1. Help Shape the Migrant Education Program Evaluation 

What is the Migrant Education Program (MEP) evaluation? It is not monitoring. The evaluation aims to help us understand how we are progressing at the state and regional levels toward our shared goals for successful migratory student outcomes.

Our vision is to design and implement an evaluation in a culturally responsive and inclusive manner. To do so, we invite broad participation from MEP staff and allies, including coordinators, educators, MEP specialists, parents, family members, and students to provide ideas and feedback throughout the process.

There are many options to participate, including staying informed (receiving information about what’s happening), reviewing materials (reading documents and providing feedback through your preferred method), and participating in an advisory group that provides thought partnership and opportunities to co-create materials. We encourage people to participate as they are able and honor choices to opt in or out at any point.

We will share more information about the evaluation and these opportunities in May. We also invite you to answer a one-question interest form to give us a sense of whether you would like to provide feedback in any way. Please follow the links for the English and Spanish forms:

2. ELPA Standards Report Now Available

The English Language Proficiency Assessment (ELPA) Standards Report is now available. The ELPA Standards Report provides a different way to look at past and future ELPA Summative data, organizing it by standard as well as domain. This report is housed in ODE’s Achievement Data Insight (ADI) application. It can be retrieved only by district personnel with ADI permissions.

ODE hopes to create an informational webinar regarding the ELPA Standards Report and will disseminate registration information for any such eventual webinar through channels such as this newsletter.

A coalition of 19 states, including Oregon, is taking the U.S. Department of Education to court, claiming new federal demands threaten billions in funding and put “excruciatingly difficult” restrictions on schools' diversity, equity, and inclusion efforts. 4. Free Formative Assessment for EL/MLs: Level 1 & Level 2 Workshops, June 2025

Looking to strengthen your formative assessment practices for English and multilingual learners? These engaging, hands-on workshops are designed to support educators in using real-time feedback to guide instruction and monitor student progress—while keeping student assets at the center.

Level 1 offers a strong foundation in formative assessment practices tailored for EL/MLs. Participants will explore the components of an effective formative assessment framework, learn to identify and collect evidence of language development, and apply new strategies for embedding assessment throughout instruction.

Level 2 builds on this foundation by helping participants apply the formative assessment framework to each phase of the lesson cycle. Attendees will practice collecting, analyzing, and responding to student performance data in real time to support both language development and content learning. Participants can choose from the following workshop dates.

Funded by the U.S. Department of Education through a National Professional Development grant. This summer, participants will have the opportunity to:

  • Explore the historical and legislative landscape of EL education in the USA
  • Gain insights into the diverse profiles of EL students
  • Dive deeper into evidence-based practices
  • Discover practical coaching models and effective strategies for supporting EL teaching within your school

6. Online Course: Teaching Early Literacy from a Multilingual Perspective, July 7 – August 10, 2025

A five-week summer session of Teaching Early Literacy from a Multilingual Perspective, Oregon State University professional learning course, is now open for registration on a first-come, first-served basis. It will run online asynchronously between July 7-August 10. This course is designed to empower K-5 educators with the knowledge and tools to implement culturally responsive, multilingual literacy instruction. This course aligns with the Oregon Department of Education's Early Literacy Framework, ensuring your teaching strategies reflect current best practices for fostering literacy in diverse classrooms.
