Like many institutions, the Louisville Zoo has arrived at a crossroads of tradition and reality. While elephants have been a featured species for most of the Zoo’s 54-year history, our recognition of the species’ complex social structure has evolved dramatically. Wild elephants typically live in herds comprised of multi-generational, related females and young males, led by an experienced matriarch. Relocation to The Elephant Sanctuary ensures lifelong companionship for Mikki and Punch in a safe, expansive setting.

The highest standards of welfare and care are at the heart of this and any difficult decision the Zoo makes for its animal residents. “The gap continues to widen between what we can realistically provide our aging elephants and our evolved understanding of their geriatric needs,” said Louisville Zoo Director Dan Maloney. “Louisville Zoo has reached the point where it is imperative that we secure a place for Mikki and Punch where they can retire together, and their complex social needs are fully met throughout their golden years.” 

“Even though we know that Punch and Mikki moving to The Elephant Sanctuary is best for them, we also know that we will miss them terribly. Experiencing both some sadness about their eventual departure, and joy regarding their new life in Tennessee is expected, and we all appreciate having the coming year to say our proper goodbyes.”

Next Steps

The Zoo’s elephant care team has begun the process of acclimating Mikki and Punch to the transportation process. Guests are welcome to observe Zoo staff as they positively condition the elephants to voluntarily enter their custom-designed, 17,000-pound, eight-foot-wide transport container.

The Future

The Louisville Zoo recognizes our community’s strong connections with Mikki and Punch. The Zoo team will continue to share regular updates about the duo in their new home as well as support for wild elephant conservation efforts worldwide.

The current elephant enclosure will be repurposed for the Zoo’s southern white rhinoceroses.

In future master planning exercises, the Zoo will consider a new, larger elephant habitat with additional accommodations, shade and the capability to hold a multi-generational herd. However, taking into account the high capital costs for a state-of-the-art elephant habitat (estimated at more than $100 million), the space needed, and potential impacts on other essential Zoo projects, planning will be approached with the utmost responsibility.

About Mikki and Punch

Asian elephant Punch arrived at the Zoo in 1973. African elephant Mikki followed in 1987. Mikki gave birth to two male calves, Scotty and Fitz, while at the Louisville Zoo.

About The Elephant Sanctuary

Located on 3,060 acres in Hohenwald, Tennessee, The Elephant Sanctuary is the nation’s largest natural-habitat refuge developed specifically for Asian and African elephants. Founded in 1995, The Sanctuary has provided 33 elephants with individualized care, the companionship of a herd, and the opportunity to live out their lives in a safe haven dedicated to their well-being. The Sanctuary is licensed by the U.S. Department of Agriculture and the Tennessee Wildlife Resources Agency and has been dually recognized through accreditation by the Association of Zoos and Aquariums and by the Global Federation of Animal Sanctuaries. Rental registry has begun for rental properties

Address of rental unit, up-to-date contact information for owners, managers required

In December 2022, Louisville Metro Council passed an ordinance requiring property owners to register all their rental units with the city and pay a fee ranging from $25 to $250 as part of a new Louisville Metro Government rental registry. The registry will include the address of the rental unit and the contact information for the owner(s) and, if applicable, the management company. The registry will provide accurate and up-to-date contact information for property owners and management companies to help the city better identify and contact the responsible parties should Code Enforcement Officers find code violations at a rental property. Louisville Metro Government will randomly select properties from the list each year to undergo inspections to ensure the units meet the city code of ordinances. The Department of Codes & Regulations has initiated the  Rental Registry program and it is time for property owners to register all their rental units with the city. Failure to register is subject to a fine up to $100 per day per housing unit.  Registration is available online. Property owners/managers may also apply in person with the Department of Codes & Regulations at 444 S. 5th St., Suite 200.

PARC raises parking citation rates from $25 to $30, eliminates early payment discount

For the first time in more than 30 years, the Parking Authority of River City (PARC) is raising rates for parking citations. Effective April 1, parking citations currently listed at $25 will increase to $30. PARC will begin issuing notices immediately to current violators of the increase.

This rate increase only impacts drivers who do not comply with parking regulations, including parking at an expired meter or parking in an area that is designated no parking such as no stopping/bus zones or blocking a fire hydrant. In addition, citations will no longer be discounted if paid within seven days.

