Key Updates from Devon County Council

Please see below a message from Jan Spicer, Interim Chief Executive of Devon County Council.
Dear Colleagues,
I am writing to inform you that Melissa Caslake has left her post as Director of Children’s Services.
We have put in place some immediate temporary measures to ensure the stability of the service while we make plans for the longer term. Lisa Bursill (Deputy Chief Officer for Children’s Services and Head of Social Care) will be acting up as DCS, and Janet Fraser (Deputy Chief Officer for Children’s Health and Wellbeing) will take on Lisa’s previous role as Head of Children’s Social Care. Aisling Khan, who has been recruited to replace Janet when she retires, will bring forward her starting date and will join Devon on 15 November.
Rachel Shaw and Matthew Shanks will continue in their roles as Head of Education. Jackie Ross will continue in her role as SEND Strategic Director.
These are temporary measures but I am confident they are robust, and will provide continuity of leadership, guidance and support to staff while we recruit a permanent and experienced DCS. The senior leadership team, with support from me, and our lead member for children, Councillor Leadbetter, will continue to focus on our key priorities for improvement across children’s services.
I have written to all Children’s Services staff with the news and the planned interim leadership arrangements within the service, and will be speaking to delivery partners and to wider stakeholder groups over the coming days. The DfE, OFSTED and our Commissioner, Mat Dunkley, have been informed and we will be working closely with them over the coming weeks to ensure the best possible approach is taken going forwards.

Free holiday activities with hot meals now available for children during the Christmas 2022 holidays
School holidays can be particularly difficult for some families because of increased costs, such as food, especially now, when costs of living are so high, and rising.

New speech and language courses to help young children catch up after COVID-19
The Way We Talk training programme is breaking the link between speech, language and communication needs and disadvantage, exacerbated by COVID-19, to improve relationships, resilience, social, emotional, mental health and life chances.
The training courses are aimed at professionals and parents and carers. Training is being delivered by various partner organisations in Devon and is an important part of Devon County Council’s ambitions to become a Child Friendly Devon so that children and young people can look forward to their future with excitement, optimism and ambition.

Temporary change to the educational psychology (EP) service delivery model
DCC's work to deliver traded work (through service level agreements) in schools is paused until the end of December. A limited amount of EP support commissioned for the most vulnerable children, such as those in care, will be delivered. We should be grateful if you would kindly bring to our attention any known forthcoming or impending changes to school leadership roles eg. Headteacher, Head of school etc. as it is not always possible to pick these up, particularly within MATs and Federations.
