Rescinded Revised Timeline for Implementation of the New Federal Grant Regulation Changes
The implementation timeline for the new EDGAR and UGG guidelines has been pushed back to the original date: July 1, 2025
On February 10, 2025, USDE published a new notice in the Federal Register rescinding the previous notice of January 16 that led the Texas Education Agency (TEA) to issue the January 30, 2025, To the Administrator Letter under a similar subject line. This letter replaces the January 30 letter.
All federal grant rules and regulation changes go into effect July 1, 2025, unless the Local Educational Agency (LEA) has received a separate new federal grant award on or after October 1, 2024. LEAs should continue to create, revise, and/or update all applicable grant policies and procedures to align to the implementation of all the federal grant changes for a July 1, 2025, implementation as previously explained in TEA guidance and trainings.
Title I, Part A
Dissemination of the Federal Report Card
As per the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA), requires each State education agency to prepare and publish an annual report card with state-, local education agency (LEA)- and campus-level data. The Federal Report Card data for 2023-2024 are now available.
LEAs must notify parents of the availability of the federal report card by Monday, March 3, 2025. As per recent guidance from the US Department of Education, each LEA shall have the federal report cards posted on its website for a minimum of 3 years.

TEA has completed the Title I, Part A Comparability of Services reviews for school year 2024-2025 (fiscal year 2025). Please click on the button below for the steps to find your notification letter in the GFFC Reports and Data Collections secure application.
Title I, Part A Parent and Family Engagement Timely Reminders
LEAs and Title I, Part A campuses should reflect on the Parent and Family Engagement (PFE) activities that took place in the fall to ensure compliance with Title I, Part A PFE requirements noted in Sections 1112 and 1116 of the Every Students Succeeds Act (ESSA). Smartsheet WorkApp Updates
The Federal Program Compliance Division (FPC) utilizes the Smartsheet WorkApp system to automate and streamline the collection of LEA data and information for the various program monitoring processes conducted by the Division. An online training video has been developed, and a WorkApp general help form has been added to the system. Please click the button below for more details.
