FEMA has released a new toolkit for Integrated Public Alert and Warning System (IPAWS).  The new toolkit is designed to aid alerting authorities and alert originators at federal and state, local, tribal, and territorial (SLTT) levels in developing an Alerting Program Plan using best practices.

The interactive toolkit walks the user through an alerting plan template in five steps. At each step, users are prompted to gather and enter information about their agency’s current plans and capabilities. Each prompt is accompanied by guidance, instructions, and sample response text to model what the user might enter for their own agency. The final result is a downloadable, formatted draft of a comprehensive alerting plan tailored to their agency’s operational capabilities.

FEMA Launches the National Resource Hub to Unify Resource Management Nationwide

FEMA is pleased to announce the launch of the National Resource Hub to support the community in implementing the resource management preparedness process defined in the National Incident Management System (NIMS) and the National Qualification System (NQS). The National Resource Hub is a suite of web-based tools that support a consistent approach for resource management. It serves as a no-cost solution for all state, local, tribal, and territorial government agencies, non-governmental organizations, and other mission partners.

 

The National Resource Hub is available as part of FEMA’s Preparedness Toolkit (PrepToolkit) and represents the consolidation of the existing Resource Typing Library Tool and OneResponder, as well as the launch of a new centralized and cloud-hosted Resource Inventory System.

When Minutes Matter: Alert & Warning Communications Workshop

This 2-day virtual learning opportunity focuses on communication channels, features, and authorization protocols; discuss real-world case studies; contribute to peer-to-peer learning; join in group discussions and activities; and identify key takeaways for improving alert and warning messaging practices. The goal of this workshop is to develop jurisdiction-specific strategies to reduce process delays in issuing Alert and Warning (A&W) messages, create research-based A&W messages that will move individuals to take action, maximize message delivery to the public, including vulnerable populations, and manage social media during disasters. In addition to attending this 2-day workshop, participants are encouraged to attend a Pre-Work Webinar.

Rail Car Incident Response for Crude, Ethanol, and Other Flammable Liquids Training Course

We are pleased to announce that funding has been awarded to deliver the Rail Car Incident Response for Crude, Ethanol, and other Flammable Liquids training course in your area at no cost to course participants. The Center for Rural Development (CRD), along with the University of Findlay’s All Hazards Training Center (AHTC) has developed this 8-hour training course on behalf of the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (DOT PHMSA) to educate emergency responders on freight rail car incidents involving hazardous materials, specifically crude oil, ethanol, and other flammable liquids.

 

This in-person, hands-on training is delivered onsite at your facility and is delivered at no-cost to course participants. A minimum of 25 course participants is required. Participants who would benefit from this course include fire service professionals, emergency management professionals, law enforcement, railroad representatives, and more. Please see the attached flyer which contains valuable information regarding this training course. During the course, we are fully prepared to practice safe social distancing and would provide classroom sanitization items to ensure the safety and health of participants and instructors.

VILT courses provide basic bombing prevention information ranging from IED construction and classification to the terrorist attack cycle. Classes are open to anyone.

  • AWR-338 - Homemade Explosives and Precursor Awareness (HME-P): Provides foundational knowledge on HMEs and common precursor materials that are used to manufacture HME. [75 Min]
  • AWR-340 - Protective Measures Awareness (PMA): Provides an overview of the risk management process, surveillance detection, and the development of appropriate protective measures based on facility characteristics. [75 Min]
