Welcome to My Benefits Employer News, a newsletter to keep you informed about ETF’s new insurance administration system. This entire issue is focused on Key Cutover and Enrollment Dates, as well as information on an upcoming IAS Forum for Local Employers. View previous issues.
All Employers | All Insurance Benefits
ETF is actively preparing for the all-employer launch of My Insurance Benefits, scheduled for July 1, 2026. The Department of Administration (DOA) is transitioning to the new system earlier on May 1, 2026. This transition includes a carefully planned “cutover period” which includes activities required to move enrollment data from current systems into My Insurance Benefits while minimizing disruption to employers and members. ETF is applying the proven strategies and lessons learned from the UW’s successful implementation in 2025 to ensure this final phase is as seamless as possible for all remaining employers.
During the cutover period, electronic enrollments will pause for certain insurance programs so data can be securely transferred to the new system.
Current member coverage will not be impacted - ETF will also have contingency plans in place to ensure members can continue accessing critical services with confidence, such as urgent medical care and prescription drugs.
Key Cutover and Enrollment Dates
During these time frames, there may be a delay in communicating changes such as new hires, qualifying life events, and terminations to vendors like Securian and health plans. Here is a list of dates and impacts employers will want to be aware of, so they understand the impacts and plan ahead for how to maintain quality data during the cutover to My Insurance Benefits.

April 17, 2026 – Life Insurance (EOI): Last day for Securian to accept/process life insurance applications requiring Evidence of Insurability (EOI).

May 1, 2026 – DOA Launch*: DOA transitions to My Insurance Benefits. State employees who report payroll through STAR gain access to the new system in the My Benefits Portal.

May 6, 2026 – Life Insurance (No EOI): Last day to submit life insurance applications without EOI, including changes and terminations.

May 7, 2026 – New Life Insurance Rules: Coverage and premium effective dates align, and the retiree continuation window changes from 31 to 30 days.

May 8, 2026 – Income Continuation Insurance (ICI)*: Last day to accept standard ICI applications. EOI paper applications are not frozen.

May 20, 2026 – Supplemental Dental Insurance*: Last day for Delta Dental to accept current paper applications and enrollment files.

May 20, 2026 – New ETF Forms: Employers begin using the new ETF Supplemental Insurance Application (ET-2339) and new pre-tax savings account enrollment forms, available on the ETF website. NOTE: There is No Freeze for Pre-Tax Benefit Program Enrollments. Employers will continue to send census files to TASC. Employers will send their last census file before My Insurance Benefits goes live. The coverage effective date is the based on normal rules.

May 21, 2026 – Supplemental Vision Insurance*: Last day for MetLife to accept current paper applications.

May 21, 2026 – Health Insurance Freeze: At 5:00 p.m., employers stop submitting health insurance enrollments into the existing myETF Benefits System (MEBS). The coverage effective date is based on normal rules.

July 1, 2026 – All-Employer Launch: My Insurance Benefits goes live for all remaining employers and members, including retirees.
Important Reminders for Employers:

Employers (and ETF for retirees) will hold enrollment and change documents until an Employer Verification and Correction Period during June, when they will access My Insurance Benefits to enter enrollments and changes received during the freeze.

Applications received after freeze deadlines will be returned to employers to be entered into My Insurance Benefits once available.

There is no enrollment freeze for the Accident Plan; enrollments and changes continue without interruption.
* NOTE: There is NO FREEZE for supplementals for state agencies (includes ICI, Delta Supplemental Dental, MetLife Vision, TASC for pre-tax savings, and Securian Accident Plan).

Local Employers | Readiness
In August’s My Benefits Employer News, ETF announced the July 1, 2026 launch date of My Insurance Benefits for local employers. My Insurance Benefits will support life, health, income continuation, and supplemental dental and vision insurance programs while offering enhanced functionality for employers and employees alike.
Benefits to employers and members include increased self-service access, streamlined data exchanges between employers and carriers, improved reporting and analytics, and expanded communication tools to help keep employees informed.
To help local employers prepare for this transition, ETF will host an IAS Forum for Local Employers. Because local employers often manage benefits with smaller teams and fewer resources, this session is intended to provide clear, practical information about what’s changing and how to prepare.
During the forum, ETF will share details that employers need to be successful in the launch of My Insurance Benefits. Topics will include:

Important dates such as data freeze periods and data conversion

Plans for training, expectations for employer data cleanup
-
How inaccurate or incomplete information could impact employees during the transition
-
Upcoming changes related to life and health insurance and COBRA administration.
