Headcount and 2 year funding claims
It has come to our attention that some children who have in previous terms claimed 2 year disadvantaged funding whose circumstances have now changed, and they are now entitled to working parents’ element of funding cannot go through on the headcount.
This is because the system recognises them as disadvantaged funded children still – which technically they are (once they qualify for that funding type even if their circumstances change, they will always be entitled to it until they move to 3&4 year funding). In these cases, you will need to submit 15 hours in the Funded section and 15 hours in the Expanded section. You will need to gain the 2 year disadvantaged funding code and retain proof of eligibility on the child’s record along with the working parent entitlement code on the parental agreement. If they fall out of eligibility for the working parent entitlement, they can continue to access the 15 hours 2 year disadvantaged funding.
Alternatively, you will need to delete the current record and submit them as a new child to claim all 30 hour working parent entitlement- but should they fall out of eligibility all 30 hours will be lost and any hours taken will need to be paid for privately.

Census information Reminder – New addition to the Ehub requested by the DfE
|

Due to an ongoing issue with the new addition asked for by the DfE therefore please put 38 weeks in for the census information (or the number of weeks the provider is open in term-time which could be less than 38 weeks, for independent schools for example). Please note this will not affect your payment, please claim the weekly hours as you would (unstretched for those on a stretched offer) and it will calculate it by the number of weeks in this term.

All codes have been run through the ESC checker on the system and the information is
now reflected on the summary page of your Ehub (but this only refers to exisiting children who have claimed the funding previously) therefore codes should still be checked using the eligiblity checker open throughout the year on the Ehub before accepting children onto a funded place.

Portage Workshop
Monday 22nd September 9.30am-4pm, Tuesday 21st October 9.30am-4pm, and Wednesday 19th November 9.30am-4pm at Beverley Enterprise Centre.
This is a certificated training course delivered by National Portage Association Accredited Trainers.
The Portage Workshop is an introduction to the Portage Approach to working with children with additional needs and their families. The workshop is suitable for early years practitioners who work in an early year’s settings (PVI or maintained), Children’s Centres, Childminders and parents/carers of children who are receiving Portage support.
Central to the course are the ‘Portage Principles’ and the ‘Three Circle Model of Portage’. The NPA has set standards for minimum workshop content and length. The Workshop has a core curriculum consisting of seven modules and must last a minimum of 2 full days plus a Follow Up session.
The workshop is designed to support parents who have children that are being supported by Portage, and practitioners working with children, to help support their learning and development and to understand the strategies and principles used by Portage Workers.

- Youth clubs
- Toddler playgroups, Stay & Play parent groups
- Special interest clubs e.g photography, dance, craft, music clubs etc
- Sports clubs
- Any other type of activity/social group

Making a request to Early Years Support
We have been advised that following changes to the East Riding Local offer website over the summer, some referrers have been experiencing difficulties with getting onto the request form.
IT have advised when any change is made to the website the URL changes therefore if you have saved the URL or bookmarked the Early Years Support page the link will no longer work and won’t allow access to the request form.
Please ensure when making a request to Early Years Support that you complete the following steps:
- Delete any saved Early Years Support local offer page bookmarks
- Delete any saved links which take you direct to the Early Years Support request form
- If requesting a password change – please ensure that you input the correct e-mail address you set the account up with and check your junk folder. There may also be a delay in receiving the reset password link.
- Always access the request form by going direct to the Early Years Support page each time

Childcare Provider Consultation Group
Our East Riding Provider Consultation Group have worked behind the scenes over the years to ensure the voice of Childcare Providers is heard. Over the last 6 months this has included representing you on the working party looking at the Early Years Provider Agreement, ensuring that changes, were possible could be made. We have previously consulted with the group over training, SEND, sufficiency, new guidance etc.
It is some time since we recruited to the Consultation Group so this is your opportunity to be part of the group, we ask that you are able to commit to one meeting per term, actively representing your area of work.
Unfortunately we have not had childminder representation at these meetings, so please consider if you can give your time to the role.
