Weekly Update from Supervisor Foley

Dear neighbor:

This week, we continued working with our county executive staff to improve our protocols and procedures to protect taxpayer funds and demand accountability from contractors funded by the County.

To that end, today, we won in our court hearing against VAS for a Writ of Attachment. This is the case where Supervisor Do directed funds to a non profit and several individuals involved used the funds for personal benefit. The Writ of Attachment will effectively prevent VAS from moving, using or hiding any money remaining in VAS’ bank accounts – up to about $4.2M, the total amount allocated to VAS under the OCCR meal contracts – until the case is finalized. It’s our effort to recoup the funds.

We also received briefings about the status of the claims related to the fire and worked with county and city staff to finalize plans for a local senior housing development. Our team is here to serve.

On Monday morning, I attended the Orange County Transportation Authority Board meeting, in which we discussed safety measures for the OC Streetcar. As the project incorporates a 4.15-mile streetcar line onto highly trafficked streets – alongside drivers and pedestrians – extensive safety measures remain crucial. OCTA presented the Board with a plan to incorporate both OC Sheriff deputies and ambassadors aware of basic safety guidelines and CPR. Our discussion included requesting analysis about the role local police departments play, and cost reimbursement options.

I later met with Serving People in Need (SPIN OC)‘s new Executive Director David Wetzel and Volunteer/Donor Manager Ladeshia Goubert. SPIN OC provides our Orange County neighbors with homeless prevention through their GAPP Housing Program and resource support, helping over 76,000 OC families and individuals (and counting!) since its inception in 1987. Last year, they honored my work with the inaugural Jean Wegener Humanitarian award. Like SPIN, I believe we must continue to prevent families from falling into homelessness, thereby strengthening our county overall.

Monday afternoon, I met with Interim CEO Michelle Aguirre, Kimberly Engelby, and Karalyn Meeh from the CEO’s office, and OC Probation’s Chief Hernandez, Kim Olgren-Potter, and Jessica Johnson for a briefing on the upcoming meeting of the Orange County Juvenile Justice Coordinating Council. We discussed the draft annual report and our funding plan for grants.

On Tuesday, I met with Orange County Community Resources Director Dylan Wright to discuss updates on our newly adopted South Orange County Regional Coastal Resilience Strategic Plan, which was developed in coordination with our office and local stakeholders. We are in the process of hiring a County of Orange Coastal Resource Manager to lead the implementation of our plan. I am proud to report we received over 40 applications and anticipate filling the position in late November. I then met with Orange County Social Services Director An Tran where we discussed issues related to our foster care system. The major insurer for most foster family agencies in California announced they would not renew coverage for the approximately 9,000 foster children in the state. Our County is working diligently on a solution to ensure we can keep foster families together through adequate insurance coverage options.

Finally, I met with Chief Development Officer Waukecha Wilkerson of Project Self-Sufficiency. We discussed the importance of supporting low-income single parents graduate college so that they, too, can thrive in our community. We talked about the financial assistance they offer to program participants, 90% of whom are Orange County residents. Not only does this organization take care of families, but it connects them, building stronger communities in District 5. I look forward to working more with Project Self-Sufficiency to ensure that parents in our community feel supported.

On Wednesday, I started my day bright & early in Costa Mesa where I joined local residents & students, the Costa Mesa Police Department and the Newport-Mesa Unified School District in walking from Estancia Park to Adams School for National Walk & Bike to School Day! Walk & Bike to School Day helps encourage a healthy lifestyle and reduces carbon emissions by taking cars off the road.

Then, I joined John Wayne Airport for a celebration! John Wayne Airport is ranked #1 in Customer Satisfaction among Large Airports in the J.D. Power 2024 North America Airport Satisfaction Study. John Wayne Airport continues to be a shining example of excellence in Orange County. Earning the #1 spot for customer satisfaction demonstrates our focus on quality, safety, and the traveler experience. This achievement is not only a win for JWA but for our entire community.

