Dear District Superintendents,

As you recall, the legislature made a bold investment in preparing students for their future by mandating in Senate Bill (SSB) 5243  that Washington utilize a universal, online High School and Beyond Plan (HSBP) platform in all districts serving students in grades 7-12. This fall, OSPI has two years to transition all districts to the new universal HSBP platform, SchooLinks.

With this message, OSPI needs all existing SchooLinks districts to complete a short survey by Friday, March 14, 2025 to indicate the district’s commitment to joining either the Fall 2025 or Fall 2026 Launch Cohort. The survey will also provide OSPI with key information and potential implications to best support this statewide transition.

Please note that OSPI is awaiting legislative funding decisions to confirm all available functionality within the state-level SchooLinks license. The exact features and support opportunities will be confirmed in May.

Supporting Launch Cohort Survey Information to Consider: 

	Statewide Implementation	Possible Change from your Individual District Contracts
Budgeting	For districts transitioning in SY25, OSPI will cover subscriptions for the core platform from 7th through 12th grade, course planner, and work-based learning (basic functionality version).	For districts that have the full work-based learning module and/or other enhanced features, depending on state funding, you may need to budget accordingly to retain these supplementary features.
SchooLinks Activities: Scope and Sequence	To meet SSB 5243's legislative requirements, all districts will follow a standardized scope and sequence of minimum HSBP requirements. You may optionally review the proposed DRAFT Scope and Sequence. Districts will still have the local flexibility to assign additional HSBP activities.	Districts delaying the transition to SY26 will retain their own configuration of scope and sequence. Note that the expectation is that all districts will be on the statewide configuration by the 2026-27 school year.
Support	State support for transitioning new districts to SchooLinks begins in March. If additional support is needed, districts already using the platform can sign up for and attend statewide cohort training sessions and/or office hours related to implementation.	Districts delaying the transition to the statewide license may have the option to pay to retain their current support from SchooLinks for the 2025-26 school year.
Data Uploads	SchooLinks has collaborated with OSPI to support state-level uploads of relevant HSBP data, such as SBA and WA-AIM scores and other Graduation Pathways.	Depending on SIS, some districts may continue to be responsible for uploading their own related data.

There is an optional survey in addition to the Launch Cohort survey. If time allows for completion, the DRAFT Scope and Sequence survey is due March 7, 2025. The optional survey provides feedback on what will become the minimum required activities and processes within SchooLinks for the 2025-27 school years while all districts onboard to the new platform. A workgroup will be convened in the 2026-27 school year to adjust, as needed, based on feedback from current users.