Prior to making this change, PARC utilized studies from contracted parking vendors The Car Park, Inc., and Walker Consultants to compare best practices and parking citation rates in Louisville to peer cities, including Cincinnati, Pittsburgh, Lexington, Columbus, Nashville, Indianapolis, and Atlanta. The consultants found that Metro’s parking citation rates were consistently lower than peer cities and that none of the peer cities studied offered a discount for paying early.

On average, approximately 42 percent of parkers who received a citation in 2023 paid within seven days. With more than 50,000 citations paid last year, the elimination of the discount and $5 citation increase could equate to more than $500,000 in additional revenue for Metro each year.

Trash for Cash application deadline extended to March 22

Trash for Cash is a state program that helps ensure roadways around Louisville are kept clean, while raising money for local community-serving non-profits!

If you are a 501(c)3 non-profit, we will work with you to find a roadway that needs attention--and in return for each mile cleaned, your non-profit will earn $100. It's a win-win for our local environment and our local community!

The monthly Food Pantry at St. Agnes Parish, in partnership with Dare to Care, distributes food to approximately 150 guest families the fourth Saturday of each month. The pantry operates from 9 to 10:30 a.m. and is open to all Louisville residents. Guests are served via a drive-through format.

Wild Lights Returns to the Louisville Zoo starting March 23

The Louisville Zoo will again host its popular lantern festival, Wild Lights, March 23 through May 19. 

Wild Lights guests will venture through the Zoo’s 1.4-mile path and experience hand-crafted, illuminated art displays. The event will feature more than 60 individual displays in themed areas depicting nature, coral reefs and Chinese mythology. Select area highlights include a blooming morning glory corridor, a 23-foot-tall octopus and a walk-through phoenix tunnel. Interactive lanterns invite guests to enhance the experience by powering lantern movements, competing in games and more. This 38-night immersive event features live cultural performances including Chinese folk dances, acrobatics and more. There will also be unique handcrafted goods available for purchase along with snacks and cocktails.

The event is wheelchair and stroller-friendly on a paved path. The festival is a rain or shine event and will be held 7 to 10 p.m. Thursday through Sunday nights from March 23 to May 19. Wild Lights will also run every night during JCPS Spring Break, April 1 to 5. The Zoo will host a special preview night exclusively for Louisville Zoo members on March 22.

Tickets are available for purchase in advance online only, and children under three do not require a ticket. 

April 9 - first community meeting regarding 2024 Property Assessment process and right to appeal

The Jefferson County PVA will mail property assessments on April 26. The 2024 reassessment covers MLS Areas 2, 3, and 7 including areas in and around Germantown, The Highlands, Clifton, Crescent Hill, Butchertown, St. Matthews, Indian Hills, Audubon Park, Hikes Point, Jeffersontown, Fern Creek (areas east of Bardstown Road), and Fisherville. If your property value changes, you will receive a full-color assessment notice on a large postcard that includes a photo of the property and information about the assessment appeal process.

If you believe the assessed value is not correct, The Jefferson County PVA wants you to know: You have a right to appeal.

The mission of the PVA is to provide fair and equitable assessments for all property owners in Jefferson County. PVA staff works hard to get the value of our property correct. However, the PVA does not know every detail or condition of your property. If you believe the PVA assessed value does not represent the fair-market value of your property, you have a right to appeal your assessment.

Construction moratorium during Derby 150 festivities

From Public Works: A construction moratorium will be in place from Friday, April 12 through May 5 to facilitate the celebration of the 150th Kentucky Derby The following construction related activities will not be allowed in the public right-of-way: cuts, dumpsters, equipment, construction activities and/or materials, in the Central Business District+ (CBD+), arterials leading to Churchill Downs, and within a two-block perimeter around Churchill Downs. The CBD+ is defined as River Road to the north, York Street to the south, 10th Street to the west and Campbell Sreet to the east. All work must be completed with roadways and sidewalks open and cleared for pedestrians and traffic. Because Derby events will take place at various locations and times, other areas may be added to the list, and an order to clear any work in those areas will be issued as we receive them. Thank you for your cooperation.

