Specialty Crops Inspection Division Announces Inspection & Audit Rates Remain Unchanged

USDA Specialty Crops Program (SCP) fees for inspection and audit services will remain at current rates as of October 1, 2021. A notice on the unchanged rates was published in the Federal Register on April 20, 2021. SCP launched a series of cost saving efforts in support of agricultural industry stakeholders adversely impacted by the COVID-19 pandemic.

Regarding audit services, SCP maximized efficiency by targeting hiring in areas of the country that experienced significant growth in audit services, minimizing travel and associated costs. We also implemented remote desk audit procedures to replace onsite audits for certain types of services during the pandemic.

Regarding processed & fresh products inspections, SCP executed a lean strategy that led to the adjustment of staffing levels, combining operational field offices, and cost reduction through meticulous scheduling of seasonal and part-time employees.

Nevertheless, SCP remains steadfast on modernizing into a more data-driven, customer-focused organization. Significant progress has been made on the development of the Specialty Crops Integrated Operating Network (SCION), an IT investment initiative that would replace two legacy systems. I'm pleased our efforts in efficiency & cost savings will benefit the entire fruit and vegetable industry.

USDA Invests More Than $330 Million in Specialty Crops Grants, Incentives to Purchase Fruits & Vegetables

The AMS Grants Division is pleased to announce that the Agency has posted the FY2021 Specialty Crop Block Grant Request for Applications (RFA). This year, as part of USDA’s Pandemic Assistance initiative, AMS is offering $169.9 million to enhance the competitiveness of specialty crops. The funding consists of $72.9 million in annual 2018 Farm Bill funding that must be obligated by the end of the Federal fiscal year, and $97 million from HR 133, The Consolidated Appropriations Act of 2021 (H.R. 133 Stimulus funds), available until expended. Eligible applicants are the 50 State departments of agriculture, D.C. and five U.S. territories, and each state or territory administers its own subrecipient competition. Specialty crops are fruits and vegetables, dried fruit, tree nuts, horticulture, and nursery crops (including floriculture). Nicole Nelson-Miller, Deputy Director of the AMS Grants Division says, “the Specialty Crops Block Grant Program is one of our flagship AMS Grant Programs, and with Congress’ help this year these funds will have an even greater impact on the specialty crops industry, especially as COVID-19 continues to influence business, personnel, and supply chains.”

Fruit & Vegetable Industry Stakeholders to Collaborate, Share Ideas on Optimizing USDA Programs & Services

The USDA Fruit and Vegetable Industry Advisory Committee (FVIAC) convened on April 6, 2021 to begin examining a full spectrum of fruit and vegetable industry issues. The virtual meeting kicked off with joint opening remarks from Bruce Summers, Administrator of the Agricultural Marketing Service (AMS), and Mae Wu, the Deputy Under Secretary of the Marketing and Regulatory Programs (MRP). From a policy perspective, the USDA intends to “help the faltering rural economy and climate crisis by putting rural America at the heart of solutions for climate change so we can prioritize economic development and growth in rural America…” Ms. Wu said.  AMS Administrator Bruce Summers,  expressed appreciation to FVIAC representatives for their volunteering to serve on the committee, and went on to explain ways the AMS helped support the industry through the pandemic which includes, but is not limited to, the launch of the free USDA PACA mobile app and improvements to food safety verification programs. USDA Seeks Comments on Food System Supply Chains in Response to President Biden's Executive Order to Support Resilient, Diverse, Secure Supply Chains

In response to Executive Order 14017, America’s Supply Chains, signed by President Biden on Feb. 24, 2021, Agriculture Secretary Tom Vilsack is seeking public comments to support the U.S. Department of Agriculture’s effort to improve and reimagine the supply chains for the production, processing and distribution of agricultural commodities and food products. The request for comments is published in the Federal Register and the comment period will close on May 21, 2021.

The comments received will help USDA to write a report to the President that assesses the critical factors, risks, and strategies needed to support resilient, diverse, and secure supply chains and ensure U.S. economic prosperity, national security, and nutrition security for all Americans. This report will also inform USDA thinking regarding how stimulus relief programs and spending related to food supply chain resilience can help to increase durability and resilience within the U.S. food supply. Identifying food system supply chain-bottlenecks and vulnerabilities will also provide valuable insights into the competitive and fair markets landscape, effects on local and regional producers and processors, and needs of diverse communities and actions that can be taken to ensure equitable access to food and economic opportunity across these communities.

SC Market News Issues the Specialty Crops National Truck Rate Report on My Market News

Specialty Crops Market News issued the Specialty Crops National Truck Rate report for the first-time using MARS technology allowing customers to search for historical truck rate data on My Market News. Now, this popular report issued every Wednesday is available on both the Market News Portal and My Market News

The publication of the truck rate report using MARS technology will give users the opportunity to access both current and historical truck rate data for customized data searches, a capability that is not available on the Market News Portal.  

Specialty Crops Market News has reporters in state and federal offices across the U.S. who collect data and contribute to the report. The information is gathered by direct interviews with truck brokers and fruit and vegetable shippers, effectively covering both sides of the transaction. The weekly report includes current rates from every major shipping district by commodity or commodity group to 10 destination cites, the range for the rates to each location, the mostly rate, and a statement as to the supply of trucks for that shipping district.

The Specialty Crops National Truck Rate Report was first created some forty years ago during a nationwide independent truckers’ strike. At the time, there was concerns at the highest level about the movement of fresh produce and other food products into the marketplace. The report was established by Market News to address this lack of information on the supply, availability and cost for hiring trucks across the country. The report today is widely followed and well supported by the data contacts, who are also data users.

Update: Farmers to Families Food Box Program

The USDA Farmers to Families Food Box Program’s Round 5 has been extended into May, with final deliveries occurring by May 31. The program has distributed over 155 million boxes to disadvantaged Americans so far. To put that into perspective, that's about 125,000 truckloads, or enough trucks to span from Washington, DC to Denver, CO. The Program was designed and implemented as a temporary emergency relief effort to respond to severe market disruption caused by a global pandemic. The program will sunset at the end of May.
