive in a rapidly evolving workforce.”

Education Week Libby Stanford | Oct. 12, 2023: The Biden Administration Is Investing More in Parent Engagement. Will It Be Enough? - The Biden administration on Wednesday announced $11 million in grants to organizations that work on parent education and family engagement with schools. In total, the department has invested $83 million in efforts to support family and parent engagement, according to a news release. “As a parent, teacher, and former principal, I’ve seen firsthand how strong and productive relationships between educators and families are the foundation of thriving school communities,” U.S. Secretary of Education Miguel Cardona said in a statement. “The importance of parent partnerships in our schools is backed by years of research demonstrating how students benefit academically, socially, and emotionally from robust family engagement.”
The Center for Safer Schools (CFSS) will offer free, virtual School Behavioral Threat Assessment and Management Training on Friday, Oct. 20th and Friday, Oct. 27th. The sessions will be hosted by the CFSS in partnership with the BeTA Unit of the North Carolina State Bureau of Investigation and will be conducted by Ontic.
BTAM training will provide fundamental information about school violence and how prevention is possible. The sessions will cover how to build and operate a school threat assessment team at the school or district level and assist with managing the assessment after completion.

The SummerPalooza summits are a chance for current and prospective NC Summer Nutrition Program sponsors to celebrate successes from summer 2023 and plan ahead for summer 2024.