Next, I chaired the OCFA Legislative and Public Affairs meeting where we recapped the fate of state and federal legislation that would impact the Orange County Fire Authority. We also reviewed a preliminary draft of the OCFA 2024-2025 Legislative Platform, where I offered language to address the fire insurance crisis, understaffing of federal US Forest Service Fire Stations, and an outdated policy that prevents OCFA from flying our wildfire-fighting Firehawk Helicopters over US Forest Service land overnight.

Then, I toured Associated Builders and Contractors (ABC) SoCal to learn about their training programs, including their Apprenticeship program, which provides classroom and jobsite training with no loans and no student debt. The Associated Builders and Contractors is a national construction industry trade association established in 1950 that represents more than 23,000 members nationwide.

I then toured Chrysalis OC, where I learned about their evolving job-readiness program. By providing access to an array of supportive services, Chrysalis helps clients overcome their barriers to reconnecting to the workforce. Since 1984, Chrysalis has empowered more than 85,000 individuals experiencing financial insecurity and housing instability to navigate barriers to employment, changing lives through jobs.

I finished my day with the Hispanic Bar Association & Western State College of Law and joined Costa Mesa Mayor John Stephens honoring M.C. Sungaila at the 2nd Annual Judge Frances Munoz Lecture, moderated by Judge Frederick Aguirre in Federal Court Judge David Carter’s courtroom. M.C. is an award-winning attorney and a “she-ro” of mine. I met M.C. after graduating from law school in 1996, and we have been friends and colleagues ever since. M.C. crafted a career that reflects her love of writing, advocacy for women and human rights, and desire to give back and inspire the next generation of lawyers.

On Thursday, my office hosted the Women and Girls Summit to discuss different life paths available to young girls planning their futures. At the summit, we heard from many female leaders in our County, including John Wayne Airport Director Charlene Reynolds, Orange County Courts Presiding Judge Hon. Maria Hernandez, Dr. Sarah Lopez of Zócalo Health, Project Kinship Director of Programs Madeline Rodriguez, and County Health Officer Dr. Regina Chinsio-Kwong. Our speakers sharing diverse stories proved inspirational; emphasizing that empowering women builds stronger communities for all. As the only woman on the Board of Supervisors, I remain committed to ensuring all feel respected and heard and enjoy access to opportunities for a better life in Orange County.

Then, I traveled to San Juan Capistrano to join San Juan Capistrano Mayor Farias & Capo Unified School District Trustee Amy Hanochek speak at the California Online Public School’s Twentieth Anniversary. During the panel, we spoke about mental health supports for students and the importance of student involvement in volunteer and internship activities to learn about different career paths. I look forward to working with all types of schools in our community to ensure that every student gets the education that fits their needs.

Thursday evening, I joined the Orange County Women Lawyers Association (OCWLA) for its 48th annual gala & awards night. Congrats to the amazing women recognized: Attorney of the Year-Mei Tsang of Zipser Umberg; Judge of the Year- Honorable Desiree Hutchinson; Firm of the Year- Cox Castle and Nicholson.

Tonight, I will saddle up and head on down to the Balboa Fun Zone for the Balboa Island Museum’s Cowboy Carnival! As an event sponsor, I enjoy the Western-themed family fun, s’mores, and of course, line dancing along with the live band, all in support of the museum. At the New Balboa Island Museum and Historical Society, locals and tourists experience Balboa with an entertaining and in-depth look at the rich and storied history of our beloved island.

Last night I joined San Clemente PierPride for their 96th Anniversary Gala. PierPride is dedicated to help preserve San Clemente pier, the heart of the city since 1928, and community members joined together to raise funds ahead of the Pier’s 100th anniversary.

Happy Friday District 5! This week our office’s policy team continued finalizing preparation work for the Board of Supervisors Meeting next week on Tuesday, October 22, 2024. Please join us in person or watch the live stream here: Live Board Meeting Broadcast.

