Dear Neighbors,

At the beginning of 2024, I shared my commitment to improving our community's health while continuing a fiscally prudent approach toward the County budget. Public servants must be good stewards of public resources and accountable to you, the voters. 

I'm pleased to present the annual District 1 impact report. I extend my thanks to the community, County staff,
and the dedicated volunteers throughout Marin.
Our progress wouldn’t
be possible without your involvement. I look forward
to continuing to
work together to build a better future for all of Marin.

2024 Impact Report

HEALTH AND WELLNESS

  • $18.3M in competitive grants awarded to Marin to address homeless encampments in Mahon Path area in San Rafael, Bolinas, and Binford Road in Novato 

  • Launched CARE Court, a pathway to provide mental health services to eligible individuals with mental illness

  • Vivalon's Healthy Aging Campus opened

  • Allocated $200K to help get people outdoors through Parks' Respira program

  • Created Special Committee on Youth E-bike Safety and advocated for federal consumer protection

ENVIRONMENT

  • $250K in Electrify Marin rebates

  • $500K toward tackling sea level rise

  • County Parks: McNears' pier repair, opened Eagle Rock Trail, Roy's Redwoods revamp, and Ponti Trail pilot for bike bells

  • Parks' Food, Agriculture, and Resilient Ecosystems program granted $1.6M to community gardens, carbon-capture farming, and local food supply

  • Adopted Marin County Electrification Roadmap

 

AFFORDABLE HOUSING

  • $4.975M loan to Oak Hill affordable housing project (230 units)

  • $6.25M loan to Marinwood Plaza affordable housing project (125 units)

  • $450K to preserve affordable homes with Canal Alliance (9 units)

  • $3M loan toward Golden Gate Village Revitalization project

  • $7.2M contribution to the Affordable Housing Trust Fund

TRANSPORTATION

  • 33% ridership growth on SMART; 18.4M passenger miles in FY 2024

  • Launched the Redwood Bikeshare along the SMART corridor
  • SMART multiuse pathway from McInnis Parkway to Smith Ranch Rd completed
  • Adopted Local Road Safety Plan with Vision Zero policies

  • Transportation Authority of Marin adopted first Countywide Transportation Plan

EQUITY

  • Adopted oversight of the Sheriff’s Office per AB 1185

  • Mentorship: Hosted 5 student interns and first annual job shadow day with 13 students; mentor to County employee
  • Library: issued library cards for San Rafael City Schools students partnering with San Rafael Library, Adopted 5-Year Anti-Racism and Equity Strategic Plan, and launched On the Wall Community Art Lending program
  • Living Wage rates increased to $18.70 per hour effective January 1, 2025, and to $19.75 per hour effective February 1, 2025 for In-Home Supportive Services providers

  • First ADA Lounge at Marin County Fair

BUDGET

  • Maintained a AAA rating with all three independent bond rating agencies

  • $13M additional contribution toward retiree healthcare liabilities
  • Moderate growth & stabilizing economy with fiscal concerns at the state level and uncertainty at the federal level
  • Adopted an $815M Budget for FY 2024-2025, including $21 million in one-time allocations

  • Made $27.3M in road, bridge, and paving investments countywide in FY 2023-2024
