2025 Impact Report

I'm pleased to present the 2025 District 1 Impact Report.  Accountability and accessibility are cornerstones of everything I do, and each year, I remain committed to sharing a clear record of our progress with the community. This report builds on the work highlighted in the 2024 and 2023 Impact Reports and reflects our continued momentum. I am grateful to the community, my colleagues on the Board of Supervisors, County staff, and the many dedicated partners across Marin who work alongside us to strengthen our county.

BUDGET

• Adopted a balanced $865.8M budget, with significant reserves
• Awarded $1.65M to non-profits via new Community Grants & Investment program
• Invested $18.6M in upgrades to the Veterans Memorial Auditorium
• $220K Parks Measure A Breathe/Respira granted to fund programs to help overcome barriers that limit or prevent access to parks and open space
• $300K in Marin County History Museum Support (3 years)

COMMUNITY VITALITY

• Bookmobile at Sunday farmers market
• Finalized lease with the Agricultural Institute of Marin for a permanent farmers market at the Civic Center 
• Took a deep dive into County Environmental Health 
• Launched County Economic Vitality Program with biannual reports
• Launched the Marin Holiday Light Spectacular - free to attend thru Jan. 4

DISASTER PREPAREDNESS

• AlertMarin enhanced to be multi-lingual
• Conducted 12 countywide disaster response exercises including: active threat/shooter, infectious disease response, severe storm/flooding, and mass care
• Trained over 750 staff throughout Marin on disaster response and coordination 
• Recovered $9.8M in disaster federal recovery dollars for storms & COVID-19
• Responded to countywide incidents such as tsunami advisories, Canal multifamily structure fire incident (August 2025), the CalFresh Food Insecurity incident (November 2025), and supported security planning for the 2025 Election

ENVIRONMENT

• We're poised to hire the County's first climate director in early 2026
• Created Marin Farm Fresh, your map to buying direct
• Continue to work on funding pathways for Santa Venetia floodwall project; Senator Schiff placed $3M toward the project on his list for consideration for congressionally directed spending
• Opposed offshore drilling and deep-sea mining in response to federal actions
• Plastic Free July proclamation authored and presented by Distrct 1 Intern, Greta LaFemina

EQUITY

• $500K toward support services for our immigrant communities
  
• Mentorship: Hosted 5 student interns & 18 students for our 2nd annual job shadow day 
• $800K set aside for CalFresh food benefits if cut during federal shutdown limbo
• 2nd ADA Lounge, Sensory-Friendly Carnival, and Accessible Mobile Restroom Facility at the Marin County Fair
• $1M committed toward construction of future accessible playground at McInnis

HEALTH AND WELLNESS

• Passed shelter crisis declaration, critical step to providing interim shelter in unincorporated Marin
• Health and Human Services' milestone of 5-years of suicide prevention work
• Funded 24/7 Mobile Crisis Team Services 
• Annual Sidewalk CPR and AED Scavenger Hunt
• Passed Tobacco Minimum Floor Price Law ordinance

HOUSING  

• County approved Oak Hill affordable workforce housing project (135 units)
• 65 interim tiny homes for up to 70 unhoused and future site of 80+ affordable homes at 350 Merrydale Rd.
• $1.25M loan to Marinwood Apartments affordable housing project (125 units); moving forward with support from County Affordable Housing Trust Fund
• Marin Housing Authority is starting Phase 1 of the revitalization of Golden Gate Village!
• Transitional-age youth housing and service for 20

TRANSPORTATION

• Added relationship to Countywide Transportation Plan 2050 to all Transportation Authority of Marin board letters per my request
  
• E-bike safety ordinances passed in all 12 Marin jurisdictions and launched E-bikers Club countywide education campaign
• China Camp State Park landslide repairs and replacement of reflectors for greater visibility along N. San Pedro Rd 
• 4 safe pathway projects funded in District 1 and 15 mph speed limits for 5 District 1 school zones with Transportation Authority of Marin dollars
• Update on Vision Zero Action Plan and upcoming quick-build projects throughout unincorporated Marin