On Thursday, I attended the Little Hoover Commission public hearing on public-philanthropic partnerships. The Little Hoover Commission, formally known as the Milton Marks “Little Hoover” Commission on California State Government Organization and Economy, is an independent state oversight agency created in 1962. The Commission’s mission is to investigate state government operations and policy, and – through reports and legislative proposals – make recommendations to the Governor and Legislature to promote economy, efficiency and improved service in state operations. The Hearing on Public-Philanthropic Partnerships (Part 1) examined how the state can best work with outside philanthropic partners, whether as outside funders of state activities or as contracting partners receiving state funds. Here in Orange County, Supervisor Foley knows the importance of public-philanthropic partnerships. Due to the commitment of our community members and state and federal funders, as well as a historic local philanthropic gift from Frank and Joann Randall, Banning Ranch has been acquired and preserved as a coastal open space park so that we can permanently protects many sensitive, threatened, and endangered plant and animal communities along with providing coastal park access for several disadvantaged and socially vulnerable communities. Supervisor Foley remains committed to doing whatever she can to preserve this coastal gem for future generations to enjoy.

On Saturday, my wife, our boys and I will join Team Foley at the Ladera Ranch's Harvest Festival. Come join us for an afternoon of family fun, exciting games, engaging activities, crafts, costume contest, pumpkin decorating contest, and more! We hope to see you there! Good Afternoon!

This week, I finalized preparations for our office’s presentation of Breast Cancer Awareness Month at next week’s Board of Supervisors meeting. I also attended the Grand Opening of the Arts & Learning Conservatory’s Borland Performing Arts Center! The Arts & Learning Conservatory delivers world-class performing arts education to students of every age and background, ensuring equitable access and opportunities for all.

Next Tuesday, October 22, I encourage you to attend “The Many Habitats of Orange County”, hosted by OC Habitats and OC Public Libraries at the Irvine University Park Library from 5 PM – 6 PM. There, you will learn about the native habitats and wildlife, as well as the indigenous uses of native plants in Orange County.

At the San Juan Capistrano Chamber of Commerce’s Legislative Affairs Committee meeting on Wednesday, I listened to Assemblywoman Laurie Davies speak about her initiatives in the past year. She highlighted her accomplishments in passing public safety legislation, including AB 2081 which the County of Orange sponsored. AB 2081 requires homes providing drug and alcohol abuse treatment to provide prospective patients with a disclosure directing them to the California Department of Health Care Services website where they can view a facility’s license and any notices of violations of state law. In other words, this legislation makes it easier for people to properly evaluate drug and alcohol abuse treatment centers before sending themselves, friends, or family members to these facilities.

This morning, I listened to Bryon Ward, President of Burnham Ward Properties, provide an update on the Dana Point Harbor revitalization project. Supervisor Foley remains committed to ensuring transparency and protecting Dana Point’s boaters and local businesses throughout the revitalization. A lot of exciting events this week!

To begin, I joined the office planning committee for the 2024 Women and Girls Summit, held Thursday. I thoroughly enjoyed organizing such an inspirational event for girls in District 5 to learn from some of the County’s most influential women. There truly exists no limits to what we can accomplish. I clearly see the impact their success has on empowering the next generation.

Later in the week, I attended the Little Freebirds ribbon cutting in Laguna Beach with the Laguna Beach Chamber of Commerce. I loved celebrating a long-standing business in District 5 – especially one that serves our littlest neighbors. Next time you’re on the hunt for an adorable and sustainable outfit for the kids in your life, make sure to stop on by!

Finally, if you’re looking for a family-fun activity this weekend, head to the iconic Tanaka Farms Pumpkin Patch! The weather is turning and it’s the perfect time to enjoy the wagon rides, corn maze, u-pick pumpkin fields, and arts & crafts – just to name a few. 🍂🎃🥧

