Welcome to the Superior Sentinel!
Hi Superior,
On Aug. 12, 2024, the Superior Board of Trustees voted unanimously to ask the voters to consider a sales & use tax increase on the November ballot.
If passed, the proposed sales & use tax ballot measure would increase the Town’s sales & use tax by 0.315% (31 cents on a $100 purchase). The Town would then be authorized to borrow up to $20 million, which monies would be used on capital improvement projects. That debt would then be paid back over the life of the sales tax (which sunsets after 25 years).
As explained in the ballot language — and the Resolution the Town Board adopted urging voters to vote in favor of the sales tax increase — the debt raise would allow the Town to finance: (1) upgrades and renovations to Town pools; (2) parks and playgrounds projects; and (3) road construction. Currently, the Town has identified $35 million in such unfunded capital projects, and accelerating these capital improvement projects would allow the Board to meet the infrastructure needs of the Town, which continue to grow.
Currently, Superior’s total sales tax (which includes amounts that go to the State, Boulder County, and RTD) is 8.645%. If approved, the total sales tax would be raised to 8.96% (which is equal to Louisville’s current sales tax).
Here’s a chart which shows Superior’s current and proposed sales tax rates compared with other municipalities in our area:
|
For more information on the November 2024 Sales & Use Tax Ballot Measure, please visit the Town’s website. The website includes the full ballot language, a copy of a Town Board resolution (Resolution No. R-44) which explains the Board’s support for the ballot measure, information related to sales & use tax collections in Superior, and a helpful FAQ on the ballot measure, including how much would be raised and the types of projects that could be funded if the ballot measure passes.
Respectfully, Mayor Mark Lacis

Public Works
Rock Creek Project construction project continues
Construction continues on the Rock Creek Parkway reconstruction and resurfacing project from McCaslin Boulevard to Indiana Street.
Crews have completed the reconstruction of Rock Creek Parkway from the pedestrian underpass near McCaslin to Indiana Street, with a single westbound and eastbound lane open for traffic. One lane in each direction will remain closed for the project's duration as the contractor completes landscape work in the third lane and right-turn lane removal areas.
The team will complete the mill and overlay of Rock Creek Parkway from the pedestrian underpass to McCaslin Boulevard, as well as the top lift for the road from the pedestrian underpass to S. Indiana Street, which will conclude the week of Sept. 2. This work will include temporary lane closures during paving operations.
Following the asphalt surface course installation, crews will install temporary tape striping, with permanent striping to be installed 5-10 days after the final asphalt work. Crews will complete this work in mid or late September.
Staff will continue to post updates in the Weekly Happenings email, and you can learn more about the project on the Town's website.

Downtown Superior defines parking regulations
Downtown Superior (DTS) includes 1,075 parking spaces. Peak parking demand showed a need for 1,061 spaces. This means parking in DTS may be tight during busy periods but is generally sufficient to meet the needs of the full build-out.
To help ensure parking is used efficiently and effectively, the Town has been working with developers and the Superior Town Center Metropolitan Districts to implement the DTS parking plan.
This plan includes parking restrictions for many public parking spaces along streets within DTS and the parking structures.
Visit the DTS parking webpage for a map summarizing parking restrictions in most areas. The Town will be contracting with a third-party parking management to implement and enforce this parking plan.
