Upcoming Changes to STARR Reporting for Private Institutions
The Center for Educational Performance and Information (CEPI) and the Michigan Office of Higher Education (OHE), in collaboration with our partners at Michigan Independent Colleges & Universities (MICU), would like to share some updates regarding upcoming changes to STARR reporting for independent colleges and universities.
Beginning with the 2025–26 Academic Year reporting cycle, independent colleges and universities will see updated guidance for TIP Phase I student record reporting, developed in close collaboration with MICU. Under the revised approach, independent institutions will no longer be required to submit course‑level data for their TIP Phase I students. Instead, reporting will focus on the following for all enrolled students:
- Enrollment‑level data
- Award‑level data
- A minimal set of session‑level progression elements
With this streamlined approach, all independent institutions are encouraged to report their full student population data. Doing so will strengthen the state’s ability to understand and communicate the outcomes of scholarship and grant recipients across all Michigan higher education sectors. This change, inclusive of all students, will also provide educators, students, legislators, and stakeholders with a more comprehensive and accurate picture of Michigan’s postsecondary education landscape. Please note, independent institutions that wish to continue submitting course data for all students may do so.
Considering these changes, CEPI will no longer collect agreement forms as the expectation is to start seeing full enrollment and awards data for all students. While STARR reporting structures are currently undergoing modifications to align with these updated reporting policies, the 2026 STARR schema, manual, and other user materials have been published on the STARR web page to reflect these changes.
