Non-Public Agency (NPA) Priority Deadline for Annual Renewals Extended to June 1, 2021
OSPI is extending the priority deadline for all NPA annual review applications and three-year renewal applications to June 1, 2021. Please save the date – March 30, 2021 at 12 pm – for an upcoming NPA Updates webinar from OSPI. More detailed agenda and information to follow.
Technical Assistance Paper No.6: Paraeducators and Students Eligible to Receive Special Education Services
Technical Assistance Paper No. 6 (TAP #6) is a new resource that provides an overview of special education requirements relating to how paraeducators support the provision special education services. This document includes an Appendix A: Best Practices when Using Paraeducators which is intended to help administrators and IEP teams effectively assign and utilize paraeducators to improve student outcomes and increase meaningful student participation in the general education environment.
Maintenance of Effort
The Maintenance of Effort Guidance Handbook is now available on the Special Education website. Annual compliance verification begins February, 2021 and non-compliance letters will be sent out March, 2021. LEAs are provided the opportunity to respond to the notifications.
We understand there are concerns about meeting MOE. OSPI Operations will do our best to provide assistance and determine if one of the allowable exceptions apply.
2019–20 Carryover Is Now Available
2019–20 carryover funds have been posted to the 2020–21 iGrants form packages. These carryover funds are unspent funds from the 2019–20 school year and must be expended by August 31, 2021. The last day to submit claims for 2020–21 is November 15, 2021.
Form Packages 267, 431, 436, 440, 619, 641, 861, and 865 have carryover allocations available and will require a budget revision:

Safety Net Updates

Revised IEP Review Form
A revised draft of the IEP Review Form is posted to our website. This draft includes a section for reviewing high-school and beyond plans. Please email the Special Education Division if you have feedback on this revised form.
Upcoming SEAC Meeting
Due to COVID-19, the February 23–24 SEAC meeting and community forum will be conducted via Zoom. Thank you for your patience as we continue with social distancing to keep everyone safe during this unprecedented time!
When: February 23–24, 8:30 am–1 pm. Captioning and Spanish interpretation will be provided at both the meeting and community forum.
Public Comment: Public comment will be accepted at approximately 12 pm, February 23. Due to COVID-19, comments can be emailed to OSPI SEAC and must be received no later than noon on Monday, February 22. Anything received after the deadline will be read at the next scheduled SEAC meeting in May. If participants are joining the meeting through Zoom, they will have the opportunity to make public comment via the chat column. Public comment will be amended, and the meeting will continue with the next agenda item if there are no comments.
The SEAC Community Forum is scheduled for Tuesday, February 23, 5:30 pm. The community forum Zoom link is the same as the Zoom link for the SEAC meeting. Feel free to contact Beverly Mitchell if you have any questions, concerns, or if you need accommodations.