Free lifeguard training offered to future Metro Parks employees

Louisville Parks and Recreation is now hiring lifeguards for the 2024 swim season. Certification classes continue in March at the Mary T. Meagher Aquatic Center, 201 Reservoir Avenue.

Each class costs $200 to take but is free if participants commit to working one year at a Louisville Parks and Recreation pool. Participants must be at least 15 years of age or older. The course will provide lifeguard, first aid and CPR/AED certifications.Participants must attend all classes to complete the course and receive certifications. The starting pay for the position of a Louisville Parks and Recreation lifeguard is $16.65/hour with a guarantee of 36-40 hours per week.

evolve502 scholarship applications are open

Evolve502 enrolls JCPS graduates in a two-year tuition-free postsecondary education opportunity. In the first three years evolve502 enrolled more than 1,500 JCPS graduates in college at Jefferson or Simmons College of Kentucky; 72 of those students live in District 10 and 23 of those are from the class of 2023. Creating access to postsecondary education and strengthening the workforce are critical to our community’s future success and evolve502 is working with students, families and partners every day. The application and required steps must be completed by July 15.

Louisville Metro Office of Resilience and Community Services is now accepting appointments for the annual Crisis Component of the Low Income Home Energy Assistance Program (LIHEAP). The program assists income-eligible households in Jefferson County with home heating costs through March 31, or until funds are depleted. Metro Government offers free tax preparation services

The Louisville Asset Building Coalition’s Volunteer Income Tax Assistance (VITA) program provides trained, IRS-certified volunteers who offer free tax services at 15 sites across the city. VITA is available to individuals and families who earned less than $66,000 in 2023.

Since its launch in 2001, the VITA program has helped more than 143,000 Louisville tax filers. Last year, VITA volunteers processed more than 7,700 returns, adding more than $12 million to the local economy, including nearly $2 million in Earned Income Tax Credit (EITC) to residents.

Kentucky's Employee Child Care Assistance Partner Program

The Employee Child Care Assistance Partnership (ECCAP) helps employers meaningfully  contribute financial assistance directly to employee child care costs by matching their contribution up to 100 percent, potentially doubling the value of their employer-provided benefit. All funds from the employer and the state are paid directly to eligible child care providers. Various program restrictions apply. Help with prescription medication copays may be possible through the Kentucky Prescription Assistance Program. Call 1-800-633-8100, between 8 a.m. and 4 p.m. Monday through Friday.

The Louisville Metro Down Payment Assistance Program provides low- to moderate-income homebuyers with down payment and closing cost assistance for purchasing a home in the Louisville Metro area.

The Team Kentucky Homeowner Assistance Fund is a program that can help homeowners impacted by the pandemic rebound and avoid foreclosure. Qualifying homeowners can apply for up to $46,350 in assistance to help with delinquent mortgage payments, property taxes, homeowner’s and/or flood insurance, homeowners association fees and utility costs. 

If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. Vets with service connected disabilities and totally/permanently disabled civilians may also qualify.

Locate Dare to Care food assistance locations, which include St. Stephen Martyr at 3015 Greenup Road, from 3:45 to 5 p.m. Wednesdays. Please call before visiting sites to verify hours of operation. 

Meals on Wheels is available to qualified seniors in Jefferson County, 60 years or older, who are homebound with no one available to help prepare meals. Call 574-6325 to begin the qualification process. For information on the senior congregate sites for more active seniors, 60 and older, call the number above or sign up at the RCS page. Sites require a one-day advance reservation. See the updated list of open congregate sites.  The Senior Nutrition Program seeks volunteers all year long to help in a variety of capacities. Trauma-trained mental health specialists are available at all eight Louisville Neighborhood Place locations for immediate and free assistance for any Louisville resident dealing with violence or other trauma. Appointments and walk-ins are accepted. The city has also set up a trauma hotline that is free to call: 901-0100.

LMPD - which numbers to call for emergencies, non-emergencies, and ongoing criminal activity complaints

The most efficient manner to report crime and/or request to speak to an officer is to call Metrosafe Dispatch at 574-2111 (5) Furthermore, if the efforts of the officer were not reasonably adequate to address the concern or issue, a citizen can immediately call Metrosafe back and request for an LMPD supervisor to contact them.  For non-emergencies, dial 574-2111 (5)  for non-violent crimes, non-injury auto accidents, or to report a crime that has already occurred.  For emergencies, dial 911 for violent crime in progress, serious injury auto accidents, or immediate threat to human life.  To report ongoing criminal activity, dial 574-5673, the LMPD Tip Line, for drug dealing, prostitution, gang activity, or any information that may help close open investigations.

