Cornwall Ofsted Inspection highlights Off-Rolling as a serious concern
The Ofsted report for Falmouth School (May 2019) contained the following, which may be of interest in relation to off-rolling 'This is an inadequate school...Leadership and management are inadequate. Leaders have not always acted in pupils’ best interests when taking them off the school roll. Such removal is ‘off-rolling’ according to Ofsted’s definition. In some cases, the removal from the roll was against the wishes of the family, the advice of the local authority and the professional judgement of other agencies.' The full report can be viewed HERE

Data when child leaves school roll
Whenever a child is removed from a school roll, it is crucial for the local authority to understand where children are moving on to and ensure the child is safe. To this end, a child’s destination and reason for leaving MUST be notified to the LA whenever he or she is removed from the school roll. This may be done through data transfer from SIMS or by completing the SL1 form. Please remind relevant staff within your school to provide this information to the local authority in all cases. This is a statutory requirement which also assists the LA in keeping up to date information on numbers on roll. If you have any queries please contact Andrew Brent andrew.brent@devon.gov.uk

The panels are made up of three members who are independent from the Local Authority. In each panel, one of the three must be a Headteacher, to comply with the Department for Education’s Exclusion from maintained schools, academies and pupil referral units in England (2017).
