A Note From Jacob and Stephanie
November is shaping up to be a big month for TEA CTE! We’re kicking off the season with the release of the finalized 2025–2030 IBC List and the newly updated Program of Study Framework Documents, both of which will shape planning and implementation work across Region 11.
We’re also excited to share that TEA CTE State Coordinator Les Hudson will be joining us for the December 4 CTE/CCMR Leader Meeting, followed by district visits the next day. More details and opportunities to participate are included below.

November To-Do List:
TEA CTE Coordinator Visit — Interest Form
Les Hudson, Statewide CTE Coordinator, will be in Region 11 on Thursday, December 4, and Friday, December 5. He’ll join us for the CTE/CCMR Leader Meeting on Thursday and will spend Friday visiting local districts.
Les is especially interested in touring programs in Aviation Maintenance, HVAC, Electrical, and Plumbing.
If your district would like to showcase one of these or another program, please complete the TEA CTE Visit Interest Form by Friday, November 21.
This is a great opportunity to highlight your students, staff, and innovative CTE facilities directly to TEA leadership!

Monthly Office Hours with the TEA CTE Team
The TEA CTE Team is excited to announce the launch of monthly office hours for school administrators, counselors, and CTE teachers.
When: 2nd Wednesday of each month
Time: 10:00 – 11:00 a.m. CDT
Use this link to join the CTE Monthly Office Hours via Teams. The office hours are designed to provide targeted assistance with questions related to CTE programming. Whether you are seeking clarification on a specific initiative, need support with implementation, or want to connect with the TEA CTE Team, this time is available to you. Each monthly session may include updates or insights on specific topics, but the primary focus is to support LEAs with their CTE programmatic questions.
We look forward to connecting with you and supporting your work within CTE.
2025-26 PEIMS Fall Submission Accountability Data Sources
The resource guide for CCMR indicators and data sources is now available on the Performance Reporting site.
Preliminary 2028 A-F Accountability Rating System Framework Now Available
The Preliminary 2028 A–F Accountability System Framework has been released on the Accountability System Development webpage, ahead of the 2027 –2028 accountability ratings year.

IMRA Cycle 2026 CTE Feedback
|
The Instructional Materials Review and Approval (IMRA) quality rubric for CTE will be used to evaluate instructional materials beginning in the summer of 2026.
IMRA quality rubrics support Texas districts in identifying high-quality instructional materials (HQIM) in CTE to ensure all students have access to rigorous content and instruction.
Draft Career and Technical Education 6–12 Quality Rubric
2024-2025 and 2025-2026 Summary of Finances
The Summaries of Finance (SOF) are near-final (NF) for 2024-25 reports and now incorporate the CCMR Outcomes Bonus (OB) based on the Final 2024 Annual Graduates CCMR OB Counts by District. The 2024-25 College Preparation Assessment Reimbursements and Certification Exam Reimbursements will be updated in April 2026 during final settle-up once all student assessment and certification exam data is processed.
The 2025-26 preliminary SOF reports now incorporate estimates for College Preparation Assessment Reimbursements and Certification Exam Reimbursements. With HB 2 implementation, the reports also include an increase to P-TECH allotment from $50 to $150, and CCMR OB increases to $4,000 for students who receive special education services.
LASO Cycle 4 Application is Now Open
The LASO 4 Initiatives include Advanced Placement Computer Science Principles (APCSP), PREP Grow Your Own (GYO) Program, Early College High School, and Pathways in Technology Early College High School. Learn more about each through the LASO 4 One-Pagers.
The application closes December 3, 2025.
Assessment 2025 - 2026 Calendar
The Calendar of Events for the 2025–2026 school year, which includes test administration tasks and reporting events, is now available in the Calendar of Events section of the District and Campus Coordinator Resources.

Student Opportunities
2026 Construction Career Day
Construction Career Day is a construction career exploration event designed to provide 9th through 12th-grade students a chance to experience the construction industry through interactive learning labs and equipment demonstrations under supervision by professional construction companies. Attendees can also learn about education paths to a career in the industry.

Accountability with Precision: Strengthening Data Accuracy Across Programs
Join us for a one-day summit designed for CCMR administrators, counselors, special education teams, federal programs staff, instructional staff, data and accountability teams, and SIS/PEIMS personnel. As state and federal reporting continues to grow more complex, every department plays a critical role in ensuring accurate, aligned, and compliant data.
We’ll explore the most common cross-department reporting errors—such as coding inconsistencies, misaligned data entry, report misinterpretation, and communication gaps—and how these issues affect accountability ratings and funding.
Executive Leadership Compass
ESC Region 11 is excited to introduce a new leadership series specifically designed for school system district executive leaders—Executive Leadership Compass. These sessions are crafted to support strategic growth and organizational effectiveness through purposeful leadership development. Each session will focus on high-impact topics such as aligning vision with culture, leveraging data for innovation, and sustaining leadership momentum.

CTE & CCMR Leader Meeting - Virtual Recap
CTE Administrator Trainings
This professional development series is designed to strengthen the leadership capacity of CTE administrators through both fundamental and deep dive sessions. The trainings will focus on key areas of program success, including data-driven decision making, building effective partnerships, program design and expansion, supporting CTE teachers, leveraging resources, and evaluating program impact.
Held throughout the year in Irving ISD and Lewisville ISD, these sessions will provide administrators with the knowledge and practical strategies needed to lead comprehensive, high-quality K–12 CTE programs.
The ExCITE II program is now recruiting high school technology & engineering educators for Cohort 3 (26-27 school year), a national initiative that’s transforming how students experience computer science and engineering design.
Through ExCITE II, teachers receive comprehensive training to teach AP Computer Science Principles (CSP) byDesign, a course that blends computational thinking with hands-on, project-based learning. This isn’t just professional development, it’s a chance to elevate teaching, expand students’ opportunities, and join a vibrant community of educators committed to innovation in STEM education.
Participants receive a full class set of robotics and computer control kits (valued at $2,800) that will remain with the school district after the program. Participants also earn a $2,000 stipend, with half paid at the start of the school year and the remainder upon completion of project research notes. All travel, lodging, and meal expenses for in-person events are fully reimbursed. In addition, participants become a certified College Board AP CSP teacher, receive a free one-year ITEEA membership, and qualify for 90 hours of continuing education credit.
