School funding

ESFA Update - schools funding arrangements for 2020 to 2021

On Monday 9 September, Minister Gibb made a ministerial statement setting out the key aspects of the funding arrangements for schools and high needs for 2020 to 2021.

This statement included reference to the launch of the consultation about the implementation of the mandatory minimum per pupil funding levels.

We have written to our contacts at local authorities with the detail of the announcement to allow them to progress their planning. We will publish the schools operational guide by Friday 13 September and the high needs operational guide by early October.

Information: Keeping Children Safe in Education 2019

On 2 September Keeping Children Safe in Education (KCSIE) 2019 came into force.
Schools and colleges must have regard to it. This version replaces both KCSIE 2018 and the ‘for information’ version published on 26 June 2019.

The changes are of a largely factual and technical nature and includes new content on:

Schools and colleges should note that since the publication of the ‘for information’ version a change has been made to ensure KCSIE is up to date. Paragraph 79 has been updated to include advice about the sharing of pupils’ education data where the serious harm test is met.

Information: child on child sexual violence and sexual harassment

Schools and colleges are reminded to have regard to part 5 of the Keeping Children Safe in Education statutory guidance. It covers managing reports of child on child sexual violence and sexual harassment. Children can sexually abuse other children and it doesn’t only happen in secondary schools; it can take place in primary schools too.

Child on child sexual violence and sexual harassment exists in many forms, from calling someone sexualised names, flicking bra straps, lifting up skirts, grabbing bottoms, breasts and genitalia to sexual assault and rape. Sexual violence and sexual harassment is not acceptable, it should never be tolerated and should never be seen as an inevitable part of growing up.

Detailed advice is available to support schools and colleges understand, prevent and respond to reports of child on child sexual violence and sexual harassment.

SEND and Early Help Survey – DEADLINE EXTENDED to 20 September 2019 – Please encourage your staff to complete the survey

Message from Dawn Stabb, Head of Education and Learning

Following the recent SEND inspection by Ofsted in December 2018, the Local Authority and CCG have committed to undertake a Devon-wide survey to better gauge the current level of understanding of SEND and early help within our workforce.

The results of the survey will be used to inform training which we will roll out across the county and also to provide a baseline from which to measure the impact of this work. The survey will allow us to analyse the responses by service area and locality - helping to ensure we have reach and enabling us to provide feedback to service leaders.

The survey contains an introduction section but in order to get the level of response required it really needs your personal endorsement to ensure your staff appreciate the importance of its completion. The survey only takes 10 mins to complete and I would very much appreciate your support in getting as many of your staff as possible to take part. The NHS and emergency services are also participating (to date we have had 207 responses from schools).

Admissions

Start as they mean to go on - Staggered entry for Reception starters

The School Admissions and Early Years teams have received several calls and messages from parents who have been told by schools that they cannot have a full-time start for their child in the reception class in September. A full-time start to reception from the first day of term is the default with an offer for a part-time or staggered start being an option for parents. This works well for the majority of children and families and will continue to be the approach for many if not all schools. However, please ensure that parents are given a full-time start on the first day of term with the option of a part-time staggered start if the parent chooses. Schools cannot insist on either a part-time or a full-time start.

With the 30 hour extended entitlement more children are attending Early Years providers for longer hours. Staggering entry to school can be unsettling for children that have been used to full-time attendance and costly for parents if they must miss work, use their holiday entitlement or pay for childcare before starting full-time. Many Early Years providers cannot accommodate those children attending for a staggered start as they have filled up with younger children, so for some parents their options are limited.
