Thank you for your continued reporting of issues with SSIS and the impacts those issues have on the ability to complete your and your agency’s work. The SSIS Help Desk is closely tracking reports from county/Tribal users, and we are continuing to work closely with our MNIT partners on resolving issues resulting in unacceptable slowness. The temporary flexibility regarding extended foster care and the Consolidated Appropriations Act of 2021 ended Sept. 30, 2021. Effective October 1, 2021, youth having attained age 21 or older are no longer able to participate in the extended foster care program. Continuous placements for these youth should be closed.
When closing the Title IV-E, MAXIS has been inserting an end date of the client’s 21st birthdate, which is incorrect. A patching process has been created so information will be transferred from MAXIS to SSIS correctly.
When the Extended Foster Care Youth is Title IVE eligible and the worker is ready to close the IV-E, the worker should:
- Send the MAXIS case through background from the month after the last month certified
- Submit a PF11 from the case indicating it is a COVID Extended IV-E case, and that the agency is ready to close the IV-E
- MAXIS will patch approval records for all unapproved months
- MAXIS will instruct workers to approve and certify

Family First Prevention Services Act (FFPSA) revised the definition of family foster care in the Social Security Act requiring all shift staff facilities to be considered child care institutions (congregate care) for foster care maintenance payments and practice. This new Title IV-E requirement impacts payment procedures and practices associated with foster residence settings.

The CountyLink FFPSA residential services page has been updated, since moving from the planning to implementation phase, to reframe the conversation to focus on children/youth and their families.
Content recently added to the site includes:
- A weekly updated list of congregate care facilities that have become certified QRTP, SEY, PPY or SIL and their Title IV-E status
- Staff provided webinars
- Written guidance
Agencies are encouraged to share this resource with external partners for the most up-to-date information. The site’s home page and additional pages will be updated in coming weeks.

In SSIS go to the Person > Permanency > Removal/Adoption/TPLPC History” node for the child/youth. The node may need to be created by selecting “New Removal/Adoption/TPLPC History” from the Action menu on the Permanency node. Complete all required fields, as well as the “Earlier removal date, if known” when appropriate. There are several required fields on this screen and more fields may become required depending on the answers provided. Initially required fields are:
- Was the child ever adopted prior to the current continuous placement?
- Is this placement a result of a disrupted (non-finalized) foreign adoption?
- Was there a TPLPC/transfer of custody order through juvenile/family court for this child prior to the current continuous placement?
- Last Reviewed Date

In SSIS, User Settings, User Grid Settings, and User Spelling Settings can be adjusted to display items in a certain way. It is recommended that workers back up their user settings in SSIS prior to each new release to ensure settings are not lost. The process is easy and only takes a few minutes. Instructions to back up user settings in SSIS can be found here.
Prior to creating an Out-of-Home Placement Plan (OHPP) it is important to complete the current ICWA determination information under the client’s Continuous placement tab. Options available under the dropdowns are derived from client information provided in the ICWA folder. If an option is not selected in this field, the client’s ICWA eligibility will default to “Yes”.
If an OHPP is created first, “ICWA” under the Cont Plcmt tab, and “Qualifies under ICWA” under client information, must be selected and refreshed, one at a time, prior to adding a client’s ICWA determination information.
A new relative search screen will be available in SSIS v. 21.4. This new screen in SSIS is related to requirements from the federal government regarding the Family First Prevention Services Act.
