The Minnesota Assessment for Parenting Children and Youth (MAPCY) in SSIS Tutorial is updated for agency reference. The revised MAPCY tutorial contains up-to-date policy and technical information and outlines procedures as well as tips/tricks that county and tribal agency staff should follow when completing the assessment in SSIS. This document can be found on the SSIS Resource Page under Worker Documentation.
The Title IV-E Client Eligibility Log tutorial has been updated for agency reference. This document replaces the previous Client Eligibility Module and can be found on the SSIS Resource Page under Worker Documentation.
The Indian Child Welfare Act (ICWA) and Minnesota Indian Family Preservation Act SSIS data entry tutorial has been updated for agency reference. This tutorial combines previously published ICWA/MIFPA data entry documentation and can be found on the SSIS Resource Page under Worker Documentation.
Several agencies have asked about the expectation for entry of siblings in SSIS after the addition of the Sibling tab in the 20.4 release. Workers should include all siblings, even those who are the placement responsibility of another agency (county/tribe/state) or not in placement. Please refer to the Help Text for the Sibling tab for more information (available on the Sibling tab in SSIS) for further information. The Siblings tab in the Continuous Placement folder under the Permanency node includes information for worker verification before submission to the Adoption and Foster Care Analysis and Reporting System (AFCARS).
The 2021 SSIS Monthly Upload and State Reporting Schedule has been published. This document lists data submission deadlines for the Child Foster Care Report, RCA Report, SEAGR, TCM CSR and information about repository uploads.
The Minnesota Health Care Programs (MHCP) Payment & Claims Cut-off Calendars for 2021 have been published.
Since the return to fingerprint-based studies on Oct. 21, 2020, many applicants have been unable to complete studies due to limited access to fingerprinting sites, which are at 65% capacity statewide with permanent closures at some locations. As a result, DHS will be returning to emergency background studies and temporarily modifying certain statutory requirements. See the DHS announcement for more details.
Effective date and instructions
The changes are effective at 6:30 a.m. Thursday, Nov. 19, 2020. Instructions with the steps and information entities need to submit an emergency background study are available on NETStudy 2. Frequently asked questions about emergency background studies are also available on the background studies COVID-19 webpage.
The Family First and Prevention Services Act (FFPSA) requires that all staff working in a Title IV-E Group Children’s Residential Facility (CRF) receive fingerprint-based “Adam Walsh” background checks in order to meet Title IV-E child safety requirements.
To assist counties and initiative tribes with claiming Title IV-E reimbursements for these placements, we will periodically update the list of facilities that have met the background checks safety requirements.

Did you know that a worker’s credentials can be added to the signature line in Workgroup documents?
In SSIS Admin, under Documents, select Yes or No to include the Local Agency Contact (this may also be left blank) and enter the worker’s credentials, ie. LSW, MSW, LICSW.
We’d like to thank our SSIS Fiscal and Worker Mentors who participated in last month’s SSIS Training Assessment. Overall 224 mentors responded. We are committed to using the valuable feedback collected to guide us in developing and prioritizing SSIS learning tools to meet agency needs in 2021.
