Dear Neighbors,

I hope this email finds you well and that you are in the midst of preparing for the  holidays. Over the last six weeks I've attended many events across the region, including the always wonderful Veterans Day event in Lake Bluff and the annual Veterans History Project, sponsored by the Lake County Judges. Last month I was part of a Greater Chicagoland Economic Development Partnership delegation to Japan to meet with government, education, and business leaders about investment opportunities in the Chicagoland area. Japan is our second largest foreign investor, and I appreciated strong connections that were made during our visit. 

One of the best parts of serving is getting to see all the wonderful work that is happening across Lake County. We are fortunate to have strong philanthropic partners in Lake County, and their Look North group held an event and tour at the Lake County High School Tech Campus. The Tech Campus is the largest career technical secondary educational system in the state of Illinois and is regarded as one of the best in the Midwest. I was able to tour their automotive department with one of their students; it was great to hear his enthusiasm for what he's learned and his plans for the future. 

College of Lake County and the Lake County Forest Preserves forged a partnership for CLC's culinary school, and I was lucky to see their new space at Brae Loch Golf Course, meet some of their students, and sample the amazing food! This program helps students learn the skills they need to begin or continue a career in food and hospitality, and I look forward to the restaurant opening in April so the public can take advantage of great food and ambiance, while students earn their degree. 

Last Friday evening I attended a Blue Star Families holiday party at Forrestal Village in Great Lakes where military and veteran families were able to select toys and gifts for their children. Volunteers traveled from Chicago and beyond to be part of this special evening and I was honored to be included.

If you ever drive on Green Bay Road just north of 137, you may see Halsey Village on the west side, across from the commissary. The Navy leased this property to Hunt Military Communities to provide rental housing for miliary and civilians. The condition of the homes is unacceptable - 249 homes out of 352 in the neighborhood are condemned, and several others appear to have serious maintenance issues. I am working with North Chicago Mayor Leon Rockingham and other government officials to see that these homes are brought up appropriate living standards for our military personnel. 

Lastly, I attended the Village of Gurnee's Dec. 4 board meeting when they recognized courageous bystanders Lisa Rivera, Nicholas Lunsford, and
William Eichholtz, and new Gurnee Police Officer Kassandra Canadzic for their life-saving actions during two separate, devastating car accidents. They risked their own lives to help someone whom they have never met, and I was humbled to be with them at the meeting. 

Lake County Government is a great place to work, and over the last two board meetings we honored six 40+year employees from the Lake County Health Department, Dept. of Transportation, and the Circuit Clerk's Office. It was nice to hear how proud they are of the work they do for the residents of Lake County, and we are grateful for their years of service.

Broadband action plan

New Broadband Internet Action Plan Green Lit by Lake County Board

Access to high speed internet is incredibly important for our residents and businesses, and we are moving forward to address challenges with broadband internet access, affordability, and adoption throughout the county. At our December 12 meeting, the Lake County Board adopted our Broadband and Digital Equity Action Plan to close the digital divide in Lake County. 

The action plan is designed to expand countywide access to reliable, high-speed broadband infrastructure, remove barriers to affordable internet, device access, and digital skills training, and build an ecosystem of local partners to drive digital inclusion efforts. Learn more

Housing Analysis Determines County Needs 

Affordable and attainable housing directly impacts the quality of life for our residents and our ability to meet the needs of area businesses. Recognizing the connection between housing and economic opportunity, Lake County Partners, with support from Lake County and Illinois REALTORS®, completed a Housing Analysis to help determine the county's needs and opportunities.  The final report includes several significant findings that were recently presented to the Housing and Community Development Commission.  Read the full report


Independent Senior Housing Coming to Lake County

Island Lake senior housing

Beech Streeet Senior Lofts, a new three-story, energy efficient apartment building, will feature 52 units of independent senior housing and various amenities and services that will keep residents active, including a fitness room and community room. The Lake County Board appropriated funding from the United States Department of Housing & Urban Development (HUD) to help support this project. Construction is anticipated to be completed next fall.


