Policy modification to targeted case management (TCM) services that temporarily allow phone and video visits in place of in-person, face-to-face contact will remain in effect until the federal public health emergency ends. For more information on the TCM waiver (CV-24) refer to Bulletin 21-69-04 and the MHCP Provider Manual.
The U.S. Department of Health and Human Services extends the federal public health emergency (PHE) in 90-day periods. Human Services (HHS) Secretary Xavier Becerra renewed the national declaration of a COVID-19 Public Health Emergency (PHE). This renewed declaration became effective October 13, 2022. The Centers for Medicare and Medicaid Services (CMS) has committed to notifying states 60 days before the federal PHE ends.
When the federal PHE ends, the TCM waiver (CV-24) will end, and Minnesota Statute 256B.0625, subd. 20b will go into effect allowing interactive video to meet minimum face-to-face contact requirements for TCM services, except for children in continuous out of placement or receiving case management for child protection reasons. DHS will provide guidance on any new TCM interactive standards prior to their effective date.

When HHS notifies us that the federal PHE ends (60 days before the PHE end date), we will communicate the update to providers.
When entering court actions for, or containing, a ‘QRTP Placement Review’, the first QRTP Placement review entered after the QRTP start date should include a QRTP Review Type of ’60-Day Court Approval’. Subsequent QRTP related court actions containing a QRTP Placement Review should choose the QRTP Review Type of “On-Going Review”.
While SSIS currently allows for more than one ‘60-Day Court Approval’ court action entry for a single QRTP placement this can cause problems at claiming. SSIS will be updated to only allow for one ‘60-Day Court Approval’ related court action to be entered for on QRTP placement in a future release. DHS SSIS Business Operations has begun contacting agencies that currently have more than one ’60-Day Court Approval’ related court action entered for a single QRTP placement so agencies can resolve any duplicated entries as soon as possible to avoid problems generating the next Child Foster Care Report.

The quarterly Empowering Youth Update is a resource for county, tribal, and private agency staff working with youth in the child welfare system. Update articles are written by Minnesota Department of Human Services, Child Safety and Permanency Division staff and focus on the Education and Training Voucher (ETV), Extended Foster Care, Successful Transition to Adulthood for Youth (STAY), and STAY in the Community programs. Clean up old Service Arrangements in SSIS by inactivating them. To inactivate multiple service arrangements:
- In the Service Arrangements Search grid, multi-select the Service Arrangements to be inactivated.
- Select Inactivate Service Arrangement in the Action menu.
- A pop-up window will appear with the message Inactivate Service Arrangement? This action sets the “Status to “Inactive/Payments” and no additional payments can be made. Do you wish to continue? Select “Yes to All”.
Service Arrangements can be reactivated by selecting Activate Service Arrangement in the Action menu.
If too many Service Arrangements have been selected in error, multi-select in the grid and use the Activate Service Arrangement menu option. Select “Yes to All” when prompted.
Contact the SSIS Help Desk if assistance is needed when inactivating Service Arrangements.
The SSIS Business Section at DHS will be hosting the SSIS coffee talk, Statewide Release v22.4, Monday, November 28, at 9:00 a.m. Registration is required and will close one hour prior to the event. This session will be recorded and posted, along with presentation materials, to the Minnesota Child Welfare Training Academy website seven to ten business days following the coffee talk.

- Adult Protection Services (APS)
- Adoption and Foster Care Analysis and Reporting System (AFCARS)
- Civil and Criminal Coordination for the Protection of Vulnerable Adults (CCCPVA)
- Minnesota Adult Abuse Reporting Center (MAARC)
- Family First claiming
- Child Foster Care Report (CFCR)
