Guest Student Process Reminders
- Students who are identified as guest students at your institution may receive State financial aid program funds if they meet specific requirements.
- Institutions are encouraged to review the Guest student Process found on page 20 of the State Programs Procedures Manual.
Upcoming Changes to STARR Reporting for Private Institutions
- The Center for Educational Performance and Information (CEPI) and the Michigan Office of Higher Education (OHE), in collaboration with our partners at Michigan Independent Colleges & Universities (MICU), have shared some updates regarding upcoming changes to STARR reporting for independent colleges and universities.
- Beginning with the 2025–26 Academic Year reporting cycle, independent colleges and universities will see updated guidance for TIP Phase I student record reporting, developed in close collaboration with MICU.

Reminder: Importance of UIC Creation and Updates for MiSSG
- MiLEAP and CEPI want to remind institutions of the importance of acquiring UICs for their students at the time of enrollment. UICs are essential to connect data from CEPI's STARR Collection to MiSSG data.
- If you need assistance with a student record in MiSSG, please contact mistudentaid@michigan.gov. If you need assistance with UIC creation, updates, or linking, contact CEPI Customer Support at cepi@michigan.gov.

2026-27 State Financial Aid Programs Policy Update Notification - Enrollment Requirements and Certificate Definition
- As we prepare for Academic Year 2026–27, the Office of Higher Education will share confirmed policy updates that will take effect in the upcoming year. Providing this information in advance is intended to support timely review and allow institutions to plan and prepare for implementation.
- Institutions should review specific program eligibility requirements for clarification.
- An updated version of the certification definition that includes a conversion of clock-hour billing to credit-hour billing when requesting payment from the Office of Higher Education is available.
Spring Certification/Reimbursement - Deadline, May 5, 2026
- The 3rd quarter payment date is scheduled for May 6, 2026. To be included in the 3rd quarter payments, awards must be certified and reimbursements requested by the deadline of 5:00 p.m. on May 5, 2026.
Quarter 3 Spring Certification/Reimbursement is Coming!
- Reminder: Michigan Achievement Scholarship must be certified chronologically, starting with the Fall semester. All students except for students who are being certified for the first time during their final semester to initiatemay be certified for all semesters at this time, including Summer.
