New Procedures for Registration in HRSA’s Electronic Handbooks
HRSA’s Office of Information Technology recently upgraded the agency’s Electronic Handbooks (EHBs) to increase security. New registrations will require the person named as an Authorizing Official in the EHBs to confirm registration requests. For example, the official could approve adding a new employee, giving that person access to the information within the EHBs.
These changes only apply to future registrations. No action is required for people who are already registered.
Starting next month, Authorizing Officials will be prompted to do an annual review of EHBs registrations, allowing them to remove any people who are no longer with the organization.

FY 2023 School-Based Service Expansion NCC Progress Reporting
FY 2023 School-Based Service Expansion (SBSE) awardees must submit Non-Competing Continuation (NCC) progress reports by Friday, April 12. (This is the correct deadline. At time of publication, the deadline listed on the BPHC website is incorrect and we are working to update it.)
We are holding a technical assistance (TA) webinar to help you prepare before the report becomes available in EHBs (Friday, March 1). We will be available, along with representatives from the School-Based Health Alliance (SBHA), to answer questions and offer live TA.

Missed Opportunities for Preventing Congenital Syphilis
We’re collaborating with CDC’s National Center for HIV, Viral Hepatitis, STD, and TB Prevention on a webinar for clinicians and other health care providers. Congenital syphilis occurs when pregnant people with syphilis pass the infection to their babies. Early screening, diagnosis, and treatment can prevent potential lifelong consequences. Speakers will explore missed opportunities for prevention.

OFAM Clarifies New PMS Login Process for Grant Recipients and Federal Awarding Agency Staff
In response to recent incidents of fraudulent activity, the Payment Management System (PMS) changed its user login process to include a multi-factor authentication tool called ID.me. This change, which recently took effect, aims to strengthen the system’s identity verification of all PMS users. Read more in a bulletin published by HRSA’s Office of Federal Assistance Management (OFAM).

Last month, HRSA launched the year-long Enhancing Maternal Health Initiative; participated in a panel discussion at the HHS "Food is Medicine" summit; hosted an all-grantee meeting for the Maternal, Infant, and Early Childhood Home Visiting Program; participated in the White House Cervical Cancer Forum; and commemorated Maternal Health Awareness Day. CMS’ New Vaccine Coverage and Payment Toolkit
This new CMS toolkit, Coverage and Payment of Vaccines and Vaccine Administration under Medicaid, the Children’s Health Insurance Program, and Basic Health Program (PDF), can help you understand coverage, cost-sharing, and payment for vaccines and vaccine administration. It addresses the federally funded Vaccines for Children program and assists in navigating vaccination coverage requirements. This includes providing guidance regarding the commercialization of COVID-19 vaccines and the end of the American Rescue Plan Act COVID-19 vaccination coverage period (September 2024).
National Human Trafficking Prevention Framework
HHS’ Task Force to Prevent Human Trafficking released the National Human Trafficking Prevention Framework. It reflects research and best practices in violence prevention and health promotion, as well as the expertise of people who have experienced human trafficking and allied professionals.
COVID-19
COVID-19 Response Programs Transition
HRSA management of the COVID-19 therapeutics and testing supply ordering will end on Saturday, March 16. After that date, the HHS Administration for Strategic Preparedness and Response (ASPR) will manage ordering through the Health Partner Order Portal (HPOP). Health centers participating in the Testing Supply Program or the Therapeutics Program should read our February 5 bulletin for more information.

The HRSA-funded National Clinician Consultation Center is accepting applications for its preceptorship: an intensive pre-exposure prophylaxis (PrEP) training and capacity-building opportunity for pharmacists, nurses, and other non-physician clinical team members. Exploring Cultural Competency and Humility in the Care of HIV Patients Learning Collaborative
Many people living with HIV/AIDS today are members of historically underserved and marginalized populations, most notably racial and ethnic minorities. An individual's beliefs, behaviors, attitudes toward medicine, and even the outcome of their medical treatments, are all influenced by their culture(s). Speakers from the National Center for Health in Public Housing (NCHPH) will explore cultural humility and how to reduce stigma and discrimination.
