CPA Updates

Hello Tribal Child Placing Agency (CPA) partners,

WA CAP (Binti) Update

On April 30, 2026, WA CAP (Binti) implemented the following as part of our monthly release schedule. Changes were made to four forms to comply with Plain Language and the Americans with Disabilities Act (ADA) standards.

  1. Foster Home License (DCYF 10-010)
  2. Infant Safety Agreement (DCYF 15-821)
  3. Authorization and Consent to Share Records (DCYF 15-824)
  4. Authorization and Consent to Share Records (CPA Home) (DCYF 15-824a)

The DCYF Background Check Unit (BCU) updated the content of the Background Check Request/Decision (DCYF 09-131) form; in WA CAP (Binti), an update was made to allow entries of state abbreviations only and not entries of a full address under section 1.B. The form will be updated for Plain Language and ADA in the future.

Updates to WA CAP (Binti) are informed by feedback from work groups, field staff, leadership, Tribal partners, and external partners. We value your partnership in enhancing the WA CAP (Binti) experience and encourage you to share your suggestions.

If you have feedback regarding forms or language in WA CAP (Binti), please email your comments to the Portal Inbox at dcyf.caregiverportal@dcyf.wa.gov.

New Positive Indian Parenting (PIP) Resources

In an effort to increase outreach and awareness for Positive Indian Parenting classes, Partnership, Prevention, and Services (PPS), the Office of Tribal Relations (OTR), and Communications partnered to create new resources for staff, Tribes, and Tribal serving partners to use.

These materials can be shared with families, caregivers, staff, and community partners to help promote PIP classes, and increase awareness of culturally responsive parenting opportunities.

Foster Care WA CAP (Binti) Blast Email to Be Sent May 21

A WA CAP (Binti) blast email will be sent to applicants and licensed foster parents on May 21 regarding the increase in training requirements. This will reinforce the messaging sent in the February Caregiver Connection. We will continue to encourage foster parents to connect with their CPA for more information on in-service training requirements and training options.

The D.S. Settlement Training for Foster Parents is a resource Tribal CPAs and foster parents may use.

Statewide Vendor Number (SWV) Required to Receive Payment

Reminder for all licensed caregivers and providers: A Statewide Vendor Number is needed to receive payments from the state of Washington. Payments will be delayed for any provider or caregiver that does not have an SWV number. Those without a Statewide Vendor Number may use the online DCYF Provider Registration Form and sign using DocuSign™ or submit a printed form.

If a licensed provider already has an active SWV, no action is required

Thanks,

Ron Effland
