Governor Glenn Youngkin Announces Members of Nursing Home Oversight and Accountability Advisory Board
Governor Glenn Youngkin announced a newly-established Nursing Home Oversight and Accountability Advisory Board, created under Executive Order 52. The Board includes experienced providers, geriatricians, advocates, and external stakeholders, all dedicated to representing the Commonwealth’s interests in ensuring that nursing home facilities consistently meet the highest standards of safety, quality, and transparency.
“Every Virginian deserves to know that their loved ones are safe, respected, and receiving the highest standard of care in our nursing homes,” said Governor Glenn Youngkin. “This Advisory Board will strengthen oversight, promote transparency, and deliver solutions that protect our most vulnerable seniors. By bringing together providers, advocates, and experts, we are ensuring that families can have confidence their loved ones are cared for with dignity and compassion.”
“The establishment of this advisory board represents a significant commitment to improving long-term care in Virginia,” said Secretary of Health and Human Resources Janet V. Kelly. “In order to attain lasting success with these efforts, we must keep patient care at the center of our collective efforts.”

The Medicaid Member Journey
Phase 1: Apply!
- Check your eligibility
- Apply to Cardinal Care, Virginia’s Medicaid Program:
- If you need help with your application, find an Application Assister.
Phase 2: Connect!
- Sign up for our newsletter and follow us on social media for up-to-date Cardinal Care info

Download the Virginia Cardinal Care app
- You can login to the app using your date of birth and Medicaid ID (this is on your Cardinal Care ID card, your health plan ID card, and in your coverage approval letter) or Social Security Number
- Have questions? Use our portal!
Phase 3: Coverage Begins!
- Once approved, you will get a letter
- Your Cardinal Care ID card will be mailed to you 7-10 days after enrollment
- Coverage typically starts on the first day of the month in which you apply and are found to be eligible
Phase 4: Get to Know Your Health Plan!
- You will be assigned to one of Cardinal Care’s health plans (A.K.A Managed Care Organizations or MCOs), but have the opportunity to select a different health plan of your choosing
- Each health plan has enhanced benefits, choose the best one for your health circumstances
- Your health plan will mail you your health plan member ID card
- Create an account with your health plan and stay connected with them
Phase 6: You and Your Doctor

Find a primary care provider in your network
- Bring your Cardinal Care ID card and your health plan ID card to every appointment
- Utilize your benefits
- Your doctor’s office will work directly with your health plan on billing. If you get a bill, reach out to your health plan.
Phase 7: Keep Your Coverage

Update your information (including: address, phone number, income, and the number of family members living with you) within 10 calendar days of the change.
- This information is important for re-enrollment and receiving important notices about your coverage. Changes may impact your eligibility
- Your eligibility will need to be re-verified and your coverage renewed on a regular basis
- If the local Department of Social Services has all of the information they need to complete your renewal, you will receive a notice that your coverage is renewed.
- If the local Department of Social Services cannot renew your coverage with the information they have, you will receive a renewal form in the mail and instructions on how to complete your renewal. Please complete the form and return it to your local Department of Social Services immediately. You can also complete the form online through CommonHelp or over the phone at 1-855-242-8282.
- You can change your health plan during open enrollment each year
- You can cancel your coverage by calling CoverVA at 1-855-242-8282 (TTY: 1-888-221-1590), or by notifying your local Department of Social Services
