1. Mandatory Early Years Census 2019 – now open

The Online Provider Portal is now open for you to complete your Early Years Census Form 2019.

As you may know, every year we carry out the Early Years Census for the Department for Education. This is a mandatory return for providers claiming Free Entitlement in the Spring term. The Census is important because it is used to calculate the funding West Sussex County Council receives for free early education.

Please see the attached letter for further information and guidance. You can also view our Census video and help guide at www.westsussex.gov.uk/ecsportal

Please note, the deadline for return of your Early Years Census form is 24 January 2019.

2. Spring term Free Entitlement actuals – now open

The Online Provider Portal (OPP) is now open for Spring term Free Entitlement (FE) actuals claims.

For further information and guidance please:

  • Read the “Free Entitlement – additional information for providers” document on our webpage westsussex.gov.uk/ecsfreeentitlement
  • Follow the guidance entitled “How to claim child-level funding” available here. The guidance includes how to claim Disability Access Fund (DAF), Early Years Pupil Premium (EYPP) and Extended FE for eligible 3 and 4 year olds.

Please note:

  • Claiming DAF – you must only select ‘Yes’ next to ‘Nominated for DAF’ if the signed Parent Declaration form shows the child is in receipt of Disability Living Allowance (DLA).
  • 30 hour Extended entitlement codes – parents must have applied for their code before 31 December in order to claim Extended FE in the Spring term.
  • Remember, you can carry out an instant 30 hour code check using the ‘Online eligibility checker’ via the OPP (this will not save or submit your data to us), see our OPP help guide for further guidance: westsussex.gov.uk/ecsportal

Headcount day: Thursday 17 January 2019

Final deadline for return: Wednesday 30 January 2019. Please note, we will be unable to process any claims which miss this deadline for children who are in attendance during Headcount week.

3. Starting School September 2019 – Important Information

Are any children in your setting due to start school in September 2019?

If you care for children born between 1 September 2014 and 31 August 2015, they are eligible to start school in September 2019. Please remind their parents to apply for a school place as the deadline is imminent.

APPLICATION DEADLINE: TUESDAY 15 JANUARY

The online application system is available now and the deadline for all applications is Tuesday 15 January 2019. Applications made after this date will be considered after all applications received prior to the deadline and may jeopardise the offer of a place at the parents preferred school.

Applying online is simple and the applicant will get an instant email acknowledgement that the application has been received. If the applicant does not have internet access, it is available for up to two hours free of charge at West Sussex libraries  and Children and Family Centres.

4. Paediatric First Aid Training

We are pleased to announce our new suite of First Aid courses that are now live on the leaning and development gateway to book.  These courses meeting the Ofsted criteria found in Annexe A within the EYFS. 

“At least one person who has a current paediatric first aid (PFA) certificate must be on the premises and available at all times when children are present, and must accompany children on outings.  Childminders, and any assistant who might be in sole charge of the children for any period of time, must hold a full current PFA certificate. PFA training must be renewed every three years and be relevant for workers caring for young children and where relevant, babies. Providers should take into account the number of children, staff and layout of premises to ensure that a paediatric first aider is able to respond to emergencies quickly. All newly qualified31 entrants to the early years workforce who have completed a level 2 and/or level 3 qualification on or after 30 June 2016, must also have either a full PFA or an emergency PFA certificate within three months of starting work in order to be included in the required staff:child ratios at level 2 or level 3 in an early years setting” EYFS, 2018

The courses running are:

  • Paediatric First Aid (2 day course),
  • Paediatric First Aid (Blended) 6 hours online followed by 6 hours face to face
  • Emergency Paediatric First Aid (1 day course)

5. Support from your Speech and Language Team

Supporting language development in Early Years is crucial to healthy growth. We are excited to be able provide you with the opportunity to learn from the specialist Speech and Language Team. In the New Year we are offering following suite of language courses designed to enhance your practice in this key area. 6. Fire Warden Training for Early Years and IPEH Staff

West Sussex Fire and Rescue are running Fire Warden Training for Early Years and IPEH Staff on Friday 18 January at Chichester Fire Station between 1pm and 4pm.

The aim of this course is to provide you with a greater awareness of fire safety provisions and your additional responsibilities before and in the event of a fire.

You can book your space via the Learning and Development Gateway. The course code is EYT 19/295.
