Director Miller Announces FY2023 CEC, Wage Increases to Start Before FY2022 Ends!
“I’m pleased to announce IDL’s CEC plan, Change in Employee Compensation, for the upcoming fiscal year. Our plan uses salary savings from the current fiscal year to allow early implementation before the next fiscal year begins,” said Director Miller. “Higher pay rates for our team members start on May 15, with the ongoing increased pay arriving in your June 10th paychecks.”
Early next month employees will receive a letter from their supervisors detailing the CEC they’ll receive.
IDL’s plan is based on two funding components approved by the Legislature. First, permanent employees hired prior to April 30 who have completed the required cybersecurity and respectful workplace training will receive a 3% pay increase. Second, they will receive an additional pro rata share of the $1.25 per hour/employee distribution that was appropriated.
The second merit-based component of the CEC increase is calculated on two factors, employees’ current performance rating, and their pay rates after the 3% increase as it relates to the FY2022 policy rate for their positions. That metric is called the compa-ratio. Individuals, based on their compa-ratio, may receive more or less of the $1.25 per hour/employee provided to IDL.
Philosophically, IDL adopted this two-factor matrix to bring performing employees to the target, mid-point range of pay policy. IDL’s executive-level employees will receive CEC commensurate to their classified counterparts according to the same two-factors.
On top of the 3% increase, all permanent (non-temporary) employees who are not serving entrance probationary periods will receive the new hourly merit-based pay increases as follows:

“This year’s CEC plan is different than prior years,” added Miller. “Under this year's CEC model, performing employees earning lower wages will receive higher percentage increases than those earning higher wages."

After 39 Years, Tom Fleer Retires
Tom Fleer started life in midwestern corn fields, was drawn to forestry after watching the 1967 film Charlie the Lonesome Cougar, and landed a job in Idaho's mountains with IDL in St. Maries. Moving to Idaho was a dream come true.
Over the years he worked his way up in the agency from forester to area supervisor, helping citizens, inspiring co-workers, and forging life-long friendships.
This week Tom's friends and colleagues packed the Archive conference room at the Coeur d'Alene staff office, wishing the retiring Pend Oreille Lake Supervisory Area manager all the best in his next adventures!
Those attending were regaled with stories of Tom's thoughtfulness and dedication. They also heard tales of never-ending death marches though steep forested terrain, broken snowshoes, hard work, mountain top steak deliveries and an unmatched record of deer slaying.
Director Miller and division administrators Michele Anderson and Jim Elbin presented Tom with accolades and awards. Tom's son, Austin, and wife Bridgette also shared their thoughts about this remarkable man.

Arbor Day
The State Arbor Day celebration will be held at the Idaho State Museum in Boise on Friday, April 29. The event begins at 10 a.m. Seedlings will be given away at the event, as well as at all IDL staff, supervisory area and forest protection district offices.
IDL offices received up to $200 funding from the Idaho Timber License Plates to purchase items for the celebrations.
We again partnered with Idaho Nursery and Landscape Association to administer the state's Arbor Day Grant Program. Avista Utilities, Idaho Power and Rocky Mountain Power contributed to the Community Forestry Trust Account to fund the 45 grants available to communities for the purchase of trees for Arbor Day.

It's A Wrap
It's another wrap in the Coeur d'Alene Interagency Fire Cache, this one is on a semi-trailer and spreads the message of fire prevention. Federal grant dollars also paid for this rolling billboard, as it did with the previous truck.
The back of the trailer promotes Idaho's burn permit requirements and provides a QR code and web link to access the burn permits application.
Incident Communication Improvements
During the last year's fire season IDL implemented a plan to improve communications with citizens facing wildfire impacts. At its core, this initiative aligned the agency’s fire-related web, social media, email, and media outreach communications to distribute consistent messaging and deployed technology creatively to reach more people with critical fire messages.
Staff has put together a short document noting the FY2022 Citizen Centric Communication Enhancements that details the changes made and performance metrics that show dramatic improvement in reaching affected communities.