This week, our interns and fellows participated in a host of events in the Fabulous Fifth District! Starting off, Olivia and Noah joined Supervisor Foley at John Wayne Airport in celebration of their #1 ranking in Costumer Satisfaction among Large Airports in the J.D. Power 2024 North America Airport Satisfaction Study. Ali attended the 48th annual Orange County Women’s Lawyer Assocation’s Gala which promotes the advancement of women in the legal profession, and honored Attorney of the Year Mei Tsang, Judge of the Year Honorable Desirae Hutchins, and Advancement of Women Award to Cox Castle & Nicholson LLP. Noa recently attended the Dana Point Harbor Hoot where, even in foggy conditions, over 140 paddleboarders joined spectators at Baby Beach over everyone’s shared love of the Fabulous Fifth District’s beaches. Finally, Luca joined Supervisor Foley at the Orange County Transporation Agency’s Board meeting where they discussed safety measures for the OC Streetcar. Finally, Abby attended Spear America’s ribbon cutting ceremony and presented a certificate to congratulate owner Dr. Petros Yiannikouros and his staff on their grand opening. OCTA Recruiting for Accessible Transit Advisory Committee

Accessible Transit Advisory Committee (ATAC) advises OCTA about issues that relate to OCTA fixed-route transit and paratransit services for customers with special transportation needs. The Accessible Transit Advisory Committee was originally formed in 1992 in response to the Americans with Disabilities Act and formalized the predecessor “504 Committee.”

2024 Recruitment Period

Each year, as terms of various members expire, a recruitment process is conducted to fill vacant positions on the ATAC. Applications will be accepted for the 2024-2025 Accessible Transit Advisory Committee spring of 2024.

A Message from Orange County Clerk-Recorder Hugh Nguyen

The Clerk-Recorder Department partnered with the California Secretary of State for a second time to bring Apostille services directly to Orange County residents during this one-day event. We were able to proudly serve 522 customers and issue 1203 apostilles at the Apostille Pop-Up Shop!

Sheriff's Department Update

Investigators seek information in bank robbery in Lake Forest

Starting immediately, there will be expanded access for Veterans to get into supportive housing. First, more Veterans are now eligible because HUD will not consider disability benefits towards eligibility. Second, the number of vouchers available to veterans is increasing. The county will now have 1039 VASH (Veterans Affairs Supportive Housing) Vouchers up from 821. Supervisor Foley has been advocating for Orange County to get Proposition 1 money for Veterans as well; with this multi- pronged strategy we can eliminate Veterans homelessness in Orange County.

At 12:03 p.m. on Oct. 17, Orange County Sheriff's deputies were dispatched to the Chase Bank off Portola Parkway and Bake Parkway in the city of Lake Forest reference a bank robbery in progress with an armed suspect.

If anyone has any information that may assist the investigation, they are asked to contact the Orange County Sheriff's Department at 714-647-7000. Anonymous information may be provided through Orange County Crime Stoppers at 1-855-TIP-OCCS.

Dana Point Harbor News

The County recently received a $3.2 million grant to redesign and build new docks at the Sailing & Event Center to comply with ADA access requirements! Progress continues on the CEO state's Dana Point Harbor Market Study/Appraisal. Christian Gagne and CEO Real Estate begin coordinating with OC Parks and DPHP on generating conceptual ideas for the future parkscape areas throughout the Harbor, as well as a draft designed for rebuilding the Sailing & Events Center.

While the rest of the Dana Point Harbor received a green light for revitalization in 2018, the county side of our harbor continued to degrade. Rehabilitating our county docks grew out of the discussions during our Dana Point Harbor Oversight Committee meetings. Now, the County of Orange can completely replace our remaining public docks because of the California Department of Fish and Wildlife (CDFW) Boating Access Program. These new docks expand access to recreational boating, public programming, sailing lessons for disabled and low-income youth, and a greater connection to our gorgeous ocean for all.

E-Bike Update

The Board of Supervisors approved the e-bike ordinance includes common-sense provisions such as grouping restrictions, sidewalk speed limits, helmets for minors, requirements for yielding to pedestrians and equestrians and for an audible alarm when overtaking, consequences for driving without a license when required, and more. Households interested in applying for benefits assistance can now create an account at www.BenefitsCal.com and submit their application or link their old MyBenefitsCalWIN case to their account.
