In July, Supervisor Foley joined leaders from across the state to share that we successfully received $500M for Southern California to support the transition to clean green energy and the development of a workforce training program which will lead to nearly 500 well paid positions with International Brotherhood of Electrical Workers. Earlier this afternoon, I met with members of CIELO and The COOK Alliance to discuss the potential benefits of introducing Microenterprise Home Kitchen Operations (MEHKOs) to Orange County. MEHKOs allow home cooks to obtain a permit to legally sell food directly to the public from their home kitchens, offering a significant opportunity for economic growth and community resilience. Several counties in California, including Riverside, San Diego, and Los Angeles, have already opted into the MEHKO program, with positive outcomes. We will continue to discuss and explore how Orange County could benefit from joining this movement.

This week, I met with representatives from the Associated Students of UC Irvine to discuss issues facing students on the Irvine campus, including housing insecurity, food insecurity, and more.
After months of planning, our “Fifth District Veterans of the Year” last night proved a resounding success. I enjoyed hearing stories and meeting so many accomplished heroes who call the Fifth District home.

Dana Point’s Ocean Institute, founded in 1977, educates 100,000 children, teachers, parents, and visitors annually through over 60 marine science and maritime history programs. Located on 2.4 acres in the Dana Point Harbor, the facility offers in-depth marine science and maritime history programs. Growing up, I went to summer camp at the Ocean Institute – I know firsthand the value this nonprofit provides to residents of Dana Point and beyond. On Wednesday, I attended the Ocean Institute’s Board of Directors meeting on behalf of Supervisor Foley. Besides receiving financial, business, and fundraising reports, the Board also viewed the brand-new “Our Ocean… Our Youth” Mural.

 Next, I visited the Shae Center for Therapeutic Riding in San Juan Capistrano to tour the facility and discuss this year’s Holiday Resource Fair and Food Distribution. Thanks to the Shae Center’s generous hosting, last year’s event served over 500 individuals and 250 households. The evening was heartwarming, full of joy and support for families in need. We’re excited to make this year’s event just as, if not more, impactful!
On Tuesday, Ali and Noa attended a ribbon cutting in Laguna Heights celebrating the grand opening of Mathnasium, where residents can engage in comprehensive math tutoring lessons. Tuesday evening, Abby attended an award ceremony for the CEO Leadership Alliance of Orange County in Newport Beach, honoring this year’s Champion Award recipients for their contributions to Orange County’s economic growth and leadership development.
Housing and Community Development Requests Input for 2025-29 Consolidated Plan

The County of Orange Housing and Community Development Department has begun the FY 2025-29 Consolidated Plan process which will prioritize the housing and community development needs of the Urban County’s low-and moderate-income residents. The FY 2025-29 Consolidated Plan will influence the allocation of Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME Investment Partnership Program (HOME) funds to address those needs over the next five years.
A Stakeholder Meeting will be held on Monday December 2, 2024, from 2:00 p.m.-3:30 p.m. for any non-profit organization providing services to low-to moderate income residents in participating cities. The stakeholder meeting will take place at 1501 E. St. Andrew Place, Santa Ana, CA 92705.
California launches new rebates to help cut home energy costs
Homeowners: Receive $4,000 - $8,000 in rebates to reduce the cost of purchasing and installing a new, energy-efficient home heating and cooling heat pump
California homeowners with household incomes between 80% and 150% area median income (AMI) will be eligible for up to $4,000. Those with incomes less than 80% AMI will be eligible for up to $8,000. Applicants can find their AMI here and begin their application here.
The rebates can be added to other incentives for even more savings on home electric appliances and equipment.

Orange County Continuum of Care (CoC) Recruiting for Board
The CoC is currently accepting nominations for their board! The CoC Board oversees and governs the community’s work to end homelessness, including:

Analyzing and interpreting data
The CoC is recruiting for seven to eleven members to serve a two-year term from January 2025 to December 2026 and is seeking to broaden board membership to more wholly reflect the diversity of identities and experiences in Orange County.

OCTA Recruiting for Accessible Transit Advisory Committee
Accessible Transit Advisory Committee (ATAC) advises OCTA about issues that relate to OCTA fixed-route transit and paratransit services for customers with special transportation needs. The Accessible Transit Advisory Committee was originally formed in 1992 in response to the Americans with Disabilities Act and formalized the predecessor “504 Committee.”
Each year, as terms of various members expire, a recruitment process is conducted to fill vacant positions on the ATAC. Applications will be accepted for the 2024-2025 Accessible Transit Advisory Committee spring of 2024.

E-Bike Update
The Board of Supervisors approved the e-bike ordinance includes common-sense provisions such as grouping restrictions, sidewalk speed limits, helmets for minors, requirements for yielding to pedestrians and equestrians and for an audible alarm when overtaking, consequences for driving without a license when required, and more.
