Annual Monitoring Report published
Our annual Monitoring Report, settings out progress in delivering the main elements of the local plan has been published for the period 1 April 2021 - 31 March 2022.
It highlights progress in relation to the key priorities of homes, the economy and jobs as well as improved infrastructure delivery including for example the A382-A383 link road and the Ridgetop Park in Exminster.
It also includes an update on significant developments which have been undertaken in recent months including for example new council housing in Newton Abbot, affordable homes to rent in Exminster, Dawlish Link Road and Bridge planning approval, government funding as one of 25 councils involved in national design code pathfinders' programme.
Against a government target of 742 new homes, 529 were built in the period, of which 124 were affordable. It also shows the dispersion of the homes across the district is in line with the local plan targets.
Of these homes, on average over the past three years, 22% have been built on previously developed land (brownfield) and 78% on non-previously developed land (greenfield).
The Report shows low vacancy rates for retail units across all of the main towns in the towns of Newton Abbot, Bovey Tracey, Teignmouth, Dawlish & Chudleigh.
No major planning applications were approved contrary to the Local Flood Authority advice.
Over 50,000m² of land for employment has been approved with 3,885m² completed which on average will create 100 new jobs in Teignbridge.
£15,488,313 collected via CIL payments, this has been spent on upgrading Broadmeadow Leisure Centre, Decoy Play Area, new cycle paths, new schools in Kingsteignton and Kingskerswell and investment contributions towards Marsh Barton Railway Station and the A382 works.

It’s safe to talk about suicide
Although it is incredibly difficult, the only way to know if someone is thinking about suicide is to ask them.
If someone is suicidal they are likely to be feeling cut off from everyone around them, frightened and ashamed about wanting to die and desperate for help but afraid to ask. They need someone to start the conversation for them which shows they have permission to talk about it.
It’s important to trust our gut instincts, if something about the person doesn’t look or feel right say something, saying the word won’t make it happen. Here are some tips about what to say and sources of help and support
There are lots of organisations that can offer support including Samaritans 116 123 (free to call and open 24 hours) and CALM: Campaign Against Living Miserably 0800 58 58 58 (7 days a week 5pm until midnight). We also have Andy’s Man Club that meets weekly in Newton Abbot on Mondays at 7pm at Newton Abbot Rugby club with the facilitator team outside from 6.30pm

Project funding approved by Government
Five projects which will support businesses and local communities in Teignbridge will be given the go-ahead in the coming months following the Government’s acceptance of a £1.6m investment plan submitted by the council in the summer.
With almost £220,000 of that money to be spent before April, priority will be given in the coming weeks to launching the first phase of a new Green Business Grant designed to tackle energy costs and climate change impacts by helping local businesses to invest in decarbonising their operations.
Funding will also be given this year to a violence preventative scheme which seeks to address harmful sexual behaviour and exploitation of women and girls.
The other three projects will be launched in the next financial year when more of the funding becomes available and will support businesses secure clean growth and diversity, promote towns and villages to increase footfall and finally to strengthen opportunities for local people to experience and participate in all forms of arts.
The funding comes from the UK Shared Prosperity Fund launched by the Government last year as part of its levelling up programme and with a primary goal of building pride in places and increasing life chances across the UK.
Teignbridge’s £1.6 million allocation to invest in local projects runs until March 2025 and the projects selected were approved by Members in July.
Free support for parents and carers of 9-12 year olds
The South Devon and Dartmoor Community Safety Partnership has been working with a wide range of partners to produce a toolkit to support parents of pre-teens (9-12 year olds).
This has been developed as a result of the resounding success of the Let’s Talk Teenagers programme that has seen 2497 engagements with parents and carers so far.
Free online sessions through the Let’s Talk programme for parents and carers of pre-teens are available this month.
The Let’s Talk program is designed to increase parent and carers' knowledge around the key risks whilst giving simple tools and techniques to help them support their child.

Big response to 60 days for £60 offer which closes midnight Sunday
Almost 200 people have taken advantage of Teignbridge Leisure’s latest all-inclusive 60 days for £60 offer with no contract or joining fee!

One week left to comment
Residents have until next Thursday (12 January) to comment on plans to change the 1951 rule which makes it illegal to ride any type of bike in Newton Abbot’s parks.
The proposal is to change the byelaw to enable clearly marked park routes to be dedicated for use as safe, off-road travel links for people on bikes. Allowing people to use bikes in parks would enable people to avoid heavy traffic routes and use their bikes to cycle to school, to work or to shop.

More than 400 people have responded to the budget survey launched just before Christmas asking residents their views on Council priorities.
The survey runs until 25 January and anything you can do to promote participation through your networks would be helpful in maximising feedback.

Local plan consultation proposed to start this month
Members have been sent the news release on the recommendation to full council that residents be given a final opportunity in the coming weeks to give their views on a new draft Local Plan.
This follows the decision last month to delay consideration following the announcement by Michael Gove on proposed changes to housebuilding targets.
A report to Council concludes: “The proposal by the Secretary of State is only to consult, there is no guarantee which changes will be implemented, or by when.
“It is considered that the letter from the Secretary of State does not raise new issues that would justify pausing the process or would undermine the ‘soundness’ of the Local Plan that has been developed”.
Next week’s full council meeting will be asked to approve the draft for a minimum six-week consultation starting on 23 January which will provide residents with the fifth and final opportunity to comment on the plan’s proposals before its submission for examination in public by the planning inspectorate.
