 In an effort to expand equitable access to dual credit consistent with Office of Superintendent of Public Instruction’s (OSPI) priority of providing rigorous learner-centered options in every community, rule changes have been proposed and state investments have been made to provide access to Running Start funds for the 2024 summer quarter and beyond.
Bulletin 027-24 addresses student eligibility to participate in summer quarter Running Start and the requirements and procedures for enrollment reporting by local education agencies and institutions of higher education.
In addition to “standard” summer Running Start for students with available AAFTE, “after-exit” funding will continue to cover up to 15 summer Running Start credits for graduating seniors within 15 credits of completing an associate degree, regardless of whether they have met the 1.40 annual average full-time equivalent (AAFTE) limit. This year, it will also cover up to 10 college credits for non-graduating students who have met their 1.40 AAFTE enrollment limit. Additional details are included in Bulletin 027-24.

Legislative Changes: The 2024 legislative session modified funding amounts for 2023-24, resulting in a change to the 2023-24 Running Start rates.

Retroactive Application: The new rates are retroactively applied to all quarters.

Communication: District business officers were informed of these changes on March 27th during the 2024 Session & Supplemental Budget Overview.

Action Required: Colleges will coordinate with sending districts to establish efficient procedures for verifying past enrollment and retroactive funding adjustments.

Calculation Formula: Adjustments will be calculated using the formula: [ ((new rate x (monthly RS FTE ÷ 9 rounded to the 2nd place)) X 93%) less ((old rate x (monthly RS FTE ÷ 9 rounded to the 2nd place)) X 93%) ]

*Note: There is a change to the 2023-24 rates with the new operating budget. 2023-24 rate changes will apply to all Running Start enrollment reported for this year.
OSPI will not be making any changes to the current Running Start Enrollment Verification Form for the upcoming year. Students may submit the 2023-2024 RSEVF last revised 5/2023 or the attached 2024-2025 RSEVF, which is identical except for the dates.
OSPI, SBCTC, and the Council of Presidents acknowledge the need to undertake a more thorough and holistic review of the RSEVF and related Running Start enrollment processes. In utilizing the current form for one more year, we are also committing to adopting a formal review process which will begin with a call for revisions in October 2024. A cross-sector work group will review requests for revisions and reevaluate the RSEVF form/process in the fall in order to ensure that the new RSEVF is available in early spring of 2025. Moving forward, the group will convene annually in May, solicit feedback every October, and reconvene and revise each fall.
