2024 and 2025 Appeals Window is Now Closed
The appeals window for both 2024 and 2025 accountability ratings is now closed. Each appeal will be carefully reviewed by an external panel. Prior to December 11, 2025, Commissioner’s decisions are provided in the form of response letters, posted in TEAL, to each district and charter school that filed an appeal by the submission deadline.

Following the release of final ratings, stakeholders can expect to see reporting resources such as School Report Cards and Texas Academic Performance Reports (TAPR) updated by mid-January 2026.
Question: Where should I be uploading DD Form 4s (enlistment contracts) for 2025 graduates who enlist in the military or National Guard?
Answer: DD Form 4s do not need to be updated, effective with the 2026 Accountability cycle. The Texas Education Agency has reached an agreement with the Department of Defense, and we will be able to access enlistment data from the Defense Manpower Data Center for military enlistments as of December 31, 2025.
We strongly encourage school systems to collect and maintain DD Form 4s, which can be used as documentation in the CCMR verification process.
Texas Performance Reporting System Release
TPRS integrates state and federal reporting requirements into a single reporting system that can be viewed at the campus, district, region, and state level. As the most comprehensive reporting system published by TEA, TPRS provides additional performance reports, results, and indicators for student groups not reported on state accountability data tables, the Texas Academic Performance Reports (TAPR), or the School Report Card.
Reports to be released soon will incorporate available, STAAR, CCMR, Accountability Summaries, and Graduation, and Advanced Math Pathways data. An additional TPRS release will follow in November, to include student and staff information, postsecondary outcomes details, kindergarten readiness, and PreK effectiveness.
2025 Results Driven Accountability (RDA) Reports Review Window
RDA is a data-driven monitoring framework consisting of indicators in three program areas: bilingual education/English as a second language/emergent bilingual (BE/ESL/EB), special education (SPED) and other special populations (OSP).
The confidential, unmasked data related to the RDA will be posted on the TEA Login (TEAL) Accountability application. Once released, school systems have 10 business days to review these reports and contact the Performance Reporting, via an email to Performance.Reporting@tea.texas.gov, with any questions or concerns about the confidential data. Once the 10-business day review period ends, the final public RDA reports will be processed in November, which will include the FREs and the DLs for the three RDA program areas—Bilingual Education/English as a Second Language/Emergent Bilingual (EB/ESL/EB), Other Special Populations (OSP) and Special Education (SPED).
To the Administrator Addressed Correspondence is forthcoming and will provide additional details, including the specific timeline for the review of 2025 RDA masked reports.
Preliminary 2028 A-F Accountability Rating System Framework
The Preliminary 2028 A–F Accountability System Framework has been released on the Accountability System Development webpage, more than two years prior to the 2027 –2028 accountability ratings year. This preliminary framework is intended to guide discussions and elicit additional stakeholder feedback. The Texas Accountability Advisory Group (TAAG) will consider the public’s feedback on the preliminary framework and will consider scaling, cut points, and Closing the Gaps student targets using the recently released 2025 A–F Accountability results. Additionally, pending gubernatorial approval of House Bill 8 passed by the legislature in the most recent special session, this preliminary framework will be reviewed and updated to meet requirements of the new statute. Any final updates will be communicated in spring 2026 as the Final 2028 A–F Accountability System Framework.
The Accountability Rating System Manual for 2028 ratings will be proposed for adoption into rule in summer 2026, allowing the final rule to be adopted with the start of the 2026-27 school year.
