On December 5, 2023, the Fremont City Council adopted an ordinance amending Title 17 (Subdivisions) and Title 18 (Planning and Zoning) of the Fremont Municipal Code. The adopted amendments are necessary to implement Fremont’s 2023-2031 Housing Element, which was adopted earlier this year and sets forth housing policies, goals, and objectives. Under State law, all local governments in California are required to adopt a Housing Element as part of their General Plan. The Housing Element outlines a comprehensive plan to meet the City’s Regional Housing Need Allocation (RHNA) of nearly 13,000 new residential units over the next eight years. The amendments to the ordinance will become effective on January 4, 2024, and are geared towards reducing barriers to housing and supporting the development of more affordable housing.
As in years past, the City of Fremont will be implementing a Holiday Closure for many non-public safety City services from Monday, December 25 through Tuesday, January 2, 2024. City Holidays are observed December 25 and 26, 2023, and January 1 and 2, 2024, while limited City services will be offered December 27, 28, and 29, 2023. During the Holiday Closure, all construction and development services will be unavailable. City offices participating in the Holiday Closure will re-open for business on Wednesday, January 3, 2024. Police and fire services will not be affected during this Holiday Closure.
Please be advised that during the Holiday Closure, from Monday, December 25, 2023, through Tuesday, January 2, 2024, all construction and development services will be unavailable.
- The City’s online permitting portal, Citizen Access, will be unavailable starting Friday, December 22, 2023, at 5:00 pm. through Wednesday, January 3, 2024, at 8:00 am. Online requests for permits and building inspections will not be available during this time. This includes planning, building, and engineering permits. Please keep this in mind when planning construction and development projects requiring these types of permits.
- To schedule a building inspection for Wednesday, January 3, 2024, the City’s Inspection Scheduling Phone Line will be available starting Friday, December 29, 2023. The phone number is 510-494-4885. Online inspection scheduling through Citizen Access will not be available until Wednesday, January 3, 2024, at 8:00 am.
- General email accounts and phone lines will not be monitored during the Holiday Closure. Staff will not be responding to emails received during the closure. Community members should avoid sending any emails during this time.
- The Development Services Center/Permit Center, located at 39550 Liberty St., will be closed. It will reopen on Wednesday, January 3, 2024, at 8:00 am.
The Phase 1 Survey and Phase 2 Interactive Map have officially closed, and the Active Transportation Plan (ATP) development has now entered Phase 3. The ATP is the next five-year strategic plan to encourage and promote active transportation use for all ages and abilities. Over 500 survey entries were received, and more than 900 comments posted on the interactive map. We appreciate all the information the Fremont community shared about their experiences walking and rolling in the city, as well as their help to identify areas where issues and opportunities exist.
The City’s ATP team plans to present an update on the plan process and an overview of the feedback received so far at the December 20th Mobility Commission Meeting, which begins at 7:00 pm. The agenda will be posted online in the Agenda Center at least 72 hours in advance of the meeting.

The City of Fremont Youth & Family Services Team invites all Fremont high school students to participate in a social impact project: Exploring the Substance Misuse and Impact of Opioids on our Community. The project period is from January 15 - April 22, 2024, and participants will receive up to 30 service hours.
Benefits of Participation
- Research and learn about alcohol and drugs, including opioids, and how they impact youth in our community.
- Design a digital survey to deploy to students.
- Develop a video presentation to share with students.
Eight volunteers will be selected to participate. The application deadline is Friday, December 29 at 5:00 pm.
As one of the most heavily traveled months, December is National Impaired Driving Prevention Month. Alcohol and drugs are not the only cause of impaired driving. Driving can also be impaired by lack of sleep or stress. Plan your trips ahead of time by identifying a designated driver, utilizing public transportation or ride share, or arranging an overnight stay.
The following partial road closures will take place on Sunday, December 31, 2023, from approximately 3:00 pm to Monday, January 1, 2024, at 1:00 am near Gurdwara Sahib (300 Gurdwara Road, Fremont) for the Gurdwara New Year’s Eve event:
- Gurdwara Road (between Grau and Mission Blvd.) will be partially closed for the event
- No left turn will be allowed from Gurdwara Road onto Mission Blvd.
- No left turn will be allowed from Mission Blvd. on to Gurdwara Road.
A shuttle will be operating between Gurdwara Sahib and a parking area at 7th Street in Union City during hours of the event.
