EHC Needs Assessment Requests and Family Support Plans |
|
|
We have been listening to the views of SENCOs over the last year about the need to submit a Family Support Plan (FSP) as part of an Education Health and Care Needs Assessment (EHCNA) request. We have considered the feedback that that we have received and have updated our process with effect from the autumn term 2024.
In the light of the feedback received, PCC will no longer request that an FSP is routinely submitted as part of an EHCNA request. We would still encourage the school, college and setting to consider an FSP when SEND needs are first identified. However, where education settings are confident there are no additional needs then you do not need to complete as FSP as evidence. N.B. if you are already in the process of completing a request you can still submit the previous paperwork.
We appreciate that as part of an EHC Needs Assessment, social care needs must be assessed. This is also an opportunity to identity any unmet needs, especially if these might be impacting on progress and outcomes in education.
Since the FSP has been introduced in Portsmouth, schools are now frequently and proactively using it when working with families. This is good practice and represents a significant and positive shift since the previous EHA.
We will still need your understanding on the whole needs of the family and have updated the assessment request paperwork (section 5c) so that you can have a "light-touch" check in with the family about the aspects of family life. You may find this guidance helpful in asking questions around some of the aspects. If any of these areas score 3 or below you should consider completing an FSP.
The information in section 5c of the request form can be copied and pasted from the FSP if there is one in place. It will be necessary to copy and paste the information as the FSP will contain information about other family members so cannot be included in its entirety as part of the EHCNA.
