Welcome to the March edition of the WRA newsletter

We'll bring you the latest updates on Wales' devolved taxes, visitor accommodation registration and the Visitor Levy, as well as key deadlines and helpful resources.

Cardiff

Cardiff Council to introduce Visitor Levy from 1 April 2027 

Cardiff Council has announced they will introduce a Visitor Levy on overnight stays from 1 April 2027

If you take bookings for overnight stays in Cardiff, there’s action you’ll need to take to get ready by 28 September 2026.  

From 28 September 2026, Visitor Levy applies to:  

  • new bookings for stays in Cardiff from 1 April 2027  
  • adding more nights or visitors to existing bookings for stays in Cardiff from 1 April 2027  

The Welsh Revenue Authority (WRA) will collect and manage Visitor Levy on behalf of Cardiff Council. We’ve published a quick guide for accommodation providers on our website, to help you get ready. 

More detailed guidance will follow in April.

Sign up for a visitor accommodation registration workshop  

From autumn 2026, anyone who takes bookings for overnight stays in Wales will need to register with the WRA. This applies whether or not your local council introduces a Visitor Levy 

To help you get ready, we're running a series of free online workshops via Microsoft Teams. We'll walk you through the registration process step by step, with our team on hand to answer your questions. 

White Paper consultation: summary of responses published 

Last year, we asked for your views on our first White Paper, produced jointly with the Welsh Government, which proposed changes to make Welsh tax legislation clearer and more effective.  

We are grateful to everyone who took the time to respond. We have now published a summary of the responses received on our website.

The next Welsh Government will consider whether to take these proposals forward and introduce a Bill to Senedd Cymru.

Wrexham Land Transaction Tax Forum 

On 18 March, we hosted a free Land Transaction Tax (LTT) forum in Wrexham. Around 50 solicitors and conveyancers joined us for a morning of discussion, questions and expert guidance on areas of LTT where practitioners have asked for more support. It was a really positive session, and the conversations will help shape how we continue to develop our training offer. 

We’ll share details of future events in this newsletter. 

Land Transaction Tax statistics: February 2026 

Our latest Land Transaction Tax statistics, covering February 2026, were published on 20 March. 

The release includes monthly data on the number of land and property transactions, tax due, and the value of property taxed, broken down by transaction type and tax band.