Gift of Hope

New Partnership To Connect Families Sooner to Coordinate Organ, Tissue Donation 

In an effort to increase successful tissue and organ donation, the Lake County Coroner’s Office and Gift of Hope are collaborating on an initiative that allows Gift of Hope to connect with families sooner to  coordinate tissue and organ donation when this is the intention of the decedent or their relatives. Since the collaboration began in 2023, tissue/organ donations have more than doubled. Learn more

Government Leaders Gather in Lake County To Tackle Region Issues

I was honored to host the Chicagoland area's County Board Chairs and CMAP  to talk about economic development, transit, and federal funding opportunities for our region. Topics included an update on the Greater Chicago Economic Partnership, steps taken to implement a state transit bill, and work to identify priority projects for a Climate Pollution Reduction Grant.

We were happy to see so many make the trip up to Lake County and continue the conversation about how we expand our partnerships and share key learnings across the region.


FY2024 budget

Lake County Board Adopts $640 Million Budget

The Lake County Board approved a $640 million Fiscal Year (FY) 2024 Budget at its Nov. 14 meeting. The operating funds in the budget that fund most government services are balanced at $375.2 million. 

The entire budget was developed in direct alignment with Lake County’s newly updated mission that strives to provide exceptional services and support for Lake County’s people, communities, and environments. The County Board established the guidelines and framework of the FY2024 budget concurrently while updating its strategic plan. The updated plan prioritizes safe communities, economic opportunities, adaptive infrastructure, a sustainable environment, healthy and inclusive communities, and superior County operations and services.


SMC_Haryan Farm Groundbreaking

Groundbreaking Kicks Off Haryan Farm Stormwater Project, Improving Drainage for Area Homes

The Lake County Stormwater Management Commission, Village of Grayslake, Lake County Board and state legislators celebrated the beginning of the Haryan Farm Drainage System Improvement Project with a ceremonial groundbreaking event.

The completed project will directly improve drainage for 84 homes and alleviate standing flood water on several roads, including Washington and Lake Streets.

Leaders Spotlight Plan to Address $730 Million Transit Funding Crisis

Lake County joined leaders from across the region to spotlight proposed solutions to northeastern Illinois’ transit funding crisis. Recommendations are part of the recently completed Plan of Action for Regional Transit (PART).

The PART outlines reforms to address the $730 million fiscal cliff facing our transit system in 2026 and strengthen service across the region. Transit is a vital part of Lake County’s transportation network and an important economic engine in the Chicagoland region. Learn more


Pace On Demand

Pace On Demand Trips Can Now be Scheduled Through Mobile App

The Transit app offers trip plan results that now include Pace On Demand – making it easier than ever to plan rides throughout the region. Pace On Demand offers a reservation-based, shared-ride service in 10 designated service areas throughout the suburban region, which include the Round Lake Area and Vernon Hills-Mundelein.

Reservations can be made up to seven days in advance and as little as ten minutes prior to pick-up time, based on availability. Learn more by viewing this flyer in English and Spanish.

Who Plows That Road?

The snow will soon be falling again and that means snow plows will be clearing the snow and ice to keep the roads safe. But just because you’re driving across Lake County, remember that doesn’t mean that every road is cleared by the Lake County Division of Transportation (LCDOT).

Our incredible crew of LCDOT snow plow drivers plow everything marked in blue on this map. Everything else is plowed by the State, township, or local municipality. Learn more by viewing a list of the roads and bike paths maintained by LCDOT 


Metra

Metra Announces 2024 Fare Changes for Lake County

Metra has approved a $1.1 billion operating budget for 2024 that includes a major revision to its fare structure and new mix of fare products.

The fare structure was created to be easy to understand, encourage ridership, simplify onboard fare collection and meet Metra’s financial and technical constraints. Under the new fare structure, which will start Feb. 1, 2024, fares will be equal to or lower than 2018 levels.   Learn more


Give Your Feedback on IDOT's Long Range Transportation Plan

IDOT LRTP

The Illinois Department of Transportation (IDOT) introduced Move Illinois: the 2024 Long-Range Transportation Plan (LRTP) which will strategically outline goals, objectives, and strategies for Illinois' diverse transportation network for the next 20 to 30 years.

Help the project team identify the plan’s goals and objectives by taking their survey. The survey will close by Dec. 31. IDOT also is holding two Virtual Advisory Group webinars that will shape the plan's strategic goals, objectives, and strategies, influencing Illinois’ diverse transportation network for the next 20 to 30 years. 

