What’s New in Performance Reporting

Academic Accountability

One of the few updates that will be made to the 2019 accountability rating system methodology is the English Language Proficiency (ELP) component evaluated in the Closing the Gaps domain. For 2018 accountability, the ELP component used lagging data due to the changes to the Texas English Language Proficiency Assessment System (TELPAS) and the incomparability of results.  

For 2019 accountability, the data will not lag, and TELPAS results prior to 2018 will not be considered. The 2019 TELPAS results will be compared to 2018 TELPAS results. A student will be considered to have made progress if the student advances by at least one score on the composite rating from the prior year to the current year or if the student’s 2019 composite rating is Advanced High.

An accountability subset rule will continue to be applied to the ELP component; if the student was enrolled in the same campus or district on the October 2018 TSDS PEIMS snapshot as the campus or district that they were administered the TELPAS in spring 2019, the result will be included in calculations.

Assessment Scoring and Reporting

The spring 2018 raw score to scale score conversion tables for STAAR, STAAR Alternate 2, and TELPAS are posted here

The Student Portal has been updated with all spring results. Parents can access their child’s STAAR, STAAR Alternate 2, and TELPAS results using a unique access code, which can be found at the bottom of their child’s Report Card. Additionally, parents can view their child’s performance relative to the campus, district, and state.

Local Accountability Systems

Local Accountability System (LAS) pilot districts are currently preparing to submit their LAS ratings for the 2017–18 school year. LAS plans from the pilot districts have been reviewed and most have been updated in response to feedback received through the plan-review process. Pilot districts will submit 2017–18 LAS campus ratings to TEA by November 1, 2018. 

Also, the LAS team is seeking additional districts to participate in the LAS developmental year during the 2018–19 school year. Priority will be given to districts located in regions not currently represented in the pilot which are 2, 3, 5, 6, 8, 9, 17, and 20. Interested districts are encouraged to read about the intent of the statute, along with information about current LAS guidelines, which are available at https://tea.texas.gov/las.aspx. The districts chosen for the 2018–19 year will receive assistance to develop their LAS plan including a mandatory one-day training in Austin in late January 2019, followed by additional opportunities to receive support and guidance as needed prior to submitting their LAS plan in early spring 2019 and campus ratings by mid-July 2019.  Please find a general overview of the local accountability system and a notification of interest form attached.

This Week’s FAQ

What happens when a district or campus does not meet the 95 percent participation target in the Closing the Gaps domain?

Should the participation rate for the all students group or any student group fall below 95 percent, the denominator used for calculating performance in the Closing the Gaps Academic Achievement component is adjusted to include the necessary number of assessments to meet the 95 percent threshold. The performance results shown on the Closing the Gaps domain data table account for any adjustments that were made. Below is an example of this adjustment.

Performance Reporting Calendar

Fall 2018—2017 Closing the Gaps Data Tables are released to assist districts/campuses with identification of consistently underperforming student groups (TEASE)

Fall 2018—2017–18 Texas Academic Performance data are released as they become available

November—Preliminary longitudinal graduation cohort lists are updated (TEASE)

December—Districts are notified of accountability appeal decisions (TEASE)

December—Final list of campuses identified under PEG criteria for 2019–20 school year are released (TEASE)

December—2017–18 TAPR, School Report Card, and Federal Report Card are released
