• Maryland Higher Education Commission (MHEC) and Maryland Department of Labor, Licensing and Regulation (DLLR) Coordinate Efforts to Offer Brightwood Students Educational Options Following Recent Closure. Education Corporation of America (ECA) discontinued all academic operations in Maryland on December 7, 2018, as part of a national closure. • Maryland State Department of Education Division of Rehabilitation Services (DORS) partners with the Department of Budget and Management on QUEST internships within state agencies. During 2018, 24 DORS consumers participated in internships at Department of Labor, Licensing and Regulation (DLLR), Department of Natural Resources, Department of Budget and Management (DBM), and various Motor Vehicle Administration branches. A number of QUEST participants secured employment at state agencies, including DLLR, DBM, Department of Assessments and Taxation, DORS, and Department of Aging. Read Wilbert's success story...

• DORS’ Workforce & Technology Center (WTC) has successfully partnered with Starbucks, CVS Health, and the Community College of Baltimore County to develop customized training programs for people with disabilities and to create workforce solutions to fill business needs. As of the end of 2018, 13 Starbucks graduates and nine CVS graduates had been hired by these businesses, or by similar retail employers, and of the seven rehabilitation centers nationwide, WTC has had the most number of hires for CVS Health. The DORS consumers who completed these programs have a variety of challenges including being older workers, deafness, Autism-spectrum disorders, and learning disabilities.

• Opioid Grant Press Release - James E. Rzepkowski, acting secretary of the Maryland Department of Labor, Licensing and Regulation, announced the creation of the Opioid Workforce Innovation Fund (OWIF). Part of a $1.9 million federal grant awarded in 2018 from the U.S. Department of Labor, the OWIF will support local organizations in developing innovative solutions that lead to improved employment outcomes for individuals and businesses who have been impacted by the opioid crisis. • Five Benchmarks of Success committees are hard at work... 

  • Executive Steering - provides strategic leadership for the rollout and implementation of the Benchmarks initiative - meets quarterly
  • WIOA Alignment - oversees and coordinates the activities of the Benchmarks committees - meets monthly
  • Data and Dashboard - creates a sustainable system supporting local areas in utilizing the Benchmarks to continuously improve the quality of their service delivery - the committee updated its charter and developed a draft timeline of deliverables for the 2019 Global Work Plan
  • Communications - promotes the Benchmarks statewide and educates local workforce areas on the value, implementation, and outcomes of the initiative - having completed the video series in 2018, the committee is now focusing on collateral development
  • Policy - identifies opportunities which support the Benchmarks implementation via policy changes - meets monthly

  ...providing strategic planning and organizational infrastructure to ensure successful implementation of the Benchmarks leadership tool.
