Due to the Final Rule - Child Nutrition Programs: Meal Patterns Consistent with the 2020-2025 DGAs ODE CNP has been updating CACFP meal pattern resources.
Our most recent updates include the CACFP meal pattern charts which are available for download from our CACFP Meal Pattern and Menu Planning page.
 Major crediting changes to these charts include:
- Changing peanuts, soy nuts, tree nuts, or seeds to allow crediting for the full portion component - this is allowed as of July 1, 2024
- Changed breakfast cereal and yogurt sugar limit to added sugar limits and updated links to revised resources
These charts are currently available in English. Translations for Spanish, Simplified Chinese, Russian, Ukrainian, Vietnamese, and Farsi will be available at a later date.
ODE CNP has also updated the CACFP Menu Monitoring Checklist to reflect these final rules.
USDA has recently sent out several memos regarding the CACFP Meal Pattern. These revised memos reflect changes from the USDA Final Rule - Child Nutrition Programs: Meal Patterns Consistent with the 2020-2025 DGAs.
Sponsors with questions regarding these memos should reach out to their assigned Child Nutrition Specialist.
ODE CNP sent out an update on the status of the new CNP Permanent Agreements on October 24, 2024. The agreements have been delayed and have not been sent out at this time. Due to the delay, ODE CNP is extending the due date for signing the agreement to Monday, December 2, 2024.

ODE CNP was recently notified that some school districts and child care centers are experiencing a milk supply disruption. Sponsors who are experiencing this issue should refer to the Milk Supply Disruption memo that was sent out by ODE CNP on October 23, 2024.
This memo is a reminder that sponsors experiencing milk supply shortages are allowed to serve meals without fluid milk or an alternate form of fluid milk during an emergency period. Sponsors must complete the Milk Supply Shortage form and save all documentation supporting the specific challenges of procuring allowable milk types.
Please note that the Question and Answers in the Milk Supply Disruption memo will only apply to the National School Lunch Program (NSLP) and School Breakfast Program (SBP).

For Child Care Centers and Family Day Care Home sponsors only
ODE CNP will be sending out an automated notification when sponsors or their providers have Child Care (CCLD) licenses that are expiring. The notifications will be similar to the claim notification and will come from the cnpreports@oregonlearning.org email account. Emails will be sent out the 3rd Tuesday of every month.
Sponsors who receive these notifications should check CNPweb and update the Site Information Sheet or Provider Information Sheet once the license has been renewed.
As a reminder, ODE CNP can only allow months of operations to be approved through the active licensed period. Sponsors whose licenses are pending may only extend their months of operations in CNPweb one month at a time.