March 19 - next Zoning Matters: Conversations with a City Planner

This is the third series of conversations offered. The previous series took place in 2022 and 2023. To view a summary of these, scan the above QR code or read here. 

These conversations are part of the ongoing Land Development Code (LDC) Reform. The LDC Reform is an equity focused approach to revise the LDC consistently with Plan 2040 to allow for increased housing choices and opportunities in new and existing neighborhoods, to create procedures and regulations that are easier to use and increase the quality of life by reducing the concentration of environmental hazards near housing.

March 19 - Main Remade project public meeting at Louisville Slugger Field

The Kentucky Transportation Cabinet (KYTC) will hold a public meeting March 19 to update residents on planned improvements for phase one of the Main Remade project. The project is designed to improve safety and accessibility along one of downtown Louisville’s key business, residential, and tourism corridors – Main Street.

Phase one of the project will convert Main Street from the current one-way street into a two-way street between Wenzel Street and 2nd Street. In addition to the one-way to two-way configuration, other improvements to the corridor include upgrades to crosswalks and intersections, a protected bike lane, dedicated left-turn lanes, and new traffic signals. Improvements will occur in three phases with construction on phase one expected to begin as soon as late 2024. Throughout construction, Main Street will remain open to traffic.

The public meeting will be conducted in an open house format on Tuesday, March 19, from 5:30 to 7:30 p.m. at Louisville Slugger Field. During the public meeting, attendees may view project maps and review information about planned improvements along the Main Remade project area. Representatives from KYTC and the design consultant will be in attendance to answer questions from residents and roadway users. Attendees will have an opportunity to make public comments and provide feedback directly to the project team.

Those unable to attend may review information online after Tuesday, March 19, at MainRemade.com. Following the public meeting, displays and materials will be available for review at the KYTC District 5 Office in Louisville. Office hours are Monday through Friday from 8 a.m. to 4:30 p.m., with written comments accepted through Tuesday, April 16. Comments may also be submitted by mail before Tuesday, April 16, to the KYTC District 5 Office, 8310 Westport Road, 40242. 

March 22 - Derby City Wrestling and Louisville Free Public Library team up for fun children’s literacy event

The Louisville Free Public Library is partnering with Derby City Wrestling to think outside the box in promoting children’s literacy. LFPL and DCW will host “Reading & Wristlocks” on Friday, March 22, 6 p.m., at the Southwest Regional Library, 9725 Dixie Highway.  This free community event will feature superstars from Derby City Wrestling reading to children, taking pictures, and signing autographs, before they lock up and square off inside the ring for a night of exciting pro wrestling action. Derby City Wrestling is a weekly episodic pro wrestling television series that airs Saturday at noon on MY58 in the Louisville/Southern Indiana media market and in syndication throughout Georgia, Nevada and Arizona. “Reading & Wristlocks” is a free, non-televised live event and space is extremely limited. Seats must be reserved in advance online at www.LFPL.org/Wrestling.

Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators.

An interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb.

Driver licensing - REAL ID enforcement date extended to May 7, 2025

The U.S. Department of Homeland Security has extended the REAL ID Act enforcement date by two years offering Kentuckians, and residents of other states, more time to request a compliant driving or identity credential that maintains air travel access and military base entry. The enforcement date has been moved from May 3, 2023 to May 7, 2025. Read details on REAL ID.

The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. 

Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical.

Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.

Get directly involved in making Louisville a more litter-free community through the Report-A-Litterer program aimed at motorists who throw fast-food wrappers, cigarette butts, soda bottles or any type of litter out their car window.

Help stop wire theft along Kentucky's highways

• Report any information about wire thefts at Kentucky interchanges to the KYTC Office of
  Inspector General (OIG) Office at 502-330-7506. If your information leads to an arrest and conviction, you may be eligible for the $5,000 reward.
• Report active crimes or suspicious activity to local law enforcement.
• Report dark intersections to the KYTC Traffic Operations Center at 877-FOR-KYTC
