Over the last few weeks many questions arose regarding how the new federal mandates and changes may impact schools, districts, and our community. The Federal Systems Team is continuing to review all documentation and work with ODE staff, leadership, and relevant partners, to assess the situation and mitigate impacts. At this time, there are no immediate changes or impacts to ODE-administered federal funding. ODE is drawing down daily from all federal portals whenever we have qualifying expenditures to apply to each grant award. To ensure timely reimbursements, the FST encourages you to submit your Electronic Grant Management System (EGMS) claims more frequently if you have applicable federal expenditures.

The federal allocation process typically starts with the President’s budget which is due to Congress the first Monday in February. Once received, Congress and the President negotiate and establish funding priorities and levels for the following year. ODE has not received funding levels or preliminary allocations for the 2025-2026 school year. The Formula Grants Team will communicate updates about federal funding as we receive them. The January 21st Formula Grants Office Hours presentation has additional information about the appropriations process.
ESSA Quick Reference Brief Spotlight: Purchasing Food with Federal Funds
Districts often find that the sharing of food is an integral part of successful engagement with families. Whether focused on ensuring that students do not go hungry, building the capacity of families to support their student’s education or seeking input from community members at large, the purchase of food in service of district engagement goals can be an allowable expense. Ongoing Consultation for Equitable Services
It’s hard to believe that there is only half a school year remaining! Now is the time to review equitable service budgets to ensure that all funds are used in the school year in which they were allocated. Then, schedule a phone call, in-person, or virtual meeting with private school leaders to share what you have learned and discuss any revisions that may be needed. Mid-year is also a great time to continue discussions on how equitable service programs will be evaluated for effectiveness. And of course, consultation season for the 2025-2026 school year is right around the corner!

Elevating Voices in Education (EVE) Survey Opportunity – Please share your voice!
The Oregon Department of Education and the Educator Advancement Council are excited to introduce the Elevating Voices in Education (EVE) Workforce Survey coming in February 2025.
Who should take the survey?
Licensed, classified, and contracted staff in public K-12 schools are all eligible to participate in the survey. Participation is voluntary, but we hope that all voices who work to support education in Oregon can be heard through this survey.
Why should education staff take the survey?
This is an incredible opportunity to understand the needs of the education workforce to improve working conditions and experiences for education staff across the state.
How will the survey work?
The EVE survey window is February 4 to March 21, 2025 and will occur via SurveyMonkey (with English and Spanish versions). The survey is anonymous and is expected to take 15 minutes.
How will the results be used?
- Provide a broad picture of how staff perceive school climate and culture - these data can then be used in improvement efforts which will impact outcomes for students.
- Offer additional insight to aid in needs assessment and planning processes for federal funds, Integrated Program Applications, etc.
- Help legislative, education, and community partners gain a better understanding of factors influencing staff morale, retention, and well-being; including how staff roles (certified vs. classified) may shape perceptions of the workplace.
- Develop a better understanding of how staff perceptions align with the attitudes and experiences of students as reflected in the SEED and Student Health Survey.

Title II Tuesdays – Session 6: Spotlight on District Practices!
Title II Tuesdays is a monthly opportunity to dive deeper into topics specific to Title II-A and connect with others doing this work in Oregon. is now available on the ODE website.
Session 6 will be held on February 25th from 10-11 AM using this Zoom link. In this session we focus on recruitment, retention, and professional learning and hear directly from your district colleagues on strategies they are implementing in these areas including mentoring and grow your own programs. Please bring your experience and voice to the conversation!
