Louisville expands harm reduction efforts with installation of syringe disposal boxes in three parks  

November 21, 2022

Syringe disposal boxes can now be found in Portland, Shelby and Boone Square parks. The boxes were recently installed to prevent the spread of bloodborne diseases such as HIV and hepatitis C in the Louisville Metro community. On the boxes, people can also find contact information for the Harm Reduction Outreach Services Program at the Louisville Metro Department of Public Health and Wellness (LMPHW).

“Harm reduction is about meeting people where they are and providing resources that help keep people healthy and safe,” said Ben Goldman, community health administrator at LMPHW. “Like syringe services programs, community syringe disposal programs are an evidence-based intervention that reduces the risk of bloodborne illnesses and does not contribute to an increase in illegal drug use or crime.”

The syringe disposal boxes were installed through a partnership with LMPHW, Louisville Parks and Recreation and Metro Facilities. Metro Parks identified the three parks as locations where its staff routinely finds syringes.

"Louisville Parks and Recreation is thankful to our partners at Public Health and Wellness for providing a valuable public service with the installation of syringe disposal boxes within three of our parks," said Parks Director Margaret Brosko. "This service ensures our parks are safer for the entire community, including our maintenance staff, who work in the parks daily.”

Additionally, the Shelby Park Neighborhood Association called for a disposal box in Shelby Park, and Metro Councilwoman Donna Purvis requested boxes for Portland and Boone Square parks.

“I’ve been advocating for these syringe disposal boxes in parks for months,” said Purvis (D-5). “Children and families should be kept safe while playing in Metro Parks, and this is just another way to ensure their protection. Thank you, Metro Parks, LMPHW and Metro Facilities, for taking action and installing these disposal boxes.”

“The safety of our youngest population is crucial,” said Metro Council President David James (D-6). “This is just another step in the right direction to protect children, families, and all park users from syringes in parks. I’m hopeful the disposal boxes will be used to help further protect the community.”

Two syringe disposal boxes are currently standing in the community at LMPHW’s headquarters at 400 E. Gray St. and outside The Salvation Army, located along S. Brook and E. Breckinridge St. It is estimated that every year, anywhere between 3,000 and 10,000 syringes are disposed of at the Gray St. location. Once syringes are placed in a box, they cannot be accessed by anyone except the authorized waste disposal team.

If you find a used syringe, the following are steps you can take to safely discard it.

Do not touch the metal part of the needle (the sharp end).
If possible, use heavy-duty gloves, tongs or a tissue to grab the syringe by the barrel (the middle section).
Keep the needle pointing down and away from you when holding the syringe.
Place the syringe, with the sharp side facing down, into a syringe disposal box or heavy plastic container like an empty sports drink bottle, laundry detergent or bleach container.
Bring the container to a Harm Reduction Outreach Services site or an outdoor disposal box.

Light Up Louisville begins at 3 p.m. with free Children's Activities inside Santa's Workshop, free Holiday Train rides, live music and a Holiday Market! Santa's Workshop, sponsored in part by AT&T, will include cookie decorating, writing letters to Santa, as well as gingerbread and stocking crafts. Santa's Workshop will be located on 6th Street, next to the city Christmas tree. Right outside the children's area you will find the Honor Flight Bluegrass tent, sponsored by Humana Military and the McDonald's Bell Restaurant Group. Gov. Beshear Orders Flags to Half-Staff in Honor of John Y. Brown Jr.

FRANKFORT, Ky. (Nov. 22, 2022) – Gov. Andy Beshear today announced the death of former Kentucky Governor John Y. Brown Jr. The 55th Governor of the commonwealth, Brown served from 1979 to 1983. He was 88 years old.

“I am sad to share that former Governor John Y. Brown Jr. passed away yesterday,” said Gov. Beshear. “Gov. Brown was a remarkable leader who was committed to serving the people of Kentucky. He made our commonwealth a better place. Britainy and I are praying for his family and loved ones.”

The family of John Y. Brown Jr. released the following statement:

Our Dad, John Y. Brown Jr., not only dreamed the impossible dream, he lived it until the very end. His positive attitude and zest for life was unrivaled and allowed him to beat the odds many times over. Every day was an exciting adventure for him. He was a true Kentucky original who beamed with pride for his home state and its people. He had many prominent accomplishments, but most of all he loved his family with all of his heart, and we in turn loved him with all of our hearts. We are heartbroken by his passing, but find comfort in what he wrote in one of his final days, “I have never been so happy.”

Gov. Beshear has directed that flags at all state office buildings be lowered to half-staff in Brown’s honor until sunset on the day of interment. The former Governor will lie in state in the rotunda of the Kentucky State Capitol. Additional arrangements will be forthcoming.

Sweet Sploot is hoping to score a permanent get-out-of-the-shelter-for-day card. The handsome, happy American Bulldog mix recently went on a field trip and had a blast. He adventured included a trip to the pet store, the park, and to get a burger. He was the pawfect gentleman the entire time and loved riding in the car with his head hanging out of the window. An approved adopter can take Sweet Sploot home for free with an approved application and his adoption includes a free gift. Sweet Sploot is approximately two years old and he weighs 65lbs. First Division

Major Shannon Lauder

Major Shannon Lauder joined the Louisville Metro Police Department in 2008. She served as a patrol officer in the 4^th Division, primarily in the Old Louisville neighborhood. She also spent 6 years as a hostage negotiator and team leader for LMPD’s Hostage Negotiation Team. She was a detective in the Crimes Against Children Unit (CACU) investigating physical, sexual and internet crimes against children across Louisville Metro.

She was then promoted to sergeant in 2015, where she served in the 6^th Division before becoming a Professional Standards Unit investigator. She was promoted to lieutenant in 2018 and served as a patrol lieutenant in the 4^th Division. Most recently she was assigned as the Commander of the Special Victims Unit. The SVU consists of the Sex Crimes Unit, the Domestic Violence Unit and the Crimes Against Seniors Unit. In 2020 Major Lauder was promoted to the rank of Major and serves as the Commander of the 4^th Division.

Major Lauder holds a Bachelor of Science (BS) in Political Science from the University of Kentucky and is currently pursuing her Master’s Degree in Criminal Justice from the University of Louisville. She is a graduate of the 143rd Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville.

I wanted to formally introduce myself to each of you as the new 2^nd Division Major. I will be replacing Major Steve Healey, who will be promoted to Lieutenant Colonel over our Patrol Bureau. I come here with 2-year experience as the 6^th Division Commander. I am excited for the opportunity to serve your respective districts. I have family in West Louisville. My church is there as well, where I’ve served as deacon for the last 26 years. I have a vested interest in lowering crime and improving quality of life in your respective districts and have a true respect and appreciation for the concerns of the citizens there.

Major Tiffany Tatum

Major Tiffany Tatum is a 23 year veteran of LMPD. She began her career with the former Louisville Division of Police in 1998. She patrolled in the 1^st and 4^thdivisions. In 2016, she was promoted to sergeant and worked in the 2^nd and 4^th divisions before being appointed to the Professional Standards Unit. In 2019, she was promoted to lieutenant and was appointed to Special Investigations Unit until transferring to the 1^st division. She was recently promoted to Major in the 4^th division.
