Dear School Certifying Official,
You are receiving this email because we identified you as a School Certifying Official (SCO) assigned to a foreign institution. We previously shared Enrollment Manager is the required system to submit enrollment certifications. Starting on July 1, 2023, with a 30-day grace period to avoid harming Veterans, the U.S. Department of Veterans Affairs (VA) will no longer accept hard-copy paper or PDF enrollment certifications. Once this is in effect, SCOs must submit enrollments through Enrollment Manager. Enrollment Manager provides numerous benefits to educational institutions, VA and, most importantly, our nation’s Veterans and their dependents using GI Bill® benefits, such as the following:
- Automation will increase both the accuracy and timeliness of benefit payments, including tuition and fees paid directly to the school.
- Having all submissions in one place will be helpful if your school is selected for a Compliance Survey or a Risk-Based Survey.
- Enrollment Manager’s enhanced security features will protect student data to a greater degree than paper forms in file cabinets or PDFs on a personal computer.
Please disregard any previous SCO in the Know guidance and webinar invites which indicated a June 6th effective date. VA is extending this date to provide additional time for SCOs to become proficient in the use of Enrollment Manager and to prevent benefit payments interruptions during the transition.

You will need a verified ID.me or Login.gov account to access Enrollment Manager. Follow this step-by-step video and review the Enrollment Manager User Guide for visual login instructions. Make sure to complete the final step to verify your identity.

Stay up to date on Education Service (EDU) announcements and receive tips for navigating Enrollment Manager. Follow these steps to subscribe:
- Visit https://public.govdelivery.com/accounts/USVAVBA/subscriber/new.
- Input your email address and select “Submit.”
- Choose “Add Subscriptions.”
- Under the “Education and Training” section, select “EDU School Certifying Officials.”
- Select “Submit.”
