In this update:

With more than 90 percent of the state’s 1.5 million renewals complete, more than 4 out of 5 Oregonians are keeping their Oregon Health Plan (OHP) or other Medicaid benefits.
At this point in the unwinding process, most of the initially planned 10 waves of renewals are complete.
- Under 4,800 members, about 0.3 percent, still need to respond to renewals from those initial waves.
- About 2.9 percent of members have responded to their renewal but are awaiting state action on the response.
- The remaining renewals, about 8.6 percent of the total, will occur over the summer.
At this point in the PHE unwinding process:
- Just 1,078 members, about 0.07 percent, still need to respond to renewal requests 9,573 members, about 0.65 percent, have responded to their renewal but are awaiting state action on the response.
- The remaining renewals, about 8.72 percent of the total, will occur over the summer.
Oregon’s 81.8 percent renewal rate continues to be the third highest in a national comparison of state renewal rates by KFF, a nonpartisan health policy organization. Oregon’s high renewal rates are due to proactive efforts by the state to keep people covered, including extended response timelines, and adding the upcoming OHP Bridge program for adults with higher incomes.
The federal Centers for Medicare & Medicaid Services has extended the temporary special enrollment period to help people who are no longer eligible for Medicaid or CHIP transition to Marketplace coverage. The original July 31, 2024 end date is now extended to Nov. 30, 2024.
Throughout the Medicaid eligibility redetermination process which began in April 2023, the Marketplace has helped people no longer eligible for OHP find a private health plan that meets their needs.
People leaving OHP or who have experienced other life changes like job changes, moving, marriage or other family changes may qualify to shop for coverage in a special enrollment period. Oregonians leaving OHP should take action before their OHP benefits end to avoid a gap in coverage, and now have until Nov. 30, 2024, to enroll.
