The new Washington State Multilingual Learner Statewide Strategic Plan has just been published and is now available to download. This plan was developed by the Multilingual Education Advisory Committee over two years with input from students, educators, families, and community members through interviews, surveys, and listening sessions. We hope that schools and districts will use this visionary document to develop their own local action plans and school improvement plans that center on supporting the success of all multilingual learners. OSPI’s Special Education Division recently published this “tip sheet” to provide information and clarify requirements regarding special education referrals for multilingual learners. While our state data still show over-identification of multilingual learners for special education, particularly for specific learning disabilities, schools must also follow the required procedures for referrals for all students. We hope this “tip sheet” is helpful as you navigate this process!

English language proficiency and progress measures for school year 2022-2023 are expected to be available on the state report card by end of business on Friday, October 27. Each district will receive an excel file posted to WAMS File Downloads 2023 Administration page under the headings “2. WIDA ACCESS and Alt-ACCESS > EL Progress” summarizing the percent of students making progress in that school after business hours on Tuesday, October 24. The denominator for this calculation includes all students with a WIDA ACCESS score in both school year 2021-2022 and 2022-2023 plus any student earning a proficient score in 2022-2023. The numerator includes any students meeting their progress targets plus any student earning a proficient score in 2022-2023.
EL Progress determinations are based on an updated, WIDA-to-WIDA calculation. Students are determined to have made progress if their overall performance level in the current year is at or above a “target” performance level. The EL Progress targets were derived from a model that assumes a maximum of six years to achieve full-proficiency.
Progress targets are as displayed in the table below and are tied to the student’s performance level in 2022. For questions about how the growth model was determined contact Kristin Percy Calaff. Highline Dual Language School Visit
Highline Public Schools will be hosting a free Dual Language School Visit on Tuesday, December 5th, from 8:00 am to 3:30 pm. The day includes classroom visits, program information, and a student panel with visits to Cascade Middle School, Evergreen High School, and Mount View Elementary in Southwest Seattle.

Dual and Heritage Language grant applications for those who completed the intent to participate by July 31, 2023 are now open in iGrants! Applications are due December 1 but can be submitted any time for review.

Update Your CEDARS Data on Multilingual Learners
Many districts have not yet reported the screener data from Fall 2023 to CEDARS and/or have errors resulting in 18,934 students on the Possibly Eligible Not Reported (PENR) in EDS – LEP Application.
- Check your PENR and student rosters ASAP to make sure all eligible students are accurately reported.
- Please note that CEDARS must have updated and accurate information on ALL identified MLs by early December.
- The December data pull will determine the testing kits and materials order for the WIDA ACCESS.
- Please use this guide to help understand and clear common CEDARS errors

Designed for K-12 teachers to meet the needs of today’s students, our online ELL academy provides coursework and classroom experience to prepare teachers to achieve their ELL endorsement.