The LRTP will take place through late 2024. Your input is critical for developing a well-rounded plan. Learn more

Every U.S. household is eligible to order an additional four free at-home COVID-19 rapid tests delivered directly to their home. If you did not order tests this fall, you may place two orders for a total of eight tests. The order is free, which includes shipping. What Is Composting? Why Is It Important?

Composting is one of the easiest and greenest things we can do and the rewards are tremendous. Composting turns food scraps into healthy soil, reduces the need for fertilizers and chemicals, conserves water, and, most importantly, reduces greenhouse gas emissions that contributes to global warming.  Lake Bluff was the first village in Lake County to offer year-round compost pick up at the curb. Property tax

Residents May Make Optional Early Payment for Tax Year 2023

The Lake County Treasurer’s Office will be accepting prepayments for tax year 2023 (payable in calendar year 2024) through Dec. 21. This is an option for people who want to reduce their first installment amount, or for those who want to take advantage of a tax payment during calendar year 2023.

The Treasurer’s Office is not required to take prepayments but offers this program as a courtesy to residents. Prepayment amounts are limited to a maximum of 50% of the amount from the previous year's tax bill. Learn more

Clerk’s Office Increases Compensation for Pollworkers

The Lake County Clerk's Office has announced increased compensation for the diligent and dedicated pollworkers who play an essential role in ensuring the smooth conduct of elections within our community as a result of the recently approved budget passed by the Lake County Board on Nov. 14.The County Clerk's Office relies on hundreds of community members to serve in a variety of roles to ensure adequate staffing for every election. It is the policy of the Office of the County Clerk to compensate these pollworkers for their time, training, and service in ensuring effective election administration.

Students Gain Work Experience through Summer Youth Employment Program

More than 135 high school students in Lake County gained meaningful work experience while earning a paycheck during the 2023 Lake County Summer Youth Employment Program.Funded by the Lake County Board, the program offers students a paid, part-time work experience. For most student workers, this represents their first job. Hear from supervisors and student workers regarding work assignments and what students gained from the experience. Watch video.

The Lake County State's Attorney's Gun Violence Prevention Initiative will be hosting a Zion Town Hall Meeting from 1 to 3 p.m. Dec. 16 at the Zion-Benton Public Library. The goal is for community members to come together and address concerns surrounding gun violence in the Zion area.

Problem Solving Court Teams Adopt A Highway

This year, the 19th Judicial Circuit’s Problem Solving Court Teams, which includes Drug Court, Mental Health Court, and Veteran’s Assistance Court joined the Lake County’s Division of Transportation Adopt-A-Highway Program.  Initiated by Public Defender Joy Gossman, the team adopted the Robert McClory Bike Path in North Chicago. 

This initiative is not only a great way to give back to the community, but it also provides an opportunity for Problem Solving Court clients to interact with team members outside of a courtroom.

The Chicago Wilderness Alliance recognized the Lake County Forest Preserves with two prestigious awards.

Restoration work at Greenbelt Forest Preserve in North Chicago was honored with a Platinum-level Excellence in Ecological Restoration award. And the esteemed George B. The 9th annual Lake County History Symposium takes place virtually on Zoom from 6:30 to 8:30 p.m. on January 4 and 18. "Good Neighbors: Making a Difference in Lake County," is this year's theme. Experience engaging presentations from a diverse array of historians, ranging from seasoned professionals to enthusiastic hobbyists. This annual event unites individuals with a shared passion for delving into the rich historical tapestry of Lake County.

Each evening features three presentations. Register for both days to experience all six. Breakout rooms will be open at the end of the presentations for participants to ask questions and engage in dialogue. All ages are welcome. USG is sponsoring the free event. Watch All County Board and Committee Meetings

All Lake County board and committee meetings can be viewed on lakecounty.tv and on cable television (Comcast channels 18 or 30, depending on where you live, and AT&T U-Verse Channel 99). The public also is welcome to attend all meetings in person at the Lake County Administrative Tower, 18 N. County Street, Waukegan or may attend meetings remotely using the registration link on the front page of each meeting’s agenda.

Individuals attending meetings in person or remotely may present their public comments during the meeting. Those not in attendance may provide written public comment via email or by mail. View the current meeting schedule.All meetings are recorded and are posted on the Lake County website