For At-Risk Afterschool and Family Day Care Home sponsors only.
 The FNS Area Eligibility Map has been updated to new colors and with new data for Fiscal Year 2025.
The new colors are now green and gray, with green indicating that the area is eligible for CACFP At-Risk Afterschool sites while gray indicates the area is not eligible for CACFP. The link to the full map is now available to the left of the map instead of below the map.
Area eligibility is based on the percentage of income-eligible participants in the area. This information can be used to establish area eligibility for CACFP At-Risk Afterschool sites and for Family Day Care Home providers only.
The current map is effective October 1, 2024 and is based on information provided by the U.S. Census Bureau. While sites for this year have already been renewed, sponsors who are interested in opening new sites next year or who would like to see if a previously ineligible site has changed in eligibility percentages are encouraged to check the updated map.
ODE CNP is required to review all CACFP sponsors on a periodic cycle. How can sponsors best prepare for a CACFP Administrative Review?
- Respond to your assigned Child Nutrition Specialist's calls and e-mails - these calls and e-mails will provide you with information that you will need to get ready for the review including information on documents that may need to be submitted prior to the start of the on-site review.
- The regulations require that a certain amount of reviews are unannounced, in which case, a Child Nutrition Specialist will show up at your site during regular business hours without prior notification.
- For announced reviews, notify the Specialist of any planned closures or programmed events that may interfere with an administrative review.
- Make sure that key staff will be available for the review - generally this will include the Authorized Representative, Food Program Coordinator, the Financial Office Contact, and the Claim Contact. Sponsors who have a cook, Registered Dietitian, or Food Service Management Company representative will also want to make sure they are available during the review. Sponsors who have an outside bookkeeper are encouraged to notify the bookkeeper of the review.
- Have an organizational system for all CACFP documents and train back-up CACFP staff so they know where documents are located and can access them. A well-organized system will allow documents to be pulled more quickly.
- Paper files can be stored in CACFP-only folders - make sure back-up staff knows where the folders are kept and keys are available if files are stored in a locked cabinet.
- Electronic files can be stored by time frame (monthly/yearly) or by document type - for example: Meal Count folder, Menu Documentation folder, etc.
- If you have multiple vendors, it is helpful to keep records organized by each vendor and by month.
- Check files periodically to ensure they are up to date, accurate, and complete.
- For announced reviews, let your staff know what to expect.
- Tell them the names of the ODE CNP staff who will be showing up - this will be in your confirmation e-mail.
- Let staff know when the review will be happening and who will be the point of contact for the reviewers.
- Let them know that the purpose of the review is to better understand your program and to help ensure your organization is meeting the requirements of the CACFP.
- Let the staff know that at least one site review will be a part of the review and can happen at any time.
- Don't be afraid to ask questions before the review. We want to make sure that our sponsors are on the same page and it's always a better option to clear up misunderstandings prior to a review.
- If you need additional copies of the 'And Justice for All' posters (2019 version only, if we have newer versions, we will notify sponsors via memo and newsletters), you can submit a Material Order Form (see also the ODE CNP Material Order form article below).
- Know that you don't need to block out the entire day for your administrative review. While you will want to set aside blocks of time for the entrance conference and questions that your reviewers may have or that you may have for your reviewers, you won't need to attend to the reviewers for the entire time.
For most reviews, your ODE CNP reviewers will be on site for approximately two days. The review will start with an Entrance Conference where the reviewers will explain the purpose of the review, what they will be looking at, their timeline for the review, and ask questions about your operations. At the conclusion of the on-site review, the reviewers may conduct an on-site Exit Conference or set-up an online Exit Conference to go over a report of the review. While reviewers are on site, sponsor staff are encouraged to ask questions regarding CACFP and show off their programs.

BrucePac, a Durant, Oklahoma establishment, is recalling approximately 11,765,285 pounds of ready-to-eat (RTE) meat and poultry products that may be adulterated with Listeria monocytogenes. The ready-to-eat meat and poultry items were produced from May 31, 2024, to October 8, 2024 and included salads, wraps, pasta bowls, burritos, enchiladas, and many other ready-made frozen and family meals. These products were shipped to other establishments and distributors nationwide then distributed to restaurants, schools and institutions.
The products being recalled include the establishment numbers "51205 or P-51205" inside or under the USDA mark of inspection. There may also be recalled products under a different establishment number on the label due to further distribution and processing by other establishments.
Consumers are urged to carefully review the information, and review the product and label information list maintained by the USDA and the BrucePac Ready-to-Eat Meat and Poultry Recall Press Release.
At current time, no Oregon schools are shown to have received this product commercially and the recall does not involve USDA Foods. However, sponsors of Child Nutrition Programs who have purchased these products in retail spaces should review the product and label information list and use the search function to see if purchased items have been recalled. There is also a retail list that includes all affected stores by state.
If you find any products that have been recalled, throw away the items immediately.

Sarah is a Child Nutrition Specialist on the community team. She has been with ODE Child Nutrition Programs for 12 years and prior to her current role, she was the USDA Food Distribution Program Coordinator. She has also assisted with school, community and procurement reviews.
Sarah is president of a non-profit charitable organization, Phoenix Rising Bakery. Phoenix Rising raises money running a temporary restaurant each year during a local arts and culture fair donating profits to local food banks.
Sarah loves working with her sponsors, highlighting their strengths while helping them on their path to compliance.
