We hope this newsletter finds you well. This message includes important School Based Health Services (SBHS) Medicaid updates, including a revised date for the upcoming EI/ECSE Medicaid training, guidance on High-Cost Disability Grant reimbursement, an updated provider enrollment guide from the Oregon Health Authority, and information on how to stay informed about future program updates and training opportunities.
Medicaid Training for Early Intervention/Early Childhood Special Education Programs
In a previous message, we shared that the Oregon Department of Education (ODE), the Oregon Health Authority (OHA), and ecWeb collaborated to develop training specifically for Early Intervention/Early Childhood Special Education (EI/ECSE) programs to provide clear and consistent guidance on Medicaid billing in the birth-to-five setting.
The selected dates for the trainings were January 28th at 2 p.m. (completed) and August 26th at 2 p.m. We need to change the second training date and time to Monday, August 17th at 9 a.m.

Content: Participants will receive a high-level overview of Medicaid, learn which EI/ECSE services are billable, learn about written notification and parent consent requirements, and gain step-by-step instruction on billing within ecWeb. The session also addresses common misconceptions and outlines best practices to support accurate and efficient billing. The overarching goal is to strengthen EI/ECSE billing and promote a shared understanding of Medicaid processes across all roles involved.
Intended Audiences: EI/ECSE program staff, EI/ECSE SBHS Recognized Providers, and EI/ECSE Medicaid Coordinators.

High-Cost Disability Grant & Medicaid
ODE has updated the High-Cost Disability Grant and Data Collection Guide to include information about Medicaid reimbursement: Claims against the High-Cost Disability (HCD) Grant are eligible for Medicaid reimbursement. This is the one exception where the district can receive reimbursement from another source and still claim against the High-Cost Disability Grant.
Updated Provider Enrollment Guide
The Oregon Health Authority (OHA) has updated their School Based Health Services (SBHS) provider enrollment guide to provide clearer guidance on provider enrollment requirements for education agencies and supervisory-level practitioners. The guide provides links to enrollment forms and information for practitioners working exclusively in the education setting, and practitioners who may work in the education setting in addition to other settings where they may bill Medicaid directly for the services they provide. The new guide contains tips and best practices, as well as what to expect after submitting provider enrollment applications, and how to update provider enrollment records.
